Project Cross Border Institution Building Project is financed by EU CARDS 2003 Regional Programme Project was launched in June 2006 operates from the four project offices located in Belgrade, Tirana, Skopje, and Sarajevo covering six beneficiary countries: Albania Bosnia and Herzegovina Croatia Montenegro Serbia including (Kosovo under the UNSCR 1244) the former Yugoslav Republic of Macedonia 3
Project Objectives Objective to strengthen the capacities of Western Balkans Countries to prepare and implement cross-border cooperation projects under IPA CBC programmes through: Supporting National and Local authorities in the establishment of Operating Structures and preparation of cross-border programmes for the internal borders Supporting end beneficiaries in preparing project pipeline for the upcoming Calls for Proposals under IPA CBC programmes at the internal borders. 4

Result 2 Programme Content developed Planed Guidelines for implementation of CBC Programmes at the internal borders prepared Support to preparing cross- border Programmes (former Joint Programming Documents) Achieved up to date Comments from all offices and Project partners on IPA implementing menting regulations received, aggregated, processed and submitted to the EC; Clarification from the EC on IPA Regulations received. Table of Content for cross-border programme" prepared; List of eligible areas for all countries prepared; Action plan with timetable for all borders prepared; List of required statistical data for preparation of cross-border programme prepared; Questionnaire for the SWOT available; List of all institutions to be interviewed prepared; All bilateral meetings organised; Drafting teams proposed for all borders. The information was received by the EC HQ that CBC funds under CARDS 2005/2006 could be used for additional TA to NA in order to reinforce preparation for IPA 2007-2013. Therefore, probably no CfP under CARDS 2005/2006 will be launched on the internal borders during the project lifetime. In line with this there was no need to prepare Guidelines for implementation of CBC Programmes under CARDS, as IPA CBC implementing regulations will be available. 8

Leaflet/brochure on IPA CBC designed; Promotional leaflet on the designed; Standard presentation of and key funding mechanisms IPA CBC prepared; Series of background fact sheets prepared. Mailing will be linked to the Workshops. Data base of all contacts prepared. First version checked with and Counterparts; Website designed and will be operational from 19 February 2007. 9

Hands on support to key applicants (mainly from public institutions) for CfP for Greece/Albania programme for Greece/Albania programme; Hands on support to MEI for development of the project proposal under GR/AL NP (establishment of European Academy in Vlora). 10
