4. Other information related to Quality 4.1 Quantitative data - Temporal analysis of receipts: A surplus of 3,026 MEUR was estimated for the difference between social protection receipts and expenditures in 2016. The total of social protection receipts in Portugal increased 3.3% between 2015 and 2016, while the total of expenditures increased 1.3%. The largest variations on receipts were identified in accounts of Social contributions, Government contributions and Other receipts : 2110201 Employers' imputed social contributions - This account showed a variation of +42.9% in 2016 compared to 2015, observed for scheme 43, due to adjustments in the structure of distribution of receipts accounts by the scheme's sources of information. 2210002 Earmarked taxes - Central government - This account recorded a decrease of 21.3% in 2016 when compared to 2015. This variation was observed in schemes 63, due to the decrease in tax revenue allocated to social security. 2420007 Other receipts - This aggregate accounted for a variation of +56.4% in 2016 vs. 2015. This increase is fully explained by the behaviour of scheme 63, duly confirmed by the information provider of this scheme. - Temporal analysis of expenditure: Total expenditure on social protection in Portugal increased 1.3% between 2015 and 2016. The expenditure on social benefits increased 0.6% in the same period, accounting for 92.8% of total expenditure in 2016, while the other expenditures increased 10.7%, accounting for 7.2% of total value of expenditure. The most relevant aspects are: Others expenditures account 1420000, recorded a variation of +31.9% in 2016 when compared to 2015. The increase was registered in most schemes, especially under schemes 2, 42, 57, 63 and 65, duly confirmed by the information providers of these schemes. Expenditures on social protection benefits showed positive variations in half of the eight social protection functions and negative variations in the other half. The analysis by function in 2016 highlights the following aspects: Sickness (1110000) - This function accounted for 25.2% of the total expenditure on social protection benefits in Portugal in 2016, being the second most important function in terms of social benefits expenditure. In 2016, it increased by 4.4% when compared to the previous year. This was mainly due to the variations of +13.9% in benefit 1111211 - In-patient care, direct provision, non means-tested, and of +9.9% in benefit 1111222 - Out-patient care, other direct provision, non meanstested, with increases mainly occurring on the scheme 2, duly confirmed by the information providers of this scheme. - Disability (1120000) - This function accounted for 7.2% of the total expenditure on social protection benefits in Portugal in 2016, recording a slight decrease of 0.9% in 2016 when compared to 2015. 1121111 Disability pension, non means-tested - The decrease in this function was mainly due to the negative variation of this benefit (which is equivalent to 86.3% of the total of function), with -1.7% in total pension expenditure and -3.0% in the total number of their beneficiaries. 1121203 Rehabilitation, non means-tested - This benefit increased 282.0% in 2016 when compared to 2015 (from 4.5 MEUR in 2015 to 17.2 MEUR in 2016). This behaviour was observed in scheme 9, duly confirmed by the data source: unlike previous recent years, the disability expenditure increased in 2016 as a result of the implementation of a temporary policy to support the qualification of disabled persons. - Old age (1130000) This function remained the most important function in the total expenditure on social protection benefits in Portugal, accounting for 50.2% in 2016. The variation between 2015 and 2016 was -0.3%. 1131121 Other cash lump-sum benefits, non means-tested - This benefit decreased 44.0% in 2016 when compared to 2015 (from 1 056.2 MEUR in 2015 to 591.2 MEUR in 2016). This situation is mainly explained by scheme 42 (-44.1%), due to the decrease to almost half in the amounts of reimbursements in capitals overdue by old age received by the beneficiaries of the mutualists modalities. - Survivors (1140000) In 2016, this function represented 7.6% of total expenditure on social protection benefits in Portugal, increasing 1.3% from 2015 to 2016. - Family (1150000) This function represented 4.9% of the total expenditure on social protection benefits. In 2016 there was an increase of 5.2% when compared to 2015. Quality Report ESSPROS core system Page 11 of 13

1151111 Income maintenance in the event of childbirth, non means-tested - This benefit increased 14.3% in 2016 when compared to 2015, from 489.9 MEUR in 2015 to 559.7 MEUR in 2016. This growth was due to the increase in schemes 15 (+37.5%), 17 (+8.9%) and 63 (+10.7%), duly confirmed by the data sources, and as a consequence of legislative changes that have created a special accrual factor for social protection in maternity. 1151114 Other cash periodic benefits, non means-tested - This benefit showed an increase (+13.1%) in 2016 when compared to 2015 (from 60.6 MEUR in 2015 to 68.5 MEUR in 2016). This situation is mainly explained by the behaviour of scheme 17, for which it had been possible to collect more information on its expenditure on social benefits. - Unemployment (1160000) - This function accounted for 3.8% of the total expenditure on social protection benefits in Portugal, recording a decrease of 15.4% in 2016 when compared to 2015, just as it had been in the 2 previous years. 1161111 and 1162111 Full unemployment benefit, non means-tested and means tested - These benefits decreased 16.0% and 15.8%, respectively, in 2016 when compared to 2015. This situation is explained by scheme 63, dully confirmed by the information provider of this scheme, consequence of the positive evolution of labour market and decrease in the number of beneficiaries of these subsidies. 1161114 Vocational training allowance, non means-tested - This benefit decreased 25.7% in 2016 when compared to 2015, from 193.7 MEUR in 2015 to 144.0 MEUR in 2016. This situation is mainly explained by scheme 9, due to the decrease of unemployment in 2016, as it had already been in 2015. 1161122 - Redundancy compensation, non means-tested - This benefit decreased 81.9% in 2016 when compared to 2015, observed for scheme 43, dully confirmed by the information providers of this scheme. Housing (1170000) - This function decreased 2.7% between 2015 and 2016. The decrease in item 1172212 - Other rent benefit, means tested is namely explained by the behaviour of schemes 44 (-19.8%) and 63 (-2.4%). Social Exclusion (1180000) - This function accounted for 1.0% of the total expenditure on social protection benefits in 2016, increasing by 13.9% when compared to 2015. This increase was observed in almost all benefits of the function, especially in: "1182111 - Income support, means-tested which increased by 16.5%, from 287.4 MEUR in 2015 to 334.7 MEUR in 2016, as a consequence of the legislative changes establishing the percentage to be allocated by beneficiary, as well as the reference value of the benefit.
