The agreements concluded between the League and the Rockefeller Foundation provide that annual statements of accounts of the various grants of the Foundation shall be rendered to the Council and Assembly of the League. The Council, on January 15th, 1930, instructed the Permanent Legal Committee of the Communications and Transit Organisation to submit a report to the Council, taking into consideration the views expressed by the Legal Adviser of the Secretariat, on the question of the interpretation of the provisions of the International Telegraphic Convention of St. Petersburg as regards the secrecy of telegraphic correspondence. This question relates to a proposal adopted by the Advisory Committee on Traffic in Opium at its eleventh session for the exchange of copies of telegrams transmitted in connection with smuggling transactions. The report of the Legal Committee is contained in document C.392.1930.VIII.

On January i6th, 1930, the Council requested the Permanent Court to give an advisory opinion covering the questions formulated in the annexes to the letter from the President of the Mixed Commission of December 19th, 1929, with regard to the interpretation of the clauses relating to the communities of the Greco-Bulgarian Convention signed on November 27th, 19x9. The Opinion of the Court, dated Ju ly 31st, 1930, has been circulated to the Council. (Document C.419.1930.V.) 9. A t its January session, the Council appointed a Committee of legal advisers of members of the Council to draw up a report on this question. The Committee s report, containing alternative proposals for action by the Assembly, has been circulated to the Council in the document C.338.M.138.1930. V. 10. The eighteenth session of the Permanent Mandates Commission was held from June 18th to July 1st, 1930. The Minutes of the session, the report of the Commission to the Council and various comments by accredited representatives of mandatory Powers, are contained in document C.366. M.154.1930.VI. Representative of Finland. (Document C.416.1930.VI.) 11. I n t e l l e c t u a l Co-o p e r a t io n. Representative of France. (a) (b) Report on the work of the twelfth session of the Committee on Intellectual Co-operation, including the report of the Sub-Committee of Experts for the Instruction of Youth, and the report of the Committee of Enquiry, set up with the approval of the Council and Assembly. The Committee of Enquiry met on April 14th, the Sub-Committee of Experts on Ju ly 3rd, and the Committee on Intellectual Co-operation on Ju ly 23rd. The reports of these Committees are contained in document A.21.1930.X I I. Report on the work of the International Institute of Intellectual Co-operation, forwarded on behalf of the Governing Body of the International Institute to the Council of the League of Nations and to the Government of the French Republic, and communicated to all the Members of the League of Nations (Article 14 of the Organic Statute of the International Institute of Intellectual Co-operation). The Governing Body met on Ju ly 25th. Its report is contained in document A.27.1930. XII.

F r e e C it y o f D a n z ig : A m e n d m e n t s to t h e Co n - Representative of Great Britain, s t it v t io n : L e t t e r fr o m t h e H ig h Co m m issio n e r, d a t e d J u l y i 6 t h, 1930. In a letter dated July 16th, 1930 (document C.404. 1930.II), the High Commissioner forwards a letter from the Danzig Senate of July 8th, 1930, transmitting the text of a draft law amending the Danzig Constitution, so that the League of Nations may pronounce on these amendments, in accordance with Article 49, paragraph 3, of the Danzig Constitution. Under this article, amendments cannot come into force until they have been communicated to the League, and after the latter has stated that it has no objection to raise to them. 13. A d v is o r y O p in io n o f t h e P e r m a n e n t Co u r t o f Representative of Great Britain I n t e r n a t io n a l J u stic e w it h r e g a r d to t h e A d m issio n o f D anzig as a M e m b e r of t h e I n t e r n a t io n a l L a b o u r O r g a n is a t io n. On M ay 15th, 1930, the Council requested the Permanent Court to give an advisory opinion as to whether the special legal status of the Free City of Danzig allowed it to become a member of the International Labour Organisation. The Court gave its opinion on August 26th, 1930, and this opinion has been circulated to the Council. (Document C.452.1930.V.) 14. The Inter-Governmental Advisory Commission met on September 2nd, 1930. Its report will be circulated to the Council as soon as possible. 15. T r a ffic in O p i u m : Co n f e r e n c e on t h e L im it a t io n Representative of Yugoslavia. o f t h e M a n u f a c t u r e o f N arcotic, D r u g s : P r e l i m in a r y A r r a n g e m e n t s. A t its fifty-ninth session, the Council accepted an offer made by the British Government to convene at the end of July a preliminary Conference of the countries manufacturing narcotic drugs. A letter from the British Government, dated July 9th (document C.379.M.163.1930.XI), announces the postponement of this preliminary Conference. The Chairman of the Advisory Committee, in consultation with the Secretary-General, has therefore decided not to exercise his discretion to call, as had been proposed by the Council, a special session of the Advisory Committee in August. The date of the Conference on limitation of manufacture was fixed by the Council provisionally for December 1st, 1930, on the assumption that it could have before it at its sixtieth session the report of the Advisory Committee on the preparatory material for the Conference, including the results of the preliminary negotiations between the manufacturing countries. As the report of the Advisory Committee cannot now be presented before the sixty-first session of the Council, the latter may desire to reconsider the provisional date of the Limitation Conference.

[a) [b) [c) Appeal from the Deutscher Volksbund under Articles 149 and following of the Convention of May 15th, 1922, relating to Upper Silesia, concerning the non-renewal of the contracts of thirty-two doctors by the management of the Spolka Bracka at Tarnowskie-Gôry. (Documents C.6, 231, 323 and 350.1930.1). A t its meeting on M ay 15th, 1930, the Council, on the proposal of the Rapporteur, postponed the consideration of this question to its September session. Petition from the " Deutscher Volksbund of November 14th, 1929, under Article 147 of the Convention of May 15th, 1922, relating to Upper Silesia, concerning the personal situation of M. Otto Ochmann. (Documents C.233, 318 and 405.1930.1). The Council, at its meeting on M ay 15th, 1930, decided to postpone the consideration of this question to its September session. Appeal of the Deutscher Volksbund, under Articles 149 and following of the Convention of May 15th, 1922, relating to Upper Silesia, concerning the non-admission to the Minority Schools for the school year 1929-30, of sixty children formerly examined by the educational expert, M. Maurer. The appeal and the observations of the Polish Government are contained in document C.468.1930.I. 17. Co u n t e r f e it in g C u r r e n c y : F ir s t Co n f e r e n c e o f t h e R e p r e s e n t a t iv e s o f t h e Ce n t r a l P o lice O f f ic e s. The Conference which drew up the International Convention for the Suppression of Counterfeiting Currency recommended that, whenever fifteen central offices have been created by the signatory States, and even before the entry into force of the Convention, the Council of the League of Nations may take the initiative to call together the first of the Conferences of the representatives of the central offices and of the other authorities... which have for their purpose... to assure, perfect and develop direct international co-operation concerning the prevention and suppression of counterfeiting currency. These fifteen central offices have now been created. (Document C.454.1930.II.) 18. I f the Protocol for the amendment of the Statute of the Court has not been ratified by all the Members of the League and non-member States to whose signature and ratification it is open, the Council will be called upon to consider whether the Protocol is to be deemed to have entered into force under the provisions of its fourth paragraph. Under this paragraph it is to enter into force on September 1st, 1930, if the Council has satisfied itself that the Members of the League and non-member States concerned which have not ratified the Protocol have no objection to the coming into force of the amendments to the Court s Statute. The Chairman of the Governing Commission has addressed two letters to the Council, dated July n th and August 25th, 1930, informing it that the Railway Commission and the Defence Force for the railways of the Saar will be reduced on August 31st, 1930. The Governing Commission leaves any further decision to the Council of the League. (Documents C.387.1930.1 and C.453.1930.I) Private. 20. Mr. Eddy s appointment was renewed for one year as from October 16th, 1929, and therefore expires on October 16th, 1930. Questions which may not be ready for consideration before September 10th. 21. U p p e r Sil e s ia : R e s ig n a t io n o f t h e P r e s id e n t Representative of Spain. of t h e M ix e d Co m m issio n. In a letter dated August 22nd, 1930, M. Calonder, President of the Upper Silesian Mixed Commission, handed in his resignation for the end of July 1931. (Document C.443.1930.1.) 2 2. R el a t io n s b e t w e e n L it h u a n ia a n d P o l a n d : Representative of Spain. L e t t e r s fr o m t h e L it h u a n ia n a n d P olish G o v e r n m e n t s. B y a letter dated July 31st, 1930, the Minister for Foreign Affairs of Lithuania requested the insertion on the agenda of the question of incidents along the administrative boundary and infringements of the provisional agreement signed at Kônigsberg, and suggested the appointment by the Council of a Commission consisting of nationals of neutral Powers. I n a letter dated July 15th, 1930, the Greek Chargé d Affaires at Berne informed the Secretary- General of a dispute which had arisen between Greece and Bulgaria. The Hellenic Government requests that, in conformity with Article 181, paragraph 3, of the Treaty of Peace of Neuilly, the dispute should be submitted to an arbitrator appointed by the Council. With regard to (f), the Council did not place the question on the agenda of the fifty-ninth session but, in accordance with precedent, referred the request to the Transit Committee. I f a friendly agreement has not been reached before September, the Transit Committee will submit a report to the Council.

Article 12 relates to disputes concerning the interpretation or application of the Declaration of London of February 13th, 1920, and provides for their examination by the Council of the League.
