ESF programming period 2007-2013 EUROOPAN UNIONI 1) ESF programme covers the whole country 2) ESF programme is mono-funded, national and horizontal (thematic) 3) Decrease in funding 35 % (from 905 to 615 mill. ) from the 2000-2006 programming period 4) ESF priorities - are based on the ESF strategy, which is included in the Finnish National Strategic Reference Framework 2007-2013 - are based on the priorities in the ESF regulation Sivu 2

ESF and ERDF The ESF programme and 4 ERDF programmes complement one another In practice, the measures of the two Funds are reconciled in the implementation phase of the programmes The measures of the Funds under the regional sections of the ESF programme are co-ordinated by the Regional Management Committees Sivu 4

ESF Programme 2007-2013 EUROOPAN UNIONI Priority 4 Transnational and inter-regional ESF actions Transnational co-operation between the Member State authorities and regions as well as between regional, thematic and national networks: 1. Co-operation associated with labour immigration 2. Finding and mainstreaming good practices National development programme: * the objective is to find and mainstream good practices to improve employment and competitiveness * the support mechanism: transnational co-operation between authorities and between the projects in priorities 1-3 * Implementation of transnational development projects Project level international co-operation will in priorities 1-3 be implemented in projects. NATIONAL DEVELOPMENT PROGRAMME: FROM SEPARATE PROJECTS TO STRATEGIC DEVELOPMENT PROGRAMMES EUROOPAN UNIONI The national section of the ESF programme will be implemented as national development programmes. They are strategically important in each administrative sector. They are implemented in co-operation between the administrative sectors. They include co-ordination between the projects, finding good practices / evaluations, support for developing projects from a project jungle to comprehensive development The regions can participate in the development programmes within their own regional financial frameworks in regional section and / or receive finance from the national section. NATIONAL DEVELOPMENT PROGRAMME: FROM SEPARATE PROJECTS TO STRATEGIC DEVELOPMENT PROGRAMMES EUROOPAN UNIONI Eastern Finland can participate within its own financial framework. National development programme can be implemented in a ministry and / or in the regions (Employment and Economic Development Centres / Provincial Governments); in labour administration implementation tooks place mainly in the regions. The projects within the development programmes are selected through public process. Authorities can also implement projects themselves. Sivu 16

NATIONAL DEVELOPMENT PROGRAMMES AND THE SUPPORT MECHANISM EUROOPAN UNIONI it is possible to build a support mechanism for a development programme the tasks of the support mechanism include finding good practices, promoting co-operation and networking between the projects, following and promoting effectiveness and profitability of the projects the support mechanism can function for example in the ministries or it can be bought from outside (expert organisations etc.) the support mechanism complements project administration and it does not replace the role of the intermediate body in project guidance and monitoring Sivu 17

Financial information (1) The distribution of ESF financing between the administrative sectors was agreed for the whole programming period The annual distribution between the administrative sectors is confirmed by a decision of the Council of State The distribution of the funds can be adjusted during the programming period, should a serious need arise Sivu 19

Euroopan Financial sosiaalirahasto information (2) The Structural Fund co-financing and the corresponding State financing share are collected in the Section of the Ministry of Employment and the Economy, which acts as the Managing Authority The Managing Authority is responsible for allocating the Structural Fund shares and the corresponding State financing share to the intermediate bodies once the State budget has been adopted Sivu 20

Financial information (3) The Regional Management Committee reconciles the contents of the Structural Fund allocations for the regional section of the ESF programme for the following financial year and the corresponding State financing share in the relevant administrative sectors in compliance with the agreed financial framework, unless there are weighty reasons to make exceptions to the financial framework Sivu 21

Financial information (4) The Regional Management Committee is informed of the financing granted for the national section of the ESF programme It will ensure the reconciliation of the various measures and the participation of the different Funds in the implementation of projects that are extensive and significant in terms of regional development Sivu 22
