DEPARTMENT INFORMATION AND MISSION STATEMENT The mission of the Kings County Administrator's Office is to provide recommenda ons and support to the Board of Supervisors. The following guidelines are the founda on of our mission: Provide leadership and accountability to the Board and the ci zens of Kings County in the administra on of County programs and services. Develop and support a County management team which maintains the highest professional and ethical standards. Facilitate collabora on among the County staff and other jurisdic ons by providing an organiza onal environment that rewards innova on and excellence, and recognizes, respects, and involves our ci zens. Locate and use local, regional, state and federal resources to support, engage and advocate for Kings County commodi es, businesses, services, ci zens and employees. Work with County Departments to prepare the Annual County Budget and perform prudent oversight of its implementa on to ensure the fiscal soundness and long term stability of the County's finances.
ABOUT THE POSITION The Assistant County Administra ve Officer is responsible for general county administra on as well as, Risk Management, and Child Advocacy. Within this framework, the Assistant County Administra ve Officer assists the County Administra ve Officer with respect to advising the Board of Supervisors, the overall administra on of the County and community rela ons. The Assistant County Administra ve Officer may direct internal ac vi es of the Administra ve Office, or one or more of its divisions, on a day to day basis. A large por on of me is devoted to the administra ve du es of planning, coordina ng and consul ng regarding various projects and problems. The Assistant County Administra ve Officer acts for the County Administra ve Officer in his/her absence. ISSUES FACING KINGS COUNTY Kings County will face many of the problems common to California coun es including providing mandated services to an expanding number of clients with diminishing resources, jail overcrowding, environmental concerns, new groundwater regula ons, and balancing city and county development. The Naval Air Sta on at Lemoore is expanding drama cally due to the rollout of the Joint Strike Fighter and realignment of FA 18 Squadrons. Kings County is poised for significant growth and must balance this development with the needs of the agricultural industry, the backbone of the local economy. ASSISTANT COUNTY ADMINISTRATIVE OFFICER DUTIES Consults with and assists the County Administrative Officer in the planning, coordination, and administration of all phases of departmental operations Acts for the County Administrative Officer in his/her absence Interviews, selects, trains, supervises, and evaluates the work of Administrative Officer Personnel Directs and coordinates annual review of County departments budget requests and supervises the maintenance of the adopted County budget Conducts analysis of administrative problems as identified by the County Administrative Officer and/or Board of Supervisors Interprets County policies and procedures to Administrative Officer staff, County departments, other agencies and the general public Deals with the most sensitive public complaints and issues Represents the County in meetings with community agencies, commissions, committees and other public groups and at meetings and conferences at the local and State levels on matters concerning County administration Provides a daily liaison with other County departments THE IDEAL CANDIDATE The ideal candidate should possess the following attributes: High level of integrity and strong sense of ethics; open and honest in all internal and external relationships Action and results oriented; open to change and innovation; ability to work in a fast-paced environment Strong customer service ethic, responsive to organizational needs Exhibit strong initiative, integrity and sound judgment and a positive attitude; inspire the trust, respect, and confidence of others Forward thinking and creative in planning for workforce development and succession planning Strong analytical skills, ability to resolve complex issues, consider alternatives, project consequences, and recommend appropriate solutions Ability to build relationships and work in a team-oriented organization Strong and articulate communication skills, both written and oral Can function effectively in a variety of circumstances including confrontive, adversarial and/or urgent situations
QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's Degree in Public or Business Administration or a closely related field. A Master's Degree in Public Administration or related field is desirable. Experience: Four years of increasingly responsible experience in conducting studies and making recommendations on a variety of fiscal and management activities. One year of this experience must have been in a senior staff or supervisory capacity. Special Requirements: Ability to work irregular hours as necessary; travel within and outside the County. License: Possession of a valid, appropriate California driver s license issued by the State Department of Motor Vehicles. COMPENSATION & BENEFITS The annual salary for Assistant County Administra ve Officer is $114,000 $162,000 per year, pending Board of Supervisors approval. In addi on, County of Kings offers the following benefit package for staff and their dependents.
