About NGO Coordination and Resource Centre, Nagapattinam The NGO Coordination and Resource Centre (NCRC) is an institutional mechanism for regular, coordinated and transparent interaction between the Government Departments, NGOs and the communities affected by the Tsunami in Nagapattinam District. NCRC has been functioning since 01 Jan 2005, as the NGO Coordination Centre and was focussed on trying to coordinate the relief efforts as best as possible. During the relief phase the Centre was run by numerous volunteers from all over the country and even from abroad. In the current rehabilitation phase, NCRC aims to support the different stakeholders by: researching and building up a knowledge base around issues and sectors relating to rehabilitation providing technical expertise to facilitate the development of sectoral and regional perspectives collecting reliable relevant data and making this easily available to all stakeholders contributing to appropriate and relevant policy formulations Facilitating community participation in the decision making process so that the community perspective is clearly articulated. The NCRC is now run by a team of competent professionals and it seeks ensure that the needs of the tsunami affected communities are met through a rehabilitation process that is effective and sustainable. Duty (R&R) and Project Director (ETRP and TEAP) placed the same before the Empowered Committee meeting held on 5.9.05. The Empowered Committee has approved the projects submitted by Chief Engineer (WRO), among others. 4. The Government, after careful consideration accept the recommendation of the Empowered Committee and accordingly, sanction a sum of Rs. 19.271 Crores (Rupees Nineteen Crores GO Compilation: Vol II 6

Minutes of the Meeting of the State Level Committee on Calamity Relief Fund Schemes held on 13.4.2005. ** In the letter first read above, the Collector, Nagapattinam District has sent further proposals for sanction of additional funds from the Calamity Relief Fund for expediting the ongoing tsunami relief and rehabilitation works in Nagapattinam District. 2. The Collector, Nagapattinam has stated in his letter read above that the return of normalcy to the operation of mechanical vessels in Nagapattinam depends on the availability of pettis. Unlike other places Nagapattinam does not have a boat yard. A petti is a wooden box frame structure built by individual operators and used in the repair and maintenance of mechanical vessels. He has stated that their significance in the operations is due to :- (i) The damaged vessels recovered but still floating in water in port area can be brought ashore for repair works only if these pettis are available. (ii) The damaged vessels recovered and placed on the shore through cranes, after repair works are carried out, can be put in the sea through these equipments only and after repair, if the vessels are put to sea through cranes, the repair if any during the lifting and dropping process may reduce the sea worthiness of the vessel. 3. The Collector, Nagapattinam has reported that there are some operators in Nagapattinam area who were using pettis after building them on their own. About 40 such pettis were in use, each costing around 70,000/- to 75,000 rupees. The Collector has stated the pettis being frame structure have been damaged fully by the tsunami and have to be built afresh only. He has suggested that the operators may be given relief and associated linkages, in order to restore normalcy quickly. He has therefore requested the government to sanction an assistance of 35% subsidy and 65% loan for each of the 40 odd pettis by linking them to banks. 4. The proposal of the Collector, Nagapattinam was placed before the State Level Committee on Calamity Relief Fund Schemes in its Meeting held on 13.4.2005 and the Committee decided to sanction a sum of Rs.10.5 lakhs towards 35% subsidy for 40 pettis at the unit cost of Rs.75,000/-. 5. It has also been informed that none of these boats was involved in any kind of illegal activity and they entered into Sri Lankan water unintentionally while carrying out fishing operations in deep sea and were seized by Sri Lankan Navy. The Director of Fisheries has therefore, jquested for grant of 35% of the replacement value of the boat subject to the maximum fixed to be paid as compensation to the above boat owners on par with the compensation package provided for fully damaged boats during tsunami as per G.O.Ms.No.61, Revenue, dated 8.2.2005. 2. The Collector, Nagapattinam in the letter fourth read above has reported that out of 12 boats destroyed due to tsunami in Sri Lanka, seven boats belong to Nagapattinam District. The Empowered Committee has approved a few projects submitted by Director of Fisheries, among other subjects. 5.
