ANNEX 1 In line with the Interinstitutional Agreement on Better Law-making of 13 April 2016 1, the Commission invites the co-legislators to give the following legislative files priority treatment in the context of the implementation of the Single Market Strategy, the Digital Single Market Strategy and the Capital Markets Union Action Plan, and invites the European Council to consider the following: Support for the Commission's forthcoming initiatives to achieve a genuine Single Market by end 2019 at the latest, including proposals linked to the enforcement of single market rules as well as measures in the area of business services, business insolvency law, the establishment of a Digital Single Gateway and the creation of a simple, modern and fraud-proof VAT system; Ensure an early agreement on the Commission's recently proposed e-commerce package and digital contracts proposals which together provide a comprehensive approach to tackling the barriers preventing cross-border e-commerce from flourishing; Ensure a swift agreement on the pending proposal to assign the 700 MHz band to wireless broadband in all Member States at the latest by 2020, in order to improve Internet access for all Europeans by making more spectrum available for mobile services and help developing cross-border applications; Ensure a swift agreement on the pending proposal regarding the cross-border portability of online services which will allow EU residents to travel with the digital content they have purchased or subscribed to at home; Ensure a swift agreement on the forthcoming reform of the EU telecoms rules to stimulate competition and incentivise investment in high-speed broadband, as well as on the Commission proposal on the wholesale roaming review which is key to achieve the end of roaming by June 2017; Ensure a swift agreement on the pending proposals for simple, standardised and transparent securitisation and the simplification of prospectus requirements to contribute to the achievement of a fully integrated Capital Markets Union by end 2019 at the latest, ensuring easier access to finance for companies; Support investment, research and innovation in the Union by supporting the Commission's initiative to establish a Venture Capital Fund-of-Funds that will leverage private capital to bring scale and stimulus for the most promising new enterprises; agreeing swiftly the Commission's forthcoming legislative proposal with a view to increasing the attractiveness and effectiveness of the EU venture capital passport. 1 OJ L 123, 12.5.2016, p.1.; and Article 4 in particular which aims to reinforce the Union's annual and multiannual programming 2
