Preliminary flood risk assessment Mapping of flood risk areas by river basins One or more/ none significant flood risk areas Hearing (3 months) ELY-centres proposal for significant flood risk areas Proposal is delivered to Ministry of agriculture and forestry (MMM) MMM confirms the significant flood risk areas 22.12.2011 22.12.2018 Time limit of the directive The first review Review and update every 6 th year MMM sets up a Flood group (regional councils gather the participants to the group) to river basin, where significant flood risk areas exist 5
Flood hazard maps and flood risk maps Preparing flood hazard maps and flood risk maps for significant flood risk areas 22.12.2013 22.12.2019 Time limit of the directive The first review High probability of flood (1/50a = 2%) Medium probability of flood (1/100a = 1%) Very low probability Review and update every 6 th year 6
Flood risk management plans Preparing the flood risk management plans for river basins where significant flood risk area(s) exist ELY-centre prepares a proposal for flood risk management plan Processing of the plan in Flood group Hearing (6 months) ELY-centre finishes the proposal for flood risk management plan and delivers the management plan to MMM after it has been processed in Flood group 22.12.2015 22.12.2021 Time limit of directive First review Review and update every 6 th year 7

Preliminary flood risk assessment (PFRA) in Lapland Three River basin districts, in which all together nine River basins and northern coastal area of Bothnian Bay 10 PFRA reports and one separate report for sea flood ELY-centre for Lapland, Timo Alaraudanjoki and Niina Karjalainen 9
Content of PFRA report 1. Background 2. Description of the river basin 3. Floods in history 4. Possible floods in future and flood risks 5. Using GIS-data in flood risk estimation 6. Flood risk areas 7. Suggestions for significant flood risk areas 10
Content of PFRA report 1. Background chapter describes in general how flood directive has been implemented in Finland 2. Description of the river basin In this chapter information about river basin are described Hydrology Population and land use Land use planning Protected areas and cultural heritage Flood protection and the use of the river basin 11
Content of PFRA report 3. Floods in history Observed floods o Information about floods that have caused major damages 4. Possible floods in future and flood risks Effect of climate change on floods 5. Using GIS-data in flood risk estimation In this chapter the modelling made by Finnish Environment Institute is described. 12
Content of PFRA report 6. Flood risk areas In this chapter bases for significant flood risk areas are described Empirical knowledge and earlier reports o Already known areas that have had major problems with flooding Flood risk to human health and security o Areas where inhabitants live, areas where are buildings that are hard to evacuate (hospitals, old people s homes, day-care centres, schools etc.) 13
Content of PFRA report Flood risk to essential services for community o Areas where are food industry or pharmaceutical industry o Electricity and drinking water distribution networks and services o Road and railroad networks Flood risk to environment and cultural heritage o Contaminated lands, waste disposal sites, waste water treatment plants o Cultural heritage sites that may suffer unrepaired damages if flooded Threat of flood caused by water structures o Dams (dam breaks) 14
Content of PFRA report 7. Suggestions for significant flood risk areas In this chapter the possible significant flood risk areas are proposed by basis described in chapter 6. If no significant flood risk areas are proposed, also bases for not to propose any areas are described here. 15
