BACKGROUND: As part of the Local Coastal Program (LCP) Grant Agreement between the California Coastal Commission (CCC) (Agreement No. 2014-078), the City is responsible for conducting climate change studies, such as sea level rise (refer to Task 2 of the CCC- City Grant Agreement No. 2014-078). In response, the City retained the services of Revell Coastal to review the existing background studies developed for the General Plan and LCP, with a focus on those issues related to resources, infrastructure and other assets contained within the coastal zone areas. This task resulted in identification of specific resources and infrastructure likely to become future challenges and/or issues requiring the City to address in the LCP. The resulting work product is the City s Backshore Characterization and Initial Vulnerability Findings report for the City's Coastal Zone. The purpose of this report was to summarize the backshore characteristics and initial vulnerability findings for the City. These geomorphic and geologic descriptions form the technical basis for climate change related coastal hazards modeling and vulnerability assessments as well as inform the development of policies and regulations for the LCP. The existing agreement with Revell Coastal (Agreement No. 2014-096) was amended two times, one for a time extension, and another for a budget adjustment, including the review of other regional sea level rise planning documents (Task 6). Task 6 enabled the City to incorporate details from the Airport and County draft sea level rise studies and attend related technical meetings to better understand the modeling processes as it relates to the portion of the studies within the City's jurisdiction. 1
Based on City and CCC staff review, input from the City's Planning Commission, specific guidance from the CCC Coastal Engineer, and recent advances in climate change models, the scope of the original contract with Revell Coastal needs to be expanded. The previous tasks under the existing contract serve as the foundation and building block for an evolving science and an amendment is a logical progression as the City develops it's LCP. The new tasks are intended to quantifiably assess the specific vulnerabilities of the City in the areas of sea level rise and coastal flooding impacts, including storm surge, erosion and sedimentation; changes to precipitation; temperature; and wildfire hazards in the City of Goleta. Further work would better inform the LCP. Additionally, City staff prefers to utilize and oversee the studies and model approach as opposed to relying on other non-city focused studies. DISCUSSION: As a result of the CCC staff input to Revell Coastal's Backshore Characterization and Initial Vulnerability Findings report and in light of the multiple overlapping sea level riserelated models that include the City's jurisdiction, staff recommends this amendment to support the next step in the climate adaptation planning process with the climate adaptation vulnerability assessment. A climate adaption vulnerability assessment builds upon the Backshore Characterization and develops the level of detail to a higher resolution. This level of detail will allow for more informed LCP policies and regulations. Revell Coastal is an expert in the field of vulnerability assessments and an amendment to the existing agreement is the logical next step in the process. As part of the proposed amendment, Revell Coastal would produce a state-of-the-art assessment of current and future coastal hazards as well as increase the Council's capacity to make informed decisions that preserve and enhance economic, social, and environmental resilience. This scope of work does not include the development of the resulting climate adaptation strategies and economic impact analysis. Budget for these studies have been proposed as part of the next two-year budget process. FISCAL IMPACTS: The two-year FY 13-14 and FY 14-15 Budget includes $40,900 in the Advance Planning Professional Services - Zoning Fund (5-4300-506) for Zoning related services. Therefore, no additional appropriation is required to fund the proposed contract amendment. ALTERNATIVES: The City Council could elect not to authorize the recommended action. If the recommended action is not authorized, the City Council could direct staff to seek statements of qualifications and proposals from other qualified firms. Doing so could cause delays in the timing of the Local Coastal Program Project and related CCC grant. 2

AMENDMENT NO. 3 TO A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF GOLETA AND DAVID L. REVELL dba REVELL COASTAL This Amendment No. 3 ( Amendment ) to Professional Services Agreement between the CITY OF GOLETA ( City ) and DAVID L. REVELL dba REVELL COASTAL ( Consultant ) dated July 29, 2014 ( Agreement ) is made this 19 th day of May, 2015. RECITALS WHEREAS, the Agreement between CITY and CONSULTANT currently provides in Section 3 Subsection (a) for the total compensation amount not to exceed twenty thousand dollars ($20,000); and WHEREAS, the parties desire to amend the Agreement so as to provide for additional compensation in the amount of forty thousand eight hundred and ninety two dollars ($40,900) for continued climate adaptation planning project support; and WHEREAS, the Agreement between CITY and CONSULTANT currently provides in Exhibit A entitled Scope of Work description of services for CONSULTANT; and WHEREAS, the parties desire to amend Exhibit A of the Agreement by identifying the services to be performed by the CONSULTANT under the Agreement to include a climate adaptation vulnerability assessment associated with sea level rise and climate change impacts; and WHEREAS, the City Council, on this 19 th day of May 2015 approved this AMENDED AGREEMENT and authorized the City Manager to execute this AMENDED AGREEMENT per the Goleta Municipal Code 3.05.240. AMENDED TERMS Now therefore CITY and CONSULTANT agree as follows that the Agreement be, and hereby is, amended as follows: 1. Section 3 Subsection (a). COMPENSATION AND PAYMENT of the Agreement is amended to add an additional authorized amount of $40,900 and to read in its entirety: (a) Maximum and Rate. The total compensation payable to CONSULTANT by CITY for the services under this AGREEMENT SHALL NOT EXCEED the 5
sum of $60,900 (herein "not to exceed amount"), and shall be earned as the work progresses. 2. Exhibit A-1. SCOPE OF WORK of the Agreement is amended to delete and replace in its entirety: Exhibit A "Scope of Work" with Exhibit A-1 "Scope of Work" attached hereto and incorporated herein. 3. Except as otherwise specifically provided herein, all other provisions of the Agreement shall remain in full force and effect. EXHIBIT A-1 SCOPE OF WORK Task 1: Review Background Studies: Consultant shall review the existing background studies developed for the current 2006 General Plan and Local Coastal Plan (including amendments and the 2009 General Plan Update Environmental Impact Report). Consultant shall focus specifically on those issues related to resources, infrastructure and other assets contained within the coastal zone areas. The coastal zone subarea zone include: Bacara, Venoco, Ellwood Mesa, Santa Barbara Shores, Storke Ranch, Robin Hill Road, Old Town Goleta, and other remaining parcels within the Coastal Zone. This task would result in identification of specific resources and infrastructure likely to become future challenges and/or issues requiring the City to address. The City will provide a Coastal Zone Boundary Map for reference. Task 2: Reconnaissance Level Impact Assessment (Backshore Characterization Study): Consultant shall identify, at a high reconnaissance level, the potential climate related impacts from sea level rise (specifically coastal erosion and flooding), temperature, and precipitation for each of the coastal zone subareas identified in the City. Consultant shall utilize results from the following relevant studies to create a Backshore Characterization Study for City review: The Goleta Slough Sea Level Rise Vulnerability work for the Goleta Slough Management Committee; Various coastal erosion and shoreline analyses from scientific literature; The Coastal Commission's draft Sea-Level Rise Policy Guidance; and The Coastal Commission s Local Coastal Program Update Guide. Task 3: Draft Report and Preliminary Recommendations: Consultant shall draft a concise summary report, highlighting the specific issues within each defined coastal zone subarea and discuss the implications of the likely climate vulnerabilities. Based on the above analyses, Consultant shall provide approximately ten to fifteen zoning and land use recommendations and approximately five to ten climate adaptation strategies. Task 4: Presentation and Discussion of Draft Report: Following electronic transmission of the Draft Report to the City, Consultant shall coordinate an in-person meeting with City staff. This meeting will be approximately two hours in time. Consultant and City staff will review the Draft Report and discuss City s comments and revisions at this time. Task 5: Final Report based on City Comments and Final Recommendations: Based on discussions during the meeting and one set of compiled comments provided by the City, Consultant shall finalize the report. The report shall contain a list of references utilized. It is anticipated that the entire scope of work could be completed 7
within 60 days of a notice to proceed or signed contract. Task 6: Regional Planning Consistency: Technical review of planning documents to ensure regional consistency associated with sea level rise and climate change impacts. Such work products include review of the 2015 Draft Goleta Slough Ecosystem Management Plan (Plan) for the City of Santa Barbara s Airport. The final deliverable will be a list of recommended revisions and policy approaches to assist the City of Goleta with our analysis of the Airport s Plan. Additional services to be performed include attendance at public hearings and provide sea level rise/coastal hazards consultation on regional planning of coastal issues. The General Plan Land Use Plan Map will be compared to the Airport s Model results to ensure that land uses in the City are un-impacted. In the event, impacts are forecasted by the Airport, a written critique of the Model s purpose and scope will be prepared for City review. Task 7: Climate Adaptation Vulnerability Assessment and Coastal Hazards Report: 7A: Data Gathering: Consultant shall work with City staff and JDL Mapping (City s GIS Consultant) to obtain coastal resource geospatial data for the City of Goleta. 7B. Vulnerability Assessment: Consultant shall conduct a vulnerability assessment of various coastal resources based on the coastal hazard modeling results completed by ESA/Revell Coastal as part of the Santa Barbara County Coastal Resiliency Project, not a part of this project. The analysis will look at a range of projections between one and five feet. This assessment will be for the entire City and include resources identified in the Draft Coastal Commission Guidance on Sea Level Rise, dated October 2013. Facilities and infrastructure specific to the City of Goleta will be analyzed and include the following: Specific Facilities and Infrastructure: Bacara Resort Boathouse associated with the Bacara Resort and coastal beach access to Haskells Beach Venoco PRC 421 Piers, access road, and retaining wall Portions of Sandpiper Golf Course Ellwood Onshore Facility Ellwood Mesa Open Space beach access Remnants of historic oil and gas facilities along the shoreline Storke Ranch (residential) Portions of Old Town Goleta Goleta West Sanitary District pipes Coastal Resources: In addition to the above, other sectors identified as critical coastal resources for analysis by the Coastal Commission will be considered including but not limited to: Beaches, the Coastal Trail, coastal access and recreation 8
Unique coastal landforms Specific facilities and infrastructure Existing and any potential future development sites Coastal dependent uses such as piers Visitor serving uses Cultural resources Environmentally Sensitive Habitat Areas and Wetlands Water quality and water supply Metrics: The assessment will rely on the relative risk layers to identify the most vulnerable City resources and the likelihood of impact. Vulnerabilities will be identified based on the following: The coastal hazard (e.g. coastal erosion, coastal storm flooding, wave impacts, tidal inundation, bar built lagoon flooding, etc.); The planning horizon (near-term (2030), mid-term (2050), and long-term (2100)); and The sea level rise scenarios (low, medium, and high) that impacts will likely occur. 7C: Meetings: Consultant shall assume four (4) in-person meetings (assume 4-hour meeting and 4 hours prep per meeting) and four (4) conference calls (assume 2 hours each with 1 hour of prep). 7D: Draft and Final Vulnerability Assessment and Coastal Hazards Report: The Vulnerability Assessment and Coastal Hazards Report (Report) prepared by Consultant as part of this task will build upon the existing Backshore Characterization Report (refer to Task 2) and expand it to include a Hazards Overlay for mapping purposes affecting the identified resources by planning horizons and sea level rise scenarios. Summary tables identifying metrics (e.g. number of parcels, acres of habitat, economic value, etc.) will be identified after consultation with the City and included in the Report. Submittals will include a draft and final report delivered electronically. Revisions to the Draft Report will be based on one set of consolidated comments from the City. Schedule assumes that this City review will be completed in approximately three weeks. 9
