Annotations The first session of the Intergovernmental Preparatory Committee for the Fourth United Nations on the Least Developed Countries will be convened from 10 to 14 January 2011 at United Nations Headquarters in New York, pursuant to paragraph 5 of General Assembly resolution 64/213. The Intergovernmental Preparatory Committee will undertake substantive preparations for the, including a review of progress in the preparatory process for the and its organization and a comprehensive appraisal of the implementation of the Programme of Action by the least developed countries and their development partners; identify effective international and domestic policies in the light of the outcome of the appraisal, as well as new and emerging challenges and opportunities and the means to address them; reaffirm the global commitment to addressing the special needs of the least developed countries; and mobilize additional international support measures and action in favour of the least developed countries. 2. Preparations for the : briefings and presentations The Intergovernmental Preparatory Committee is expected to consider the substantive preparations for the, especially on the basis of the national reports and reports of the regional review meetings. As decided by the General Assembly in its resolution 63/227, the has the aim of, among other things, undertaking a comprehensive appraisal of the implementation of the Brussels Programme of Action by the least developed, sharing best practices and lessons learned and identifying obstacles and constraints encountered, as well as actions and initiatives needed to overcome them. Further, the should identify effective international and domestic policies in the light of the outcome of the appraisal, as well as new and emerging challenges and opportunities and the means to address them. The is also expected to reaffirm the global commitment to addressing the special needs of the least developed countries made at the major United Nations conferences and summits, including the Millennium Summit and the 2005 World Summit, in particular the needs related to sustainable development in its economic, social and environmental dimensions, and to support the least developed countries in eradicating poverty and integrating beneficially into the global economy. Finally, the is tasked with mobilizing additional international support measures and action in favour of the least developed countries, and, in this regard, formulating and adopting a.
