ABU DHABI, 8th August, 2018 (WAM) -- The Federal Tax Authority, FTA, has announced a new campaign as part of its efforts to communicate directly and consistently with businesses. The "Tax Clinic" seeks to increase the number of registered taxable businesses and promote compliance with the timely submission of tax returns and payment of due taxes. The "Tax Clinic" campaign will be organized as a collaboration between the FTA and the departments of economic development and municipalities across all the emirates. Representatives from the authority will be present at the clinic to the following locations to answer taxpayer queries regarding registration with the FTA and other tax obligations. The tax clinic campaign will be held on as follows: 1. 12 th August to 14 th August, 2018 in Ras al-khaimah 2. 26 th August to 28 th August, 2018 in Fujairah 3. 2 nd September to 4 th September, 2018 in Umm Al Qaiwain 4. 9 th September to 11 th September, 2018 in Ajman 5. 16 th September to 18 th September, 2018 in Ras al-khaimah 6. 23 rd September to 25 th September, 2018 in Sharjah 7. 30 th September to 2 nd October, 2018 in Fujairah 8. 7 th October to 9 th October, 2018 in Umm Al Qaiwain 9. 14 th October to 16 th October, 2018 in Ajman 10. 21 st October to 23 rd October, 2018 in Fujairah 11. 28 th October to 30 th October, 2018 in Ras al-khaimah The aim of this campaign is to bring business sector closer to the FTA. It allows the FTA to answer their questions, address their concerns, and provide them with all the tax-related information they need without having to visit the authority s headquarters. FTA classifies eligible goods for calculating VAT The Federal Tax Authority, FTA, has determined three main categories of "eligible goods" for calculating Value Added Tax, VAT, on the basis of the profit margin scheme. These are as follows: 1. Second-hand goods (i.e. tangible movable property that is suitable for further use as it is or after repair) 2. Antiques (i.e. goods that are over 50 years old) 3. Collectors items (Eg: such as stamps, coins, currency and other pieces of scientific, historical or archaeological interest) The authority asserted that only those goods, which had been 2 P a g e subject to VAT before the supply in question, may be subject to the profit margin scheme. The profit margin is defined as the difference between the buying and selling price of an item and is inclusive of taxes. The FTA called on registered businesses to carefully verify eligible goods for the profit margin scheme, reiterating that only those goods which have previously been subject to VAT before the supply in question, may be subject to the scheme. The FTA clarified that stock on hand of used goods that were acquired prior to the effective date of Federal Decree-Law No. (8) on VAT, or goods that have not previously been subject to VAT for other reasons, are not eligible to be sold under the profit margin scheme. VAT is, therefore, due on the full selling price of these goods. Source: FTA & Emirates News Agency FTA sets requirements and procedures to refund VAT on new residences for UAE nationals. The FTA has set three requirements and procedures for UAE nationals to refund VAT incurred on the new residences. The conditions state that in order to refund VAT, 1. Applicants must be UAE national; 2. The monetary cost in question must have gone towards financing the construction of a new residence, set to be used exclusively as a residential unit for the applicant and/or their family; 3. The VAT refund only includes the money spent on establishing the unit, such as the amounts paid as building materials. The FTA explained that UAE citizens have the right to recover VAT when constructing their own residences. Citizens need to submit a request to recover the tax incurred on construction costs from the FTA. The request must be submitted within six months from the completion date of the construction project, which precedes the date of occupancy of the building, or the date of issuance of a certificate of completion for the building by the competent authorities, or another

date determined by the Federal Tax Authority whatever comes first. Four steps online procedure for submitting a request for VAT refund: 1. Applicants download a VAT Refund form from the FTA website: www.tax.gov.ae; 2. The form must be duly filled out, printed and signed handwritten documents will not be accepted. 3. Scanning the form once filled and signed, along with supporting documents, and submitting them in PDF format on homebuilders@tax.gov.ae. (The declared eligible to recover their taxes will need to provide the reference number issued by the FTA for the application in question) 4. Eligible applicants to submit the request, including the reference number, blueprints, and invoices to a Verification body accredited by the FTA. The supporting documents include a copy of the applicant s passport and Emirates ID, as well as the paperwork proving his/her ownership of the plot of land in question, which must also include the date of completion. No fees apply on requests for VAT recovery on the construction of new housing units but there are fees charged by the accredited Verification bodies in return for the services they provide. The FTA says three main criteria for the expenses in question as follows: 1) Expenses must be spent to finance the construction of a new home, set to be used exclusively as a residential unit for the applicant and/or their family. 2) The contractor services must be indispensable to the successful completion of the construction project (these include builders, engineers, architects, and any other similar services). 3) The products used must be of the variety usually used by contractors on construction projects excluding furniture and appliances., FTA More relief as three UAE free zones are out of VAT scope. The UAE's Federal Tax Authority (FTA) has added three new free zones to the list of designated zones that will be out of the five per cent VAT scope imposed earlier this year. The total number of designated zones in the UAE has increased to 23. Federal Decree Law No. (8) of 2017 on VAT specifies that any area meeting certain conditions and mentioned in the Cabinet decision is termed as designated zone for VAT purposes and should be treated as being outside the state for VAT purposes. Newly-added free zones are: 1. Al Ain International Airport Free Zone in Abu Dhabi. 2. Al Bateen Executive Airport Free Zone in Abu Dhabi. 3. International Humanitarian City Jebel Ali in Dubai. The treatment of these areas as designated zones was effective from June 18, 2018. Currently there are eight designated zones are located in Dubai, five in Abu Dhabi, three in Ras Al-Khaimah, two each in Fujairah, Sharjah and Umm Al Quwain, and one in Ajman. The National Corporate Social Responsibility Fund has signed three Memoranda of Understanding, MoUs, with the ministries of infrastructure development, climate change and environment, and community 3 P a g e

development, with the aim of monitoring and implementing social responsibility projects and programmers and reinforcing the cooperation between relevant authorities to promote corporate social responsibility, as part of the National Strategy of the Year of Giving 2017. The MoUs were signed on behalf of the fund by 1. Sultan bin Saeed Al Mansouri, Minister of Economy and Chairman of the Board of Trustees of the Fund, and Dr. Abdullah bin Mohammed Belhaif Al Nuaimi, Minister of Infrastructure Development, 2. Dr. Thani bin Ahmed Al Zeyoudi, Minister of Climate Change and Environment, and 3. Hessa Essa Buhumaid, Minister of Community Development. According to the MoUs, all parties will cooperate in organizing and managing companies and establishments, to support and implement sustainable development community projects The Resolution No.2 for 2018 of the UAE Cabinet related to corporate social responsibility has established the organizational framework of corporate social responsibility and its national documentation and management, 4 P a g e as well as the general incentives to promote social responsibility and the roles and responsibilities of relevant authorities. The MoUs aim to coordinate the efforts between the fund and the relevant ministries to adopt their smart platform project, according to the work and specialization of each ministry. The smart platform will be a portal for beneficiary companies, establishments and authorities, and will organize and coordinate national corporate social responsibility and the voluntary contributions of companies. The signing of the MoU, will organize the work between the Ministry of Economy, represented by the National Corporate Social Responsibility Fund, and the Ministry of Community Development. This step also includes the monitoring and implementation of development projects that are eligible for funding through the corporate social responsibility contributions of companies and establishments that operate in the UAE through the smart platform. UAE Ministry of Economy launched Doing Business guide in London. The UAE Ministry of Economy, MOE, has announced the launch of the second edition of Doing Business in the UAE' guide on 12 th August, 2018. The guide was launched in London with the support of the Ministry of Economy and in partnership with the Institute of Export and International Trade. It covers basic information about the country and how individuals can start businesses, along with key issues of interest for foreign investors. The UAE is the second largest Gulf economy and the 30th largest in the world, with the 20th highest gross domestic product, GDP, per capita at US$42,000. It also includes information on market entry, risk management, as well as sections on culture and language. The guide aims to serve as a useful starting point for business owners and exporters, especially those new to business, providing them an essential overview of the UAE's economy as well as the advantages, benefits, incentives and services that can be gained from the country's business environment.

The guide also covers key facts about the UAE's foreign trade relations--taking note of the fact that the UAE is the UK's largest civil export market in the Middle East and the third largest market outside of Europe, where only China and the US were larger in 2017. Doing Business in the UAE also highlights the country's economic development strategy especially its move towards diversifying its economy through the development of many non-oil sectors, such as trade, travel, tourism and real estate.
