The Purpose of 2016 Economic Census Mapping potential (level) of regional economy by industry and businessmen Sampling frame development Bench marking economic indicator (GDP, GRDP, employment, etc) Business characteristics by economic scale Presenting the whole picture of level and structure of economy Obtain information on the characteristics of business in Indonesia 2016 EC for measuring economic activity in Indonesia Obtain basic information which include all economic sectors Obtain information on the competitiveness business in Indonesia Build database and updating Statistical Business Register (SBR ) Mapping competitiveness business by territory Unique Characteristic of business (franchise, online business, multilevel marketing, etc) Business prospect and investment planning in Indonesia 3 Advantages of Establishing an SBR The need to have a Statistical Business Register is for coherence, efficiency and functionality. One of the important SBR roles, which will be implemented by BPS in the near future, is providing a common frame from which individual survey frames can be sourced. These following benefits can be attained when a single live register is maintained and used to derive the common frames used for all relevant surveys: Harmonisation of the surveys Increased potential for integration of survey data Reduction of costs Prevention of double counting More coherence in the resulting statistics 4

What have we done? 5 DIFFICULTIES AND CHALLENGE IN BUILDING BPS SBR

Enhance SBR Coverage Based on the institutional unit standard classification, SBR must cover not only corporation but also household, government, and NPISH, compromise with national account standard (SNA 2008). Establish cooperation with administrative data providers who maintain data covering all institutional units 7 Indonesian Standard Classification of Institutional Unit Development For complete picture of units, there is a need to implement institutional sector classification based on SNA 2008 which consists of household, corporation, NPISH, government, and rest of the world. Starting this year, BPS is developing the Indonesia Standard Classification of Institutional Sector 8

Centralized Management The challenge is to transform the business directories updating & management from industrial basis to centralized (integrated) basis for efficiency, better quality and coordination Coordinating with all Subject Matter to specify their respective needs in updating directory and preparing the SBR system to accommodate the centralized update 9 SBR as Sole Frame SBR as sole frame and coordination tool for every business surveys in BPS. http://rochdaledirect.co.uk/ In this year, SBR Team coordinating with Methodology Team start to implement SBR role as sole frame for every business surveys in BPS 10

Selection And Negotiate The Access of Administrative Data for SBR Updating In Indonesia, business registration and permits spread across various ministries based on industry with it s own regulation in each ministries and there is no single unique business ID across ministries. Coordinating with all data sources for SBR to select one existing ID that will be used in all ministries or propose to make a new regulation to define a single unique business ID in Indonesia 11 SBR as Independent Unit SBR as a backbone for business statistics need full encouragement as a independent unit with its own dedicated human resource, dynamic budget and unlimited opportunity to spread up its wings. Higher Level Cooperation To provide sustainable data, Cooperation between BPS and Ministries/ Agencies should be enhanced in form of Memorandum of Understanding (MoU). Currently BPS have signed MoU with Ministry of Finance and Coordinating Investment Board.
