Use RFQ 963A as originally issued to submit Statements of Qualifications and acknowledge receipt of this addendum and all previously issued addenda by completing Part 8, Acknowledgment of Addenda, of the Prequalification Questionnaire. This addendum consists of 2 pages of text and 47 pages of attachments. CHANGES TO PRIOR ADDENDA: 1. In Addendum 1, delete the paragraph below the heading TO: All prospective bidders, and replace with the following: This addendum forms a part of the Request for Qualifications, RFQ 963A. Use RFQ 963A as originally issued to submit Statements of Qualifications and acknowledge receipt of this addendum by completing Part 8, Acknowledgment of Addenda, of the Prequalification Questionnaire. 2. In Addendum 1, eliminate the response to Question and Answer No. 1 due to the re-issuance of the Prequalification Questionnaires (Prime Contractor and Subcontractor) in this addendum. Refer to the revised response under Question and Answer No. 1 in this addendum. CHANGES TO PREQUALIFICATION REQUIREMENTS: 3. In Section 1, Prime Contractor/Subcontractor Qualifications Paragraph 1.3A, change $5,000,000 and above to read: a minimum of $1,000,000 each 4. In Section 1, Prime Contractor/Subcontractor Qualifications Paragraph 1.3B, change $500,000 and above to read: a minimum of $500,000 each QUESTIONS AND CLARIFICATIONS: Requests for clarification of details on the provisions of the prequalification documents have been identified. The questions with the appropriate Metropolitan responses are as follows: (1) Question: Can Respondents who submitted the Statements of Qualifications (SOQs) under RFQ 963 use the same submittals for the re-advertised RFQ 963A? Answer: No. Respondents to RFQ963A shall use the revised Prequalification Questionnaire (Prime Contractor and Subcontractor) as issued in this addendum. Revisions made to the questionnaires are marked with a heavy line on the left hand margin for easier reference. (2) Question: Would Metropolitan consider lowering the currently required $5,000,000 for Prime Contractors threshold to a lower amount? August 2011-1 - RFQ 963A

Addendum Number 2 Answer: Yes. The required minimum construction value for each project has been revised in this addendum. (3) Question: Please clarify if the three projects must all be a minimum of $5,000,000 each or if the three projects combined must total a minimum of $5,000,000? Answer: Each of the three projects shall have a minimum value of at least $1,000,000 as revised in this addendum. (4) Question: In reference to Question 3, must all three projects include a shutdown component or can these three projects involve water/wastewater treatment plant that does not include shutdown work? Answer: Metropolitan is prequalifying contractors that are capable of handling repair works during shutdown conditions, thus, the experience required calls for each project to include a shutdown component. (5) Question: In Section 1, Paragraphs 1.3A and 1.3B, Respondents are required to have completed at least three projects of certain values. However, in the Prequalification Questionnaires (Prime Contractor and Subcontractor), under Part 6 (A, B, and C), Respondents are required to list five projects. Please clarify. Answer: Part of the minimum requirements for the first phase of the evaluation (Part 1A) is for Respondents to have completed at least three shutdown related projects meeting the minimum values as revised in this addendum. For the second phase of the evaluation for the applicable category, Respondents shall list up to five projects completed in the last five years (Parts 6A and 6B) or ten years (Part 6C). The first three projects shall be the shutdown related projects meeting the minimum values specified, while the other two projects shall be shutdown related projects of any size.
