Consultation regarding purchase of national health insurance card
1. Background According to the Danish Finance and Appropriation Act agreed for 2014, the public travel medical insurance will be cancelled. The public travel medical insurance covers Danish citizens vacationing within the EU/EEA. According to the agreement, this cancellation will be effective from 1 August 2014. As a part of implementation of the agreement, a proposal has been made for an amendment of the Danish Health Insurance Act (sundhedsloven) whereby the public travel medical insurance is cancelled effective from 1 August 2014. Information about the public travel medical insurance is stated at the back of the yellow health insurance card issued to all citizens with permanent residence in Denmark. It has not yet been decided how the replacement will be carried out, but on the basis of information available at the moment it is assumed that the amendment means that a new health insurance card has to be issued to all citizens in Denmark, i.e. approx 5.6 million persons, and that the replacement will take place in the course of the month of July 2014. The purchase of the health insurance card is handled by Danske Regioner (an interest organisation for the five regions in Denmark). Danske Regioner is assisted in this process by Amgros I/S (a partnership owned by the regions which consolidates the purchases of the regions). In order to assess how to handle the purchasing process of the new health insurance card most effectively and efficiently, Amgros hereby launches a consultation of relevant operators in the market able to handle the production and delivery of the new health insurance card. All relevant operators in the market are invited to respond to the consultations prior to 13 January 2014. 2. Description of the existing health insurance card 2.1 The health insurance card All citizens with permanent residence in Denmark are ensured assistance under the public health insurance scheme. As documentation of the right to benefits
under the scheme, a health insurance card must be produced when contacting the health care system. The health insurance card has a magnetic stripe and a bar code containing readable data. 2.2 Technical description This description covers only the existing scheme and only serves as information about the kind of card at issue. Cut surface, data format, and ordering procedure, etc., may be adjusted by the contracting authority, e.g. on the basis of information received in connection with the consultation of the market. 2.3 Cut surfaces and data format The character set IBM System/370 EA standard is used, as set out in IBM GX20-0157-02. 2.3.1 Transfer of data, production and delivery a) The IT provider extracts data Data from all over Denmark are collected on the IT provider's server, and the IT provider extracts data from this server once every 24 hours, every night after normal working days. b) The IT provider's processing and transmission of data The IT provider enriches the data. This means that information from the Civil Registration System (CPR), such as information about the insured's general practitioner (GP), etc., is fed into the data After processing of the data, the data are exported to the card supplier's FTP server. Data are exported to the server every day. The server is the property of the card supplier. c) The card supplier's receipt of data Upon receipt of data on the FTP server, the card supplier submits an acknowledgement of receipt to the IT provider The IT provider receives batch files.
d) Production and supply of cards The card supplier uses the data collected for personalisation of blank cards. Personalised cards, including personalised carrier, are supplied by the card supplier for delivery by post. 2.4 The use of the card The following is a description of the use of the card, including a specification of the expected wear and tear and keeping of the card: - The card is kept e.g. in a wallet or in a drawer. - The formal use of the card is for contact with the public health system as well as a number of informal areas of use, such as for ID and library purposes. 3. Material specifications for the existing health insurance card The following sets out material specifications for the existing health insurance card, including its visual structure and properties. The description contains both a description of a blank card and a personalised health insurance card. The health insurance card is constructed pursuant to DS 2341: Identity card, field layout and visual information contents (card type ID-1). 3.1 Blank card - health insurance card The following sets out a description of the existing elements of the blank card. Such elements may be subject to adjustment. The health insurance card is produced with logos of the five regions. The text in both front and back will be changed as a result of the amendment of the Act.

Consultation of operators in the market Amgros requests information from relevant operators in the market about the general capacity in the market and delivery times, etc., in order to assess how to handle the purchase of the cards most effectively and efficiently, and to ensure that the total quantity of cards can be replaced in the month of July
2014. Amgros furthermore requests other information which might be relevant for the organisation of the purchase. Overall, Amgros thus requests general information about relevant operators in the market, capacity and delivery times. Amgros would like to receive information from relevant operators about their available production capacity and delivery time. The information should reflect whether it will be possible for the supplier in question to produce and deliver the total quantity of new health insurance cards for delivery in the month of July 2014. Amgros furthermore requests information about what is required to reduce the delivery time to the extent possible, including whether the technical specifications can be delivered in several stages, e.g. the text for the cards to be supplied later than information about the dimensions of the cards. Amgros furthermore requests information about what other technical specifications, apart from what is stated in clauses 2 and 3, will be required in order to quote a fixed price for the task - and what other technical specifications will be necessary for production and delivery of the cards. The information should furthermore state the date when the technical specifications are needed in order to be able to produce and deliver the total quantity of cards in the month of July 2014. The information should be stated with a clear distinction between information for production of blank cards and information for personalised health insurance cards, respectively. Amgros furthermore requests input regarding any changes to the technical specifications required in order to ensure that new health insurance cards can be produced for sooner delivery or cheaper. Finally, Amgros would appreciate receiving other information, observations or comments which might contribute to clarifying the considerations needed in connection with the purchase. 5. Deadline for submission of information and point of contact Responses to the questionnaire must be submitted via email, udbud@amgros.dk, and received by Amgros no later than 13 January 2014.
