SHRI VIJENDER GUPTA Education Will the Deputy Chief Minister be pleased to state: a) whether it is a fact that the matter of hike in fees by unaided schools on the grounds of implementation of the VI Pay Commission was challenged in the Court; b) whether it is also a fact that after the decision of the Hon ble High Court in the Delhi Abhibhavak Mahasangh & Ors. v. Delhi Government & Ors [WP(C) 7777, 8147, 8610 and 10801 of 2009], Justice Anil Dev Singh Committee ordered 575 schools to return the excess fee alongwith 9% interest; c) whether it is also a fact that the Government has failed to ensure that the excess amount is returned to the parents till date; d) whether it is also a fact that due to the failure of the Government to implement these orders a contempt petition has been filed in the Court; and 1 1

15 e) the complete details of these 575 schools and the amount to be returned by them? 2. SHRI OM PRAKASH SHARMA Education Will the Deputy Chief Minister be pleased to state: a) the number of new schools constructed by the present Government; b) the number of schools out of these which have been constructed on land acquired by this Government; c) the number of plots available at present with the government for construction of schools; d) the number of new schools proposed to be opened by the Government; e) the number of new rooms constructed in schools in the present tenure of the Government; and f) the total amount spent on these rooms? 3. SHRI SURENDER SINGH Power Will the Minister of Power be pleased to state: a) by when electricity supply would be provided to the residents of the jhuggies in the Dhaula Kuan area in Delhi Cantonment Constitutency; b) whether these jhhuggies are on PWD land; c) if so the complete details thereof; 2 2

16 d) whether any 11000KV transformer is installed near these jhuggies on the Dhaula Kuan Ring Road; e) whether there is any provision to provide electricity to jhuggies from the nearby transformers; and f) if so, the details thereof? 4. SHRI JARNAIL SINGH Welfare of SC/ST Will the Minister of Social Welfare be pleased to state: a) the details of the various schemes for the students provided by the Department for thewelfare of SC/ST/OBCs/Minorities; b) the details of applications received during 2015-2016, 2016-2017 and 2017-2018 for reimbursement of tuition fees; c) whether it is a fact that the applications of 2015-2016 are still pending for payment; d) the reasons for the delay in this matter; and e) the steps being taken to ensure that all these schemes are processed promptly? 5. SHRI MOHINDER GOYAL Development Will the Minister of Development be pleased to state: a) whether it is a fact that the Delhi Village Development Board has any proposal for development works in Rithala Village; 3 3

17 b) the present status of execution of these works; and c) the details of the complete procedure for executing works by the Delhi Village Development Board? d) the reasons for delay in execution of works in Rithala Village; e) the annual budget alloted to DVDB during the past three years; f) the amount actually spent by DVDB during the past three years; g) whether Village Development Committee is being constituted in all the villages; and h) the details of the members of the Village Development Committee constituted for Rithala Village? 6. SHRI SK BAGGA Employment Will the Minister of Employment be pleased to state: a) the number of employment provided in the Rozgar Mela organised in 2015-2016, 2016-2017 and 2017-2018; b) the number of registrations made by the Employment Exchanges in 2015-2016, 2016-2017 and 2017-2018; 4 4

18 c) the time taken for providing employment after registration in the Employment Exchange; and d) the steps and measures taken by the Government for providing employment? 7. SHRI VISHESH RAVI Power Will the Minister of Power be pleased to state: a) whether BSES (Yamuna) provides domestic or industrial connections to industrial units in residential areas; b) if yes, the details of the process thereof; c) the number of such connections given in Military Road, Bapa Nagar in Karol Bagh Constituency; d) if domestic/ commercial/ industrial connections are not provided to such units by BSES, the authority which has provided connections to these industrial units; e) the details and number of such connections in Miltary Road, Bapa Nagar; f) whether BSES has any proposal to disconnect such connections; g) if yes by when; and h) if not, the reasons therof? 5 5

RAKHI BIRLA Social Welfare Will the Minister of Social Welfare be pleased to state: a) the details of beneficiaries of old age/ widow / disability pension in Mangolpuri Constituency; b) whether it is a fact that the senior citizens have to make numerous visits to the offices for their pension; c) the steps being taken to ensure that these payments are disbursed promptly; d) whether it is a fact that the details of the various schemes and changes in the guidelines for disbursal of pension (disability / widow) are not provided to the MLAs; e) the steps proposed to ensure that the details of the schemes and amendments are immediately informed to the MLAs and thier offices; and f) the details of the new beneficiaries who received pension in this area in Mangolpuri Constituency? 9. SHRI SANJEEV JHA Women and Child Development Will the Deputy Chief Minister be pleased to state: a) whether any financial assistance is being provided for the marriage of the daughters of BPL card holders; 6 6

20 b) if yes, the complete details thereof; c) if not, the reasons thereof; and d) whether there is any proposal to implement such a scheme in the near future? 10. MS. ALKA LAMBA Power Will the Minister of Power be pleased to state: a) the steps being taken to prevent frequent fire accidents caused due to short circuits in Chandni Chowk area; b) the number of transformers installed in Chandni Chowk constitueny and the number of transformers proposed to be installed there; c) whether the government has any proposal to remove the overhead cables and lay underground power cables in Chandni Chowk and Jama Masjid wards; d) if so the details; e) whether the government has any solution for installing street lights in narrow streets where it is not possible to install poles;and 7 7

21 f) the number of applications for new connections pending with NDPL and BSES in Chandni Chowk constituency? 11 SHRI JAGDISH PRADHAN Irrigation and Flood Will the Minister of Irrigation and Flood Control be pleased to state: a) Whether it is a fact that 50 High Mast lights were installed by the Irrigation and Flood Control Department in the Mustafabad Constituency; b) whether it is also a fact that the maintenance work of these lights have been handed over to various departments; c) if yes, the details of the departments which are responsible for the repair and maintenance of these lights; and d) by when these lights will be repaired and made functional? 12. SHRI JITENDER SINGH TOMAR Education Will the Deputy Chief Minister be pleased to state: a) the school-wise details of works executed in the schools in Trinagar Constituency during the past three years, including the nature of the work and amount spent; 8 8

22 b) the school wise details of works proposed to be executed in the schools in 2018-2019 including the nature of the work and amount proposed to be spent; and c) school-wise status of the works proposed for execution in Trinagar Constituency? 13. SHRI RAJESH GUPTA Higher Education Will the Deputy Chief Minister be pleased to state: a) the details of application process for receiving loan for higher studies; b) the number of students who have applied for these loans over the past three years; c) the maximum amount of loan which can be disbursed to a student for higher studies; and d) the details of the amount of loan applied for and disbursed to students in Wazirpur Constituency along with their details? 14. MS. BHAWNA GAUR Revenue Will the Minister of Revenue be pleased to state: a) whether it is a fact that plots were allotted under the 20 Point Programme in the Palam Constituency; 9 9

23 b) the details of these allotments including name of the allottees and places where they were allotted; c) the present number of these plots; d) whether it is a fact that multi-storeyed buildings have come up in these plots; e) whether it is also a fact that commercial activities are being undertaken in these plots; f) if so, whether construction of multi-storeyed buildings and commercial activities are permissible in these plots; g) if not, the authority who is responsible to issue NOC for these activities; h) whether the ownership rights of these plots can be transferred; and i) if so, the process thereof? 15. SHRI MANJINDER SINGH SIRSA Power Will the Minister of Power be pleased to state: a) Whether it is a fact that the electricity poles of BSES are causing huge hindrance to the public on the narrow road alongside the Subhash Nagar Drain; 10 10

24 b) Whether the Government proposes any steps to remove these electricity poles and widen the roads; and c) if so the details therof and the time by when it will be completed? 16. SHRI SAURABH BHARADWAJ Revenue Will the Minister of Revenue be pleased to state: a) Whether it is a fact that from 1997 to 2005 land was acquired by the Government in many villages including Sanoth, Khera Khurd, Holambi Kalan, Shahabad Daulatpur etc., b) whether it is a fact that FIRs had been registered in various Police Stations on allegations of fraud, cheating, tampering with revenue records etc.., under sections 420, 467, 468, 471, 120B, 447, 511 160; c) if so the details of these FIRs with the names of the accused in each FIR; d) the details of the government officers/officials named in these FIRS; e) whether the department has taken any action against the government officers/officials named in these FIRs; 11 11

25 f) whether it is a fact that some of these officers/ officials are still posted in the same district in spite of these complaints; g) if so the reasons thereof; h) the details of the complaints received from various sources in these matters and the action taken on these complaints; i) whether the Courts have also passed any decisions against the so-called occupiers for recovery of the compensation amount in these matters j) if so, the details of implementation of these decisions and the reasons for delay in its implementation, if any; k) the complete details of court cases pending in various courts including the total area of land in dispute and the amount in dispute; and l) the village-wise details of objections on compensation filed by third parties, other persons and so-called occupiers? 17. DEVINDER SEHRAWAT Power Will the Minister of Power be pleased to state: a) the details of the policy of BSES for issuing and monitoring electricity connection in Vasant Kunj Enclave area and hotel/ motel / marriage venues? 12 12

ALKA LAMBA Social Welfare Will the Minister of Social Welfare be pleased to state: a) the complete details of financial assistance issued by the Department in the Chandni Chowk Constituency under the Old Age Pension Scheme, Widow Pension Scheme, Disability Pension Scheme, Ladli Scheme and Financial Assistance to daughters of Widow; b) the complete details of the applications which are still pending under the above schemes; c) whether the department proposes to invite fresh applications for widow pension scheme; d) if so by when; and e) if not the reasons thereof? 19. SHRI SURENDER SINGH Education Will the Deputy Chief Minister be pleased to state: a) by when the smart card identity cards will be issued to the Delhi Government School students; b) by when the vacant posts in government schools will be filled up; c) by when the posts of principal will be filled up by promotion; 13 13

27 d) the details of action proposed for regularisation of guest teachers; e) whether there is any provision for appointment of teachers against vacant posts by the SMCs; and f) if so, the details therof? 20. SHRI OM PRAKASH SHARMA Social Welfare Will the Minister of Social Welfare be pleased to state: a) the welfare measures taken for the benefit of Old Age pensioners, Widow Pensioners and Disability Pensioners since the last sitting of the Assembly; b) whether it is a fact that the Government had announced the setting up of call centres to address the grievances of the pensioners; c) if so the status of its implementation and the helpline numbers of these call centres; d) whether any steps have been taken to enhance the staff strength to assist the pensioners; e) if so the details thereof; f) whether it is a fact that pension of persons above 70 years of age are required to be linked to 14 14
