Aims of block 3: territorial development Ensure that: the strategic choices presented reflect sectoral and territorial considerations and that territorial needs and imbalances are considered and addressed in a coordinated manner, using all ESI Funds, as appropriate; where instruments as CLLD and ITIs are used (requiring coordination and upstream cooperation), PAs set out implementation arrangements and coordination structures PAs set out the specific needs of areas which suffer from severe and permanent natural or demographic handicaps, and how these will be addressed. 5
Content of block 3: territorial development A description of the strategy for territorial development, taking into account the analysis under block 1, covering the integrated approach to using the ESI Funds at regional and sub-regional level in different types of territories. In the case of highly regionalised or federal Member States this section should provide an overview of how an integrated approach to the use of ESI Funds at regional level will be achieved. This sub-section should not include a detailed description of different territorial development tools to be used, as these are outlined in the sub-sections below. 6
