MHA Interest-Subsidy Study Loan Scheme The Ministry of Home Affairs (MHA) has recently put in place an Interest-Subsidy Study Loan Scheme for MHA in-service Junior Officers. Under this scheme, eligible officers who take up study loans from the Singapore Police Cooperative Society (at the Co-operative s prevailing loan interest rate) may apply for reimbursement of the interest payment of up to 4% per annum and capped at S$3,000 for the entire course of study upon successful completion of course and full repayment of loan. Details of the scheme (by MHA) Target Group Type of Course Sponsorship Quantum Eligibility Criteria Application : MHA HUS/HAS Junior Officers : Degree Programmes only (not applicable to MHA sponsored programmes). Priority will be given to course of study directly relevant to respective Home Team Department s core function. : Up to 4% in interest rate per annum and up to $3,000 interest reimbursement for entire course : 1) Officers should have successfully completed the course 2) Good performance over the past 3 years 3) Loan is fully paid up to the Loan Administering Agencies : Officers to submit application within 3 months after successful completion of studies or full repayment of study loan, whichever is later Police Co-operative s Study Loan Scheme Officers who are interested in furthering their studies may approach the Co-operative for a study loan. The Co-operative s Study Loan Scheme is as follows: Eligibility Criteria : The Singapore Police Co-operative Society s Study Loan is open to all members with membership of 36 months or more Loan Amount : Up to a maximum of $15,000 Repayment Period Interest Rate : 6 to 36 months : 5% flat per annum for repayment period of less than 12 months to 24 months, or 5.25% flat per annum for repayment of more than 24 months to 36 months Members of the Co-operative who are interested in taking up a study loan to further their studies may submit their loan application to the Co-operative together with a copy of their latest original payslip, NRIC, and also the Invoice or the Letter of Demand for Course Fee. Members can send these documents via fax to 6334 8497 or send an email to enquiry@policecoop.org.sg. 4 The Singapore Police Co-operative Society Ltd

Below is a case study on how a police officer (who is also a member of the Co-operative) can enjoy the MHA Interest- Subsidy Study Loan Scheme by taking up a Study Loan with the Co-operative. Scenario: SGT David Tan has been a member of the Singapore Police Co-operative since 2005. In February this year, he embarked on a 2-year Part-Time Degree Programme at SIM University of his own accord. To finance his education, he applied for a Study Loan of $30,000 from the Co-operative at an interest rate of 5.25% per annum with a loan tenure of 3 years with effect from February 2011. If SGT Tan fully meets the eligibility criteria for the Interest- Subsidy Study Loan Scheme, how much interest subsidy will he be eligible for? When can he apply for the Interest- Subsidy? The total amount of interest paid by SGT Tan on the study loan is computed as follows: $30,000 x 5.25% x 3 years = $4,725 As sponsorship quantum is capped at 4% interest per annum and up to $3,000 for the entire course, SGT Tan is allowed to claim interest-subsidy of the following amount: 1 st Year : $30,000 x 4% = $1,200 2 nd Year: $30,000 x 4% = $1,200 3 rd Year: $3,000 - $1,200 - $1,200 =$600 (as the total amount of interest subsidy is capped at $3,000 for the entire course of study, SGT Tan is only allowed to claim up to $600 in Year 3) Total Amount of Interest-Subsidy Claimable = $3,000 SGT Tan may submit an application for interest-subsidy claim within 3 months after successful completion of studies or full repayment of study loan, whichever comes later. In this case, since SGT Tan will be completing his studies in February 2013 and will fully pay up his loan by February 2014, he may apply for the interest-subsidy anytime from March to May 2014. Officers who require further clarifications on the Interest-Subsidy Study Loan Scheme may approach their respective HR Departments for advice. Alternatively, if a member wishes to learn more about the Co-operative s Study Loan Scheme, he/she can call the Co-operative s office at 6334 8055 or send an email to enquiry@policecoop.org.sg. Credit Guarantee Cover for Loans We have received some enquiries from our members regarding the article on the new Credit Guarantee Cover Scheme which was published in the previous issue of the Police Co-operator. We would like to take this opportunity to explain to our members how this scheme works using a Case Study. Case Study: Mr Tan, who is a member of the Co-operative for 7 years, wishes to apply for a loan of $30,000 to pay for his house renovation. He wishes to repay the loan over a period of 48 months. Interest Rate, Fee In-Lieu and Guarantor: The table below will show what Mr Tan will enjoy under the new scheme as compared to the old scheme: Loan Default: Should Mr Tan default on his repayment, then under the new Credit Guarantee Cover Scheme, legal action will be taken by the insurance company or its representatives against Mr Tan directly. Repayment Period and Interest Rates: The new Credit Guarantee Cover Scheme covers a repayment period of up to 60 months only. Should a member require a loan with the repayment period exceeding 60 months, approval must be sought from the insurance company providing the credit guarantee cover before the disbursement of loan. Interest rates will be charged based on length of membership with the Co-operative and the length of the loan repayment period. The chart on the revised interest rates is given below: 6 The Singapore Police Co-operative Society Ltd

Preparing for Rainy Days...... As we go about our daily tasks of living, we will inevitably encounter various forms and levels of risk. Personal events can range from illness, disability, unemployment, accident, death and so on. It is prudent to ensure that should an unfavourable event occur, there is a mechanism in place to make good any financial loss. It is judicious to save at least six months salary as a buffer against rainy days. Start setting aside a monthly fixed amount in the Co-operative Specific Deposits Savings Scheme as your Emergency Fund. The Specific Deposits Savings Scheme is a monthly regular savings scheme which allows members to contribute from as low as $10 per month. The Co-operative s Specific Deposits Rate is also higher compared to what most financial institutions in Singapore offer. Between 1 st April and 30 th June 2011, the Specific Deposits rate offered by the Co-operative is 0.45% per annum. From 1 st July to 30 th September 2011, the rate will be increased to 0.50% per annum. To start contributing to this Scheme or to adjust the monthly contribution, members may visit the Co-operative s website (www.policecoop.org.sg) to download the Change in Monthly Deduction Form. Members are required to fill in the amount they wish to start contributing monthly and return the form to the Co-operative via post or fax. Alternatively, if a member has the PIN to the Co-operative s phone-banking system, adjustment via this facility can also be effected. If you have any queries regarding the Specific Deposits Savings Scheme or how to go about making the change to your monthly contribution, do not hesitate to contact the Co-operative s office at 6334 8055 or send your enquiry to enquiry@ policecoop.org.sg. Fixed Deposit Scheme Place your idle funds under the Singapore Police Co-operative s Fixed Deposit Savings Scheme to earn a higher interest. The current Fixed Deposit rates are as follow: Answers to the 85 th Anniversary Quiz: 1) Associate Professor Ho Peng Kee 2) Grand Hyatt Singapore 3) 12-month Fixed Deposit of $5,000 at an interest of 8.5% per annum with the Singapore Police Co-operative Society 4) $50 5) Children s Cancer Foundation Editorial Committee Advisor: Mr How Kwang Hwee Editor: Ms Elizabeth Ngeo Writer: Miss Valerie Yek Printed by: Colorworld Graphics Pte Ltd The Singapore Police Co-operative Society Ltd 7
