Basu Sri Pratap Shukla Dr.G.S.Jog Dear Sir Re: Submission of Memorandum to PM on Retiree Demands You may be aware that the Finance Ministry has organised Gyan Sangam at Pune on 2 nd & 3 rd January, 2015 to discuss and suggest the various reforms needed in the banking industry to improve its functioning. The Conference will be attended by top brass from the banking industry including RBI Governor. It will be addressed by the Prime Minister and the Finance Minister. One of the modules to be discussed is HR related issues in the banking industry. 2.On this occasion, AIBRF decided to submit the enclosed memorandum to the Prime Minister drawing his attention on long pending demands of the retirees with the request to resolve them urgently. 3. AIBRF Delegation under the leadership of the President, Shri S.M.Deshpande met the Member of Parliament from Pune, Shri Anil Shirole who received the memorandum on behalf of the Prime Minister. During the meeting with the delegation, he assured that the memorandum will be handed over to the Prime Minister personally during his visit to Pune. 4. MEMORANDUM Shri Narendra Modi Honourable Prime Minister Government of India Camp: Pune Respected Sir Re: Bank Retiree Issues We understand that you along with the Finance Minister & officials of Department of Financial Services are scheduled to meet RBI Governor and Bankers of the country at Pune on 2 nd and 3 rd January 2015 to discuss various important issues concerning to the banking industry including HR related issues. We welcome this initiative and pragmatic approach of yours and your team. On this occasion we wish to draw your kind attention on the following long pending issues of bank retirees with the request that they should be considerate while deliberating HR issues. 2 Government policy states Senior Citizens are treasure to our society. They have worked hard all these years for development of the nation as well as community. At this age of their life they need to be taken care of and made to feel special. 3. However, it is unfortunate that more than 3 lakh bank retirees have been struggling for last 15 years for resolution of their long pending demands. Today there is no uniform medical scheme for bank retirees and in the absence of it they are deprived of proper and timely medical treatment. While banking industry is growing year after year and bank profits are mounting, these bank retirees who contributed significantly in building banking industry have been left completely uncared and neglected. 2
Banking industry has witnessed three wage settlements after introduction of pension scheme in 1995 providing salary increase of more than 200 percent to existing employees. However, no increase in basic pension has been granted to the retirees thereby creating serious anomaly in the pension structure of those retired in the past and the employees retiring now. 4. Bank retirees have been continuously approaching and requesting Indian Banks Association (IBA) to meet representatives of retirees' organisation to discuss their grievances and demands for resolution. But it is highly regrettable that IBA has been adamantly and without logic refusing to give audience and thereby denying fundamental right to senior citizens. It is established fact that after introduction of pension scheme in banking industry contractual relationship between bank retirees and their ex-employees has been re-defined. Now, this relationship is on continuous basis giving scope for grievance to retirees and its periodical review. Therefore, it is logical that Indian Banks Association representing bank management should convene periodical meetings with representatives of retirees organisations so that issues could be resolved across the table. But, because of present undemocratic attitude of IBA, retirees have been forced to go to court of law for their issues. Today, bank managements are incurring huge amount on these cases and thereafter losing cases in courts. 5. Bank retirees have organised themselves under the banners of All India Bank Retirees Federation (AIBRF) to carry out the movement to protect their legitimate rights through negotiations and other democratic manner. 3
DEMANDS 1. UPDATATION OF BASIC PENSION FOR PAST RETIREES ON THE LINES OF PAY COMMISSION 2. UNIFORM DEARNESS ALLOWANCE FOR ALL PENSIONERS 3. IMPROVEMENT IN FAMILY PENSION ON THE LINES OF RBI 4. ONE MORE PENSION OPTION TO ALL LEFTOVER PAST RETIREES 5. IBA/GOVRTNMENT MUST CONSULT RETIREES ON THEIR ISSUES 6. UNIFORM MEDICAL SCHEME FOR RETIREES 7. SEPRATE WELFARE FUNDS FOR RETIREES 8. REPRESENTATION OF RETIREES IN PENSION TRUST. 6. We request you to take immediate decision on our demands without linking them with the wage settlement of bank employees. We all are senior citizens. Our members want that the benefits and facilities they deserve should be made available during their life time. We seek immediate justice from you.
