VILLAGE OF HARWOOD HEIGHTS COOK COUNTY, ILLINOIS ORDINANCE NO. 18-28 AN ORDINANCE ABATING A PORTION OFTHE TAX HERETOFORE LEVIED FOR THE TAX LEVYYEAR 2018 TO PAY THE INTEREST AND PRINICBPAL ON $4,100,000 GENERAL OBLIGATION BONDS, SERIES 2015 OF THE VILLAGE OF HARWOOD HEIGHTS, COOK COUNTY, ILLINOIS WHEREAS, the President and Board oftrustees (the "Village Board") of the Village of Harwood Heights ("the Village") is a home rule unit of government pursuant to Section 6(a), Article VII ofthe 1970 Illinois Constitution; and WHEREAS, the Village, as a home rule unit of government, may exercise any power and perform any function pertaining to its government affairs; and WHEREAS, the Village Board, by Ordinance 14-39 adopted on the 23rd day of October, 2014 (the "Bond Ordinance"), did provide for the issuance of $4,100,000 General Obligation Bonds, Series 2015 (the "Bonds") and the levy of a direct annual tax sufficient to pay the principal ofand interest on the Bonds; and WHEREAS, on the 25th day of March, 2015, a duly certified copy of the Bond Ordinance and a corresponding bond order and certificate of the levy of taxes pursuant to the Bond Ordinance (the "Bond Order") were filed in the office of thecook County Clerk; and WHEREAS, the Village reasonably anticipates $299,801 beingdeposited into the"bond Fund" (as defined in the Bond Ordinance) for the purpose of paying the principal and interest on the Bonds coming due on June 1, 2019 and December 1, 2019 (cumulatively, the "2019 Debt Service"); and WHEREAS, the Village hereby directs the deposit of $299,801 into the Bond Fund for

the purpose ofpaying principal and interest on the Bonds up to and including December 1, 2019, and such sum may therefore be abated from the tax levied for tax levy year 2018 for payment of 2019 Debt Service; and WHEREAS, it is necessary and in the best interestofthe Village that $299,801 of the tax levied for tax levy year 2018 in the Bond Ordinance and accompanying Bond Order be abated. NOW, THEREFORE, BE IT ORDAINED by the President and Board oftrustees of the Village of Harwood Heights, County of Cook, Illinois, in the exercise of the Village's home rule powers, as follows: SECTION 1. RECITALS, That the foregoing recitals shall be and are hereby incorporated into and made a part ofthis Ordinance as iffully set forth in this Section 1. SECTION 2. PARTIAL ABATEMENT OF TAX. Taxes in the amount of $299,801 of the tax heretofore levied for the tax levy year2018 in the Bond Ordinance and in the accompanying Bond Order are abated. The following summarizes the taxes to be levied in tax levy year 2018 for the Bonds: ORIGINAL LEVY ABATEMENT REMAINING LEVY $425,338.00 $299,801.00 $125,537.00 SECTION 3. FILING CERTIFICATE. Forthwith upon the adoption of this Ordinance, the Village Clerk shall file a certified copy hereof with the County Clerk of Cook County, Illinois, and it shall be the duty ofsaid County Clerk to abate said tax in the amount of $299,801 levied

for the tax levy year 2018 in accordance with the provisions hereof. SECTION 4. RESOLUTION OF CONFLICTS. All ordinances or parts of ordinances in conflictherewith are hereby repealed to the extent of such conflict. SECTION 5. SAVING CLAUSE. If any section, paragraph, clause, or provision ofthis Ordinance shall be heldinvalid, the invalidity thereofshall not affect anyof the otherprovisions of this Ordinance, which are herebydeclared to be separable. SECTION 6. EFFECTIVENESS. This Ordinance shall be in full force and effect from and after its passage, approval, and publicationin the mannerprovided by law. SECTION 7. PUBLICATION. The Village Clerk is hereby directed to publish this Ordinance in pamphlet form. SECTION 8. EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage, approval and publicationin pamphletform as provided by law.
