News from the UNDP JPO Service Centre From the JPO Service Centre From the JPOSC Team Ms. Trephene Andrea, Human Resources Assistant at the UNDP JPO Service Centre, has recently undertaken a two-month Detail Assignment in South Africa. She will support the UNDP Regional Centre for Eastern & Southern Africa in Johannesburg. Trephene Andrea Interview with Mr. Miguel Ivan Figuerola, Chief of Staff Administrative Services (SAS) Miguel Figuerola Mr. Miguel Ivan Figuerola has been appointed recently as the new Chief Staff Administrative Services, Office of Human Resources (BOM) and Deputy Director, UNDP Denmark. Miguel has kindly accepted to respond to a few questions regarding the management of young talent within UNDP. We also asked for his advice for JPOs and SARCs in terms of career development. JPO Duty Station Survey We would like to inform you that a JPO Duty Station Survey has been launched recently. This one-time survey is designed to seek feedback from UNDP Country Offices or Headquarters Duty Stations that currently or recently benefited from a JPO placement. The questionnaire covers different areas such as: Impact of the JPO Programme Cooperation with the JPO Service Centre during the JPO assignment cycle Communication with the JPO Service Centre We will share some feedback on the survey in the next edition of the Bulletin. The results of this survey will help the UNDP JPO Service Centre to monitor its activities and to better respond to the needs of the hosting offices. This survey also complements the annual client survey sent to JPOs, where feedback is sought on their JPO experience and on the services provided by the UNDP JPO Service Centre. Tax Requirements regarding US-based staff HR Updates The UN Secretariat has recently issued an information circular regarding United States income tax requirements as they relate to employment authorizations for dependent family members. This will affect any UN staff and so our JPO Community based in NY who is working in the US under a G- visa who has a dependent family member who is working in the US with an employment authorization obtained under the staff member's G- visa. According to the information circular, such dependent family members will need to file federal income tax returns with the IRS in compliance with the special procedure outlined in the circular in order to obtain renewal of their employment authorizations. Read his story Luis Alcala Mugno Career paths of former JPOs: Ms. Sadia Yilla Sadia Yilla We are pleased to announce that Ms. Sadia Yilla (Sierra Leone) has been appointed as Deputy Director, Office of Human Resources, Bureau of Management, UNDP. For the past 8 years, she has worked in a range of increasingly responsible leadership positions in the area of human resources management. She previously served as the Chief of the Staff Administrative Services of OHR in Copenhagen. She began her career with UNDP as a JPO, funded by Italy, in 988 doing programme work in Costa Rica. JPOs/SARCs administered by the UNDP JPO Service Centre Brief introduction to the JPO and SARC Programmes The Junior Professional Officer (JPO) Programme offers young professionals under years old the opportunity to gain two to three years of experience in multilateral development cooperation. In turn, JPOs bring up-to-date academic knowledge to recipient UN Organizations. In, UNDP expanded its JPO Programme to include a Special Assistant to the Resident Coordinator (SARC) Programme in response to a need to support UN coordination in the field. SARCs are experienced young professionals (in many cases former JPOs) recruited at the P level. The SARC Programme is currently funded by Denmark, Spain and Sweden. Both the JPO and SARC Programmes allow UNDP and other United Nations entities to augment professional staffing capacity and to create a pool of talent to tap into for future staffing needs. Both Programmes also give participating donor countries a unique opportunity to strengthen their national capacity in the field of cooperation and to market their nationals with the UN System. Role of the UNDP JPO Service Centre Part of the UNDP Office of Human Resources, the UNDP JPO Service Centre (JPOSC) is in charge of the following activities: Overall management of the UNDP and affiliated (UNCDF, UNDOCO, and UNV) JPO Programme, as well as the SARC Programme. This responsibility includes strategic donor activities, such as JPO/SARC placements, supervision, career planning, etc. 6 Number of JPOs and SARCs Day-to-day contracts, benefits and entitlements administration of all or some JPOs assigned to partner UN Organizations (UN Women, UNAIDS, UNFPA, UNIDO, UNITAR, UNOPS, UNRWA, UNSSC, UNU, UPU, and WHO). 8 As of July, the UNDP JPO Service Centre administers JPOs and 6 SARCs, as follows: 6 8 JPOs/SARCs are assigned to UNDP and affiliated funds and programmes (UNCDF, UNDOCO and UNV) 5 JPOs are assigned to partner UN Agencies that have delegated the administration of part or all of their JPO Programme to UNDP. Breakdown by Organization As of July, the UNDP JPO Service Centre (JPOSC) administers JPOs and 6 SARCs, assigned to UN entities. Compared to the first quarter, the total number of JPOs/SARCs administered by the JPO Service Centre has decreased by 6%. The number of UNDP and affiliated (UNCDF, UNDOCO and UNV) JPOs and SARCs represents % of the total population serviced by the JPO Service Centre. The recruitment process varies from post to post: some JPOs/SARCs are in the final recruitment stage, while other placements will be advertised in the coming months. Focus on the UNDP JPO/SARC Programme UNDP and affiliated JPOs Breakdown by Entity The UNDP JPO population includes JPOs directly assigned to UNDP, as well as to UNCDF, UNDOCO and UNV. Until January, JPOs assigned to UNIFEM (now part of UN Women) were included in the UNDP JPO population. The total number of UNDP and affiliated JPOs has therefore decreased now that UN Women JPOs are no longer included. UNDP JPOs and SARCs Breakdown by Gender The SARC population is more gender-balanced than the JPO population, which reflects the fact that males are more represented in higher level UN positions. This trend is however slightly reversed in the current stats, as the pool of potential SARC talent is becoming increasingly female-based. The number of JPOs assigned to Headquarters locations has increased over the years and now reaches % in relative terms (5% for the JPO population and % for the SARC population). UNDP JPOs Retention Rates Retention groups are defined as follows: Retained, current UN Staff groups former JPOs who still work in the UN System. Retained, former UN Staff groups former JPOs who worked for at least six months within the UN System after their JPO assignment but who currently have another professional activity or occupation. Non retained JPOs groups former JPOs who did not work at all, or worked for less than six months, within the UN System after the completion of their JPO assignment. Over the last ten years, at least 6% of UNDP and affiliated JPOs continued working in the UN System after their JPO assignment; and at least JPO out of still works in the UN System. This figure is probably higher as it is not possible to keep a perfectly accurate carrier track of all separated JPOs. The detailed figures below are based on available information as of August.
