L,, л Q-u L. * ORIGINAL: ENÓLISH REVIEW AND APPROVAL OF THE REGULAR PROGRAMME AND BUDGET ESTIMATES FOR 1957 (Article 18 (f)) Note by the Director-General So as to facilitate the consideration by the Assembly of the agenda item relating to the Programme and Budget Estimates for 1957> there is attached a statement showing the amount of the assessments for Members for the Proposed Programme and Budget of the Director-General as well as that which has been recommended by the Executive Board at its seventeenth session (EB17-R28). These calculations take into account the scale of assessments for 1957; including the new Members and Associate Members, which is being recommended to the Assembly by the Committee on Administration, Finance and Legal Matters. It also takes into consideration the amount of casual income of $555 800 available on 30 April 1956, which the Committee on Administration, Finance and Legal Matters have recommended (document A9/P&B/17) be used in connexion with the financing of the 1957 budget. The first column of figures shows the assessments for Members based on the proposals of the Director-General, and the second column are those assessments for Members based on the proposal of the Executive Board (resolution EB17-R28). The assessments against active Members shown in Group A would be used together with the casual income in order to finance an effective working budget as follows: Column 1 Column 2 r Effective Working Budget of $11 И1 600 as proposed by the Director-General. Effective Working Budget of $11 ООО 000 as proposed by the Executive Board (resolution EB17.R28). The assessments of the inactive Members under both alternatives is shown in the countries listed in Group C. The Director-General had hoped at the time he

page 2 prepared the Programme and Budget Estimates for 1957 (Official Records No. 66) that all Members of the Organization would be actively participating by the time of the Ninth World Health Assembly. Although this has not materialized, the Director-General wishes to submit for the consideration of the Health Assembly that the supplemental programme costing $1 525 000 should be approved and added to the effective working budget of $11 1 600. The extent to which this supplemental programme may be implemented in 1957 would, of course, be dependent upon one or more of the inactive Members having notified the Director-General that they will resume active participation in the work of the Organization as from 1957 and meet their respective financial obligations for that year.
