The Introduction to the Director-General's proposed programme and budget estimates for 1953 included a paragraph which reads as follows: "The pattern of presentation followed for the 1957 Programme and Budget Estimates is being repeated for 195S. Since the hitherto inactive1 Members had unfortunately not resumed full participation in the work of the Organization at the time when these Proposed Programme and Budget Estimates were prepared, I had no choice but to present these estimates again on the basis of two alternative effective working budgets, one of <ДЗ 919 ООО and one of & 12 048 000."^ The effect of these alternative proposals on the assessments on Members for the year 1958 were, in accordance with the usual practice, shown on pages 10 and 11 e>f Official Records 74 in separate columns. 2, At the nineteenth session of the Executive Board, when the proposed 1958 budget estimates were examined, revisions to these estimates were presented by the Director-General to take account of the amendments to the Staff Rules, as confirmed 2 by the Board in resolution EB19.R3S. Accordingly, the Director-General submitted to the Board a revised Summary of Budget Estimates and revised tables in substitution for those given on pages 4 to 11 of Official Records 74. These are reproduced as Appendices 2, 3 and 4 of the Report of the Executive Board on the Proposed Programme 3 and Budget Estimates for 1958, and, as will be seen, show alternative effective working budgets of ' >12 261 350 (without Supplement) and ÿ-14 132 350 (with Supplement). As reported, to the Tenth World Health Assembly in document AlO/AFL/7 under agenda item 7*12, Albania, Bulgaria, Poland and the Union of Soviet Socialist Republics have notified the Director-General of their resumption of active participation in the work of the Organization as from 1957* Since the total projected assessments for 1958 on these four Members, based on an effective working budget of $14 132 350, would exceed the amount of $1 871 000 (the difference between the two alternative effective working budgets), the Director-General has now only one effective working budget to propose for the consideration of the Tenth World Health Assembly, i.e. that of (-14 132 350. 4 In order to assist the World Health Assembly in its consideration of the proposed programme and budget estimates for 1958 and in order to clarify the position in view of the developments which have taken place subsequent to the preparation of these estimates as shown in Official Records 74, there are attached the following tables in replacement of those shown on pages 10 and 11 of Official Records 74 and as revised in Appendices 3 and 4 of Official Records 77 (pages 80 to 82): (a) Summary Table showing, Income, Assessments and Effective Working Budget Level (Annex 1); and (b) Scales of Assessment for 1956, 1957 and 1958 (Annex 2). 5-. The attention of the Tenth World Health Assembly is drawn to the comparative data given in Annex 1. For the year 1957 these data take into account the amounts appropriated by the iinth World Health Assembly in resolution WHA9.59 to which has been added the amounts advanced from the Working Capital Fund totalling $325 000 to be reimbursed by supplementary estimates for 1957 and financed from additional available casual income in accordance with the proposals of the Director-General in document AlO/AFL/lO. The effective working budget shown for 1957 now includes the amount of $>1 453 550 equalling the 1957 assessments on the four Members which, as from I957, have resumed active participation in the work of the Organization, and to which extent, therefore, in accordance with paragraph IV of resolution WHA9.59,^ the Director-General is implementing the programme approved under the supplemental amount of $1 525 000 appropriated by the Ninth World Health Assembly in paragraph III of the same resolution. identified.
