INTRODUCTION Section 116 of WIOA establishes accountability indicators and reporting requirements to assess the effectiveness of states and local areas in achieving positive outcomes for individuals served by the workforce development system s core programs (Program Memorandum OCTAE 17-2). Title ll, the Adult Education and Family Literacy Act (AEFLA), requires states to collect and report data on adult education student outcomes to the National Reporting System (NRS) (http://www.nrsweb.org). NCCCS is required to submit annual reports to the Department of Education (DOE) to comply with WIOA reporting requirements. NCCCS Research and Performance Management staff report NC data through the NRS. Under WIOA there are three primary indicators of performance. Measurable skill gains: Achieved for participants by earning an educational functioning level gain or by the attainment of a secondary school diploma or its recognized equivalent. Employment indicators: A follow-up outcome that evaluates participant employment rate 2 nd quarter after exit, median earnings 2 nd quarter after exit, and employment rate 4 th quarter after exit. Credential attainment indicators: A follow-up outcome that evaluates post-secondary credential attainment for participants co-enrolled in adult and postsecondary education or attainment of recognized secondary school diploma with employment or entry into a postsecondary education or training program within one year of exit, for participants enrolled at the secondary level who did not previously possess a secondary school diploma. This report provides detailed outcome data associated with measurable skill gains for 2018 participants and other measures associated with the timely progression of basic skills students. Follow-up outcomes for 2017 exiters related to employment and credential attainment are also provided. Measurable Skill Gains (MSG) Level of Performance 2017-2018 For the 2017-2018 program year, the North Carolina AEFLA negotiated level of performance was a state-wide measurable skill gain rate of 38%. In North Carolina, annual baseline levels of success for providers are set at 80% of the state s goal (30.4%). Excellence levels are set at the state goal plus half of the distance between the baseline and state goal (41.8%). Color indicators and shapes represent various levels of performance: Met or exceeded the excellence level Above state goal, but below the excellence level Above the baseline level, but below state goal Below the baseline level Color Gradients To assist in identifying areas of strength and weakness and levels of concentration, color gradients are provided throughout the report. These are based on comparing results between providers within a specific category. Green represents high outcomes while red represents low outcomes. Dark grey represents high concentration while white represents low. The color scales are below. 10 Percentile Median 90 Percentile 1

REPORT DESCRIPTIONS Individuals Served Individuals who received Adult Education and Family Literacy Act (AEFLA) services during the program year. Entry Educational Functioning Level (EFL) The entry EFL is determined based on the initial evaluation according to NRS and state guidelines (NRS CCR Assessment Policy Manual). The EFLs are Adult Basic Education (ABE) levels 1-6 and English as a Second Language (ESL) Levels 1-6. Program Year: The program year is from July 1 to June 30. This report focuses on program year 2017-2018 which includes data on students served between July 1, 2017 and June 30, 2018. Follow-up outcomes are reported for exiters from program year 2016-2017. Periods of Participation (POP or POPs) (MSG Denominator) A POP refers to the period in which an individual receives 12 or more hours of service without a break in service or without a future service date, per the state guidelines. If an individual has a break in service of more than 90 days and no future service date and returns to receive additional services during the program year, a new period of participation is established, per NRS and state guidelines. Individuals may have more than one POP during a program year. A POP can cross program years. Participant An individual in an AEFLA program who has received at least 12 hours of service in a POP. Retention Percentage of individuals served reaching participant status during the program year. Highest Education Level at Entry The highest education level or credential attained for the student at program entry. Country of Last School Attended US if the student last attended school in a US-based school which includes any of the 50 states, US territories, or schools on a US Military Base. Non-US if the student last attended school in a facility or country not consider to be part of US-based schools. Total Hours Total hours of service within the program year for participants. Includes participant hours and reportable hours. Measurable Skill Gains (MSG) or Participant POP MSG Includes an EFL gain through pre-post testing, entry into postsecondary education after program exit, awarding of AHS credits for progression from ABE Level 5 to ABE Level 6, or receipt of a secondary credential. Only one MSG is reported for each POP. If an individual achieved multiple gains during a POP, the MSG credit is awarded based on the latest gain. MSG categories follow: EFL MSG EFL gains can be achieved through pre- and post-testing, AHS credits, and entry into postsecondary education or training after exit. Post-test Participant scored high enough on the posttest to be placed into a higher EFL. AHS Credits Participant with an entry EFL of ABE 5 and less than 75% of required AHS credits who obtained enough AHS credits to exceed the 75% threshold. Postsecondary Enrollment Participant left the program and was found to have enrolled in a curriculum program at a post-secondary institution or in continuing education program offered by NCCCS that meets the state guidelines. Post-secondary enrollment was determined based on data matching with NCCCS data and data from the National Student Clearinghouse. Secondary Attainment MSG Attainment of high school equivalency or graduation from an AHS program. High School Equivalency (HSE) Participant passed an exam administered by a recognized agency. (Examples are: GED, HiSet and TASC) Adult High School Graduate (AHS Grad) Participant graduated with a secondary school diploma. MSG Total The proportion of POPs in which there was a MSG. 2

Post-Test Rate: The number of participants who were post-tested (numerator) divided by the number of participants who were at a level and in a program eligible for post-testing (denominator). in the Adult High School (AHS) program or participants without a pre-test lower than ABE 6 are not eligible for post-testing and are excluded. Post-Test Success: The number of eligible participants who were post-tested (numerator of post-test rate) who achieved a higher EFL as a result of at least one post-test. in Correctional Facilities A participant who received services at a while incarcerated during the program year. with Disabilities A participant who indicated that he/she has any disability as defined by the Americans with Disabilities Act (42 U.S.C. 12102). Follow-Up Outcomes: Follow-up outcomes are assessed for all prior year exiters, including those with missing Social Security numbers or other missing data. Follow-up outcomes are assessed based on data matching to NCCCS Curriculum and Continuing Education enrollment records, National Student Clearinghouse curriculum and credential records and NC Department of Commerce wage data. 2016-2017 Exiters during the 2016-2017 program year who did not continue into the 2017-2018 program year. Matched Employment Q2 after Exit who exited during the 2016-2017 program year who were found to have a NC wage record of employment (as reported by the NC Department of Commerce) during the second quarter after exit. Median Q2 Earnings The median earnings of participants who were found to have NC wage records (as reported by the NC Department of Commerce) during the second quarter after exit. Exiters with Secondary Attainment who exited in the 2016-2017 program year who were enrolled in a secondary level program (ASE) and did not possess secondary level credential or equivalent at entry (Highest Ed Level at Entry less than high school graduate), excluding incarcerated individuals under section 225 who exited the AELFA program but are still incarcerated. Secondary Credential with Postsecondary Enrollment Exiters from the 2016-2017 program year with secondary attainment, who attained a secondary school diploma/recognized equivalent and enrolled in postsecondary education or training within one year of exit. Post-Secondary Credential Attainment who exited during the 2016-2017 program year who achieved a postsecondary credential while co-enrolled in adult and postsecondary education, for participants enrolled at the secondary level who did not previously possess a secondary school diploma. 3

MEASURABLE SKILL GAINS METHODOLOGY Description The percentage of participant periods of participation (POPs) associated with a measurable skill gain. Calculation Denominator: Number of POPs as determined by an individual receiving 12 or more hours of service without a break in service or future service date. If an individual has a gap in service of more than 90 days and no future service date, and returns during the program year, a new period of participation is established, per NRS and state guidelines. Numerator: Based on the denominator, number achieving one of the following gains: Post-test: Scored high enough on a post-test to place into a higher EFL within the POP. Adult High School Credit: Entered the program with less than 75% of required AHS credits and obtained enough AHS credits to put them over the 75% threshold during the program year. Secondary school diploma or equivalent: Attainment of a secondary school diploma or other high school equivalency during the program year. Post-Secondary Enrollment: Exited the program during the program year and was found to have enrolled in a post-secondary institution after exit and prior to the end of the program year. Data Sources Literacy, Adult, and Community Education System (LACES) Literacy Education Information System (LEIS) annual data file National Student Clearinghouse Additional Details An individual s entering EFL is determined based on the individual s performance on the first NRS approved test(s) taken during the program year or based on AHS credits. Per NRS and state guidelines, initial placement for non-ahs students is based on the lowest EFL of the test(s) given within 3 days of the first test for the program year. A pre-test is considered if it occurs up to 90 days prior to the program year or the student s start date within the program year. Excellence level: 41.8% State Goal: 38.0% Baseline level: 30.4% 4
