COUNTY OF COLUSA REQUEST FOR BIDS FOR: COLUSA VETERANS HALL KITCHEN AND BATHROOM REMODEL DUE DATE: June 1, 2016 at 2:00 p.m.
REQUEST FOR BIDS DESCRIPTION OF PROJECT: Colusa County is requesting bids (RFB) from licensed contractors for the remodel at the Colusa Veteran s Hall Bathrooms and Kitchen, located at 108 E. Main Street Colusa, CA, as more specifically detailed in the Project Specifications section of this RFB. Bids must be received at the County Board Clerk s Office, 547 Market St., Suite 102 Colusa, California 95932, no later than June 1, 2016 at 2:00 p.m. TERMS AND CONDITIONS: 1. Department of Industrial Relations Registration: All contractors and subcontractors shall register with the California Department of Industrial Relations (DIR) pursuant to California Labor Code sections 1771.1 and 1725.5 prior to bidding on the Project. The County will not consider bids from bidders who have not registered in compliance with the law. 2. Prevailing Wage: This Project is subject to prevailing wage rates. Copies of the prevailing rates or per diem wages applicable to this Project are available from the California Department of Labor Statistics and Research at www.dir.ca.gov/dlsr/pwd/index.htm or 455 Golden Gate Avenue, 9 th Floor, San Francisco, California 94102, (415) 703-4780. A successful bidder awarded a contract ( Contractor ) will be required to post a copy of the wage rates on the job site. Any employee whose type of work is not covered by any of the classified wage rates shall be paid not less than the rate of wage listed for the classification which most nearly corresponds to the type of work to be performed. Pursuant to California Labor Code section 1775, the Contractor, and any subcontractor, shall forfeit up to $200.00 per calendar day, or portion of a day, for each worker paid less than the prevailing rates for such work or craft, and the penalty shall be imposed and distributed pursuant to Section 1775. 3. Payroll Records: A contractor and any subcontractors will be required to keep accurate payroll records pursuant to California Labor Code section 1776(a). The records shall be furnished at least once a month to the California Labor Commission pursuant to California Labor Code section 1771.4(a)(3). 4. Notice to Contractors: Prior to submitting a bid each contractor is expected to: A. Personally and physically inspect the premises of the proposed work in order to arrive at a clear understanding of the conditions under which all work is to be accomplished. B. Be held responsible for comparing the project site with the bid documents and satisfactorily determining any/all existing conditions, existing construction, actual elevations, or other items affecting the performance and completion of the project scope of work. C. Any discrepancies between the actual conditions and the bid documents shall be reported (in writing) to the County Administrative Officer, 547 Market Street, Suite 102, Colusa, CA 95932, within three (3) business days following the optional walk through. County responses to such reports of discrepancies will be provided to all bidders. D. No extra consideration will subsequently be allowed by reason of error or oversight on the part of the contractor upon submittal of bid. 5. Time of Completion: The work is to be completed within 60 calendar days measured from the date of full execution of the County Contract. 6. Time and Place of Submission of Proposals: A. Two (2) copies of bids shall be submitted no later than 2:00 p.m. on June 1, 2016 to the address specified in section 6.B below. Conditional Bids shall not be considered. Bids submitted after the closing date and time will not be considered and will be returned to the submitting party unopened. B. All Proposals shall be submitted to: Colusa County Clerk to the Board 547 Market Street, Suite 102 Colusa, CA, 95932. C. All bids shall be presented under sealed cover and shall be accompanied by a security bond in the amount of ten (10) percent of the bid amount to guarantee the bid. Upon award to the successful bidder, the security of unsuccessful bidders shall be returned no later than sixty (60) days from the date the contract is awarded. The County will accept the following forms of security: 1) Cash; 2) A cashier s check made payable to the County; 3) A certified check made payable to the County; or 4) A bidder s bond executed by an admitted surety insurer, made payable to the County. D. A responsive bid must include a fully completed Bid Form. Bidders may submit additional information sheets as they deem necessary. If the submitted information is not complete, or if the Bid Form is not completed in its entirety, the bid will be considered nonresponsive, and will be rejected by the County. E. All information shall be typewritten or entered in ink. Mistakes may be crossed out and corrections inserted before submission of your Bid. Corrections shall be initialed in ink by the person signing the Bid. Page 3 of 6
F. Corrections and/or modifications received after the closing time specified will not be accepted. G. Bid pricing shall remain open, valid, and subject to acceptance for sixty (60) days after RFB closing date. H. Submitted bids will be considered accurate and cannot be withdrawn after the RFB process is closed. I. All bid documents shall become the property of the County. J. All Bids submitted by the deadline will be opened and recorded by the County. K. The Contractor awarded this Project will be required to sign a County Contract. A draft copy is attached to this RFB. L. County reserves the right to purchase any, all or none of the proposed services. 7. Quantity and Quality of Materials or Supplies: All materials and supplies furnished for this Project must comply with County specifications. Materials or supplies, which, in the opinion of the County, do not comply with the Project specifications shall be rejected and promptly replaced at Contractor s expense. 8. Award: A combination of the following factors will be considered in awarding this bid. These factors are not necessarily listed in order of priority: A. Prices. B. Quality and conformance to specifications. C. Experience. D. Similar type of projects performed. The County shall be the sole judge in making this determination. 9. Each Bid shall follow the format specified by the County. Any bids not complying with the County format shall be considered nonresponsive. 10. Obtaining RFB and Related Documents: The bid specifications are obtainable from the Purchasing and Procurement section, 547 Market Street, Suite 110, Colusa, California, 95932. 11. Local Preference: A five percent (5%) local preference may be applied to the price or bid submitted by a local business. The definition of a local business and preference as provided for in Section 17-10 of Chapter 17 of the Colusa County Code is as follows: A. Local Bidder means an organization or individual, who regularly maintains a place of business and transacts business in, or maintains an inventory of merchandise for Page 4 of 6
sale, in the County, and has a valid license to do business in the County. B. Preference shall mean an amount, expressed in terms of a percentage, by which a bid or price may exceed the next lower submitted bid or price. C. This section shall not apply to transactions required by state or federal statutes or regulations to be awarded to the lowest responsible bidder or otherwise exempted from local Preferences (i.e., construction projects). D. Any person or business falsely claiming a preference under this section shall be ineligible to bid on County purchases or contracts for a period no less than one (1) year from the date of discovery of the false representation.
