Dumont Board of Education 2016-2017 Budget Public Hearing April 28, 2016 A. Open Public Meeting Act: President Michael Gluckman convened the public meeting at 6:30 p.m. reading the Open Public Meeting Act: Adequate notice of this meeting was provided as specified in the Open Public Meeting Act. Notice of this meeting was contained in the public legal notice, which was sent to the record on April 4, 2016. A notice was also posted outside the office of the Dumont Board of Education in a place reserved for such announcement. Flag Salute took place. In attendance were: Robert DeWald Sandy Fernandez (arrived at 6:48 p.m.) Michael Gluckman Theresa Kelly John Kohlberger Absent: Richard Healy Scott Miller (arrived 6:33 p.m.) Karen Valido Kevin Cartotto Emanuele Triggiano Theresa Riva Purpose of Meeting: To hold a public hearing on the proposed school budget that was tentatively adopted by the Dumont Board of Education on March 10, 2016 with the intent of adopting in final form a budget for Tax Levy Certification. Presentation and Approval of 2016-2017 Budget: a. Mr. Emanuele Triggiano, Superintendent of Schools and Mr. Kevin Cartotto, Business Administrator, presented the attached Power Point presentation introducing the 2016-2017 school budget. b. Karen Valido, Board Vice President, read the following statement regarding the budget preparation and potential impact of the PILOT program that is part of the borough s settlement agreement with the developer of D Angelo Farms:

I would like to take this opportunity to acknowledge the hard work and planning by Manny and Kevin in preparing our budget. Because of their ability to plan for the future and budget for various possibilities that may arise, our district is in good fiscal shape. Moving forward, we are going to rely even more heavily on their insight and their foresight as the budgetary issues become more challenging. As many of you know, the borough has made an agreement with a developer, Landmark, to build apartments on the site of D Angelo s farm. In that agreement, a tax abatement was given to Landmark, called Payment in Lieu Of Taxes, or PILOT. What you may not know is this PILOT program gives 95% of that tax payment to the municipality, 5% to the county, and ZERO dollars to the schools. Depending on the terms of the agreement, this long-term tax exemption can last 25 years or even more, all the while no tax dollars will go to the schools. The impact on taxpayers could be even more if state aid is reduced. As taxes never seem to go down, Manny and Kevin will certainly have their work cut out for them. Revenue Sources -- 2016-2017 2016-2017 2016-2017 2016-2017 Proposed Anticipated Amount to Be Budget Revenue Raised By Taxes GENERAL FUND $44,569,797 $10,373,057 $34,196,740 SPECIAL PROGRAMS 639,900 639,900 0 DEBT SERVICE 1,746,420 58,251 1,688,169 TOTAL $46,956,117 $11,071,208 $35,884,909 Be it Resolved, that the Dumont Board of Education, County of Bergen, approve the Fiscal Year 2016-2017 School District Budget as follows: Budget Current General Fund Expense $43,855,167 Capital Outlay 620,874 Transfer to Charter Schools 93,756 Total General Fund $44,569,797 Special Revenue Fund 639,900 Debt Service 1,746,420 Total Expenditures/Appropriations $46,956,117 Be it Further Resolved, a. that the General Fund Tax Levy of $34,196,740 is approved to support the 2016-17 Current General Expense; and b. that the Debt Service Tax Levy of $1,688,169 is approved to support the 2016-17 Debt Service Expense; and c. that the 2016-17 Capital Outlay budget contains a deposit to the Capital Reserve Account in the amount of $100,000; and d. that the 2016-17 Capital Outlay budget contains appropriations to fund a lease purchase agreement of approximately $450,000 of local share funding for a Dumont High School Auditorium Renovation Project. This annual lease purchase appropriation in said budget is included within the base budget spending growth limitations, and the Board authorizes the Business Administrator/Board Secretary to advertise for proposals for selection of underwriter/lessor.

It was moved by Mrs. Kelly, seconded by Mrs. Valido that the Dumont Board of Education open the meeting to public comments. President Gluckman opened the meeting to public comment at 6:48 p.m. There being no comments from the public on the proposed budget, it was moved by Mr. Gluckman, seconded by Mrs. Kelly that the Dumont Board of Education close the meeting to the public. President Gluckman closed the meeting to the public at 6:48 p.m. It was moved by Mrs. Kelly, seconded by Mr. Gluckman that the Dumont Board of Education adopt the 2016-2017 budget. Vote was as follows: Yes Kelly, Gluckman, Kohlberger, Fernandez, DeWald, Miller, Valido Absent: Healy, Riva There being no further Old or New Business, it was moved by Mr. Gluckman, seconded by Mrs. Valido that the Dumont Board of Education adjourn to the Regular Meeting.
