CONSUMER PRICE INDEX OCTOBER 2017 PERCENT CHANGE ALL-ITEMS INDEX OCTOBER 17/OCTOBER 16 OCTOBER 17/SEPTEMBER 17 MANITOBA 1.5 0.4 CANADA 1.4 0.1 The Manitoba all-items index rose 1.5% in October 2017 compared with October 2016, unchanged from the September annual rate of 1.5%. Canada's annual rate of price increase in October was 1.4%, down from its September rate of 1.6%. Chart 1 presents a summary of price changes for Manitoba and Canada over the last two years. The method of calculation shown in Chart 1 is the most widely used, and is often referred to by the media as the "inflation rate". It is based on the percent change between the current month and the same month the previous year. Chart 2 shows that Manitoba's annual inflation rate of 1.5% in October was tied with New Brunswick as having the seventh lowest rate among the provinces. British Columbia and Saskatchewan recorded the highest increase at 2.0%, while Nova Scotia and Newfoundland and Labrador recorded the lowest rate at 0.9%. As seen in table 4, the Winnipeg all-items increase was 1.5% in October, up from an annual rate of 1.4% recorded in September. Between October 2016 and October 2017, Manitoba saw lower prices for traveller accommodation (-14.9%), natural gas (-14.3%), women's clothing (-3.8%), recreational equipment and services (excluding recreational vehicles) (-3.0%), as well as telephone services (-2.4%). These declines were offset by higher prices for the purchase and leasing of passenger vehicles (+2.2%), homeowners' replacement cost (+4.8%), property taxes and other special charges (+4.1%), inter-city transportation (+10.5%), and passenger vehicle insurance premiums (+3.4%). On a monthly basis (as shown above), the Manitoba all-items index was 0.4% higher in October following a 0.4% increase in September. Items recording lower prices last month included fresh vegetables (-6.0%), fresh or frozen beef (-9.9%), telephone services (-1.0%), as well as fresh or frozen chicken (-4.2%). These declines were offset by increases in property taxes and other special charges (+4.1%), the purchase and leasing of passenger vehicles (+1.3%), personal care supplies and equipment (+4.1%), and inter-city transportation (+2.8%). As shown in table 1, nationally the all-items index rose 0.1%. This follows a 0.2% increase from August to September.
