European Union programme for Employment and Social Innovation EaSI is a financing instrument at EU level to promote " a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions" (Art.1, Reg (EU) No 1296/2013) The Programme aims to contribute to the implementation of the Europe 2020 Strategy, its headline targets, integrated Guidelines and flagship initiatives by providing financial support for the European Union s objectives.

European Union programme for Employment and Social Innovation EaSI brings together and extends three EU programmes managed separately between 2007-2013 : PROGRESS (Programme for Employment and Social Solidarity) which supports the modernization, development and coordination of EU policy for employment EURES (European Employment Services) a cooperation network between the EC and the Public Employment Services of the Member States that encourages mobility amongst workers Microfinance and Social Entrepreneurship (MF/SE) which aims to increase the availability of microcredit to vulnerable persons for setting up or developing a small business as well as to micro enterprises

EaSI general objectives (I) 1. Strengthen ownership of EU objectives and coordination of action at EU and national level in the areas of employment, social affairs and inclusion 2. Support the development of adequate social protection systems and labour market policies by promoting good governance, mutual learning and social innovation 3. Modernise EU legislation and ensure effective application of EU legislation

EaSI general objectives (II) 4. Promote geographical mobility and boost employment opportunities by developing an open labour market 5. Increase the availability and accessibility of microfinance for vulnerable groups and microenterprises, and by increasing access to finance for social enterprises

EaSI general objectives (III) The Programme shall, in all its axes and actions: (a) pay particular attention to vulnerable groups (b) promote equality between women and men (c) combat discrimination (based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation) (d) promote a high-level of quality and sustainable employment, guarantee adequate and decent social protection, combat long-term unemployment and fight against poverty and social exclusion.

EaSI budget 2014-2020

PROGRESS axis in EaSI specific objectives (a) Develop and disseminate comparative analytical knowledge and evidence at EU level (b) Facilitate information-sharing, mutual learning on Union employment and social policy and working conditions legislation (c) (d) Provide policy-makers with financial support to test social and labour market policy reforms and build up the capacity to design and implement social policy experimentation Step up the capacity of EU and national organisations to develop, promote and support the implementation of EU employment and social policy and working conditions legislation

EaSI-Progress thematic sections, examples of activities Employment : Youth guarantee strenghtened, strenghtening of inclusivenss of the labour market esp; for young and long-term unemployed, support to PES, OECD, analytical activities in the area of youth unemployment SISP: activities for the development of a pillar of social rights, support to the EU action on pensions and long term care, dialogue with civil society to contribute to Europe 2020 objectives, support to social policy innovation Working conditions: labour law issues; health, safety & hygiene at work; free movement of workers and coordination of social security schemes.

EURES axis in EaSI specific objectives (a) Ensure that job vacancies and applications, are transparent for the potential applicants and the employers (Eures portal) (b) Develop services for the recruitment and placing of workers in employment through the clearance of job vacancies and applications at European level (your first EURES Job) (c) Cross-border partnerships

Microfinance and Social Entrepreneurship axis - specific objectives (a) Increase access to, and the availability of, microfinance for vulnerable groups; (b) Build up the institutional capacity of microcredit providers; (c) Support the development of social enterprises, in particular by facilitating access to finance.
