COFR WHAT IS IT? A COFR is a vessel Certificate of Financial Responsibility for Water Pollution which is issued in accordance with the Oil Pollution Act of 1990 (OPA 90) and CERCLA. Operators are no longer required to carry a paper copy as this document is verified electronically.
