The River Road Public Service District filed a request for a Rule 30-B rate increase at the same time. The District has received notification via the Birchfield Water Association s case that its application has not been received by your office. Enclosed, please find a second request for a Rule 30-B rate increase for the River Road, PSD. An original and twelve copies are enclosed as required. Upon receipt of the River Road, PSD s Rulte 30-B rate increase request, please ask the Commission to lift the abeyance on the Birchfield Water Association s case so that the requests can be processed simultaneously. They currently provide Water to River Road PSD. Their revised tariff becomes effective October 4,2008. We ask that you approve our attached 30-B application so that we can have our rates in place for services rendered after October 4,2008. I ask this so that we do not miss a billing cycle when Morgantown Utility Board places their rates into effect and we incur additional costs which the district at this time cannot absorb. Box2484 Westover, WV 26502 Petitioner is a Public Service District distributing water in Monongalia County, West Virginia. Pursuant to the provisions of Rule 30-8 of the Rules and Regulations for the Government of the Construction and Filing of Tariffs, Petitioner is filing simultaneously herewith its revised tariff effective when approved by the Public Service Commission. Petitioner avers that the increased rates stated in its new tariff will increase annual revenues by approximately $5,758.60 Petitioner further avers that it has caused notice to the public to be published as required, and hereby requests that the Commission to approve said rates to be effective as ordered. AVAl LABILITY Available for general domestic, commercial, industrial, and sale for resale water service. RATE First 2,000 gallons used per month $8.52 per 1,000 gallons Next 3,000 gallons used per month $7.61 per 1,000 gallons Next 5,000 gallons used per month $6.69 per 1,000 gallons All over 10,000 gallons used per month $5.77 per 1,000 gallons MINIMUM CHARGE No bill will be rendered for less than the following amounts, according to the size of the meter installed: 5/8 inch meter $ 17.04 per month I inch meter $ 42.60 per month 2 inch meter $ 136.32 permonth 3 inch meter $ 255.60 per month 4 inch meter $ 426.00 per month RESALE RATE All water for resale to the Morgantown Utility Board and the Birchfield Water Association will be billed in accordance to the approved rate of $2.64 per 1,000 gallons used per month. TAP FEE The following charge is to be made whenever the utility installs a new tap to serve an applicant. A tap fee of $100.00 will be charged to customers applying for service before construction is completed adjacent to the customer s premises in connection with a certificate proceeding before the Commission. This preconstruction tap fee will be invalid after the completion of construction adjacent to the applicant s premises that is associated with a certificate proceeding. A tap fee of $350.00 will be charged to all customers who apply for service outside of a certificate proceeding before the Commission for each new tap to the system.
RIVER ROAD PUBLIC SERVICE DISTRICT PROPOSED TARIFF Sheet 2 of 2 DELAYED PAYMENT PENALTY The above schedule is net. On all accounts not paid in full when due, ten percent will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate. RECONNECTION FEE $25.00 To be charged whenever the supply of water is turned off for violations of rules, non-payment of bills, or fraudulent use of water. RETURNEDCHECKCHARGE A service charge equal to the actual bank fee assessed to the utility or a maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by their bank due to insufficient funds. INCREMENTAL LEAK ADJUSTMENT $1.57 per 1,000 gallons is to be used when a bill reflects unusual consumption which can be attributed to eligible leakage on customer s side of the meter. This rate shall be applied to all such consumption above the customer s historical average usage.
