Chapter 4 Calculaton of the weght (W0) 1 Scope of the Famly Income and Expendture Survey (FIES) tems adopted for the weghts In the FIES, lvng expendtures are categorzed as follows: Dsbursements Expendtures Consumpton expendtures Food, Housng, Fuel, lght and water charges, Furnture and household utensls, Clothng and footwear, Medcal care, Transportaton and communcaton, Educaton, Culture and recreaton, Other consumpton expendtures (Mscellaneous, Pocket money (of whch, detaled uses unknown), Socal expenses, Remttance) Non-consumpton expendtures Drect taxes, Socal nsurance premums, Other non-consumpton expendtures Dsbursements other than expendtures (excludng carry-over to next month) Savng, Insurance premum payments, Purchase of securtes, Repayment of loans for house and land purchases, Repayment of loans for other debts, Repayment of loans for nstallment purchases, Repayment of loans for purchases n a lump su Purchase of propertes, Others Carry-over to next month As the CPI s desgned to measure changes n prces of goods and servces consumed by household throughout the country, the scope of the FIES tems used for the calculaton of weghts s lmted to the household consumpton expendture 15. The CPI does not cover non-consumpton expendtures (e.g., drect taxes and socal nsurance premums) or dsbursements other than expendture (e.g., securty purchases, purchase of houses and land). Also, the followng tems of consumpton expendture are excluded from the scope of the CPI because markets do not generally exst for such tems, the relatonshp between payment and counter value s not clear or they nvolve ncome transfer to other households. a) Relgous contrbutons: Relgous contrbutons cannot be specfed, because the costs such as donatons to relgous assocaton and offerngs to temples or churches do not have any concrete values and the amounts are arbtrary. b) Donaton Donatons such as general donatons and communty chest cannot be specfed because they have no concrete counter value and the amounts are arbtrary, just as for relgous contrbutons. c) Money gfts Money gfts such as betrothal money, farewell gfts, consolaton payments and gratuty (tps) are ncome transfer, not a purchase of goods or a counter value of servces. The concept of prce s not appled to them. e) Remttances Remttances such as educaton expenses, house rent and lvng expenses for students studyng away from home are ncome transfer and not counter values. 2 Calculaton of the weghts for the basc classfcaton ndces In order to dstngush the muncpaltes used n CPI and FIES, the muncpalty used n the RPS (Trend) for the CPI s referred to as the CPI muncpalty and that used n the FIES s referred to as the FIES muncpalty. (1) Calculaton of the weghts by FIES muncpalty Va the followng procedure, the weghts for the FIES muncpalty are calculated before calculatng the weghts by CPI muncpalty 16. a) Allocaton of expendture by tem n the FIES to the CPI tems The weghts allocated to each tem s calculated on the bass of the 2015 yearly average of monthly expendtures by tem per household, derved from the FIES (two-or-more-person households). However, the coverage of tems whch the FIES uses for the classfcaton (herenafter referred to as FIES tems) and the CPI tems dffers partally. Moreover, tems called Other xxx n the FIES are not ncluded n the CPI tems. Thus, the FIES tems and CPI tems do not correspond as 1 to 1. Therefore, expendtures by tem n the FIES are allocated to the CPI tems as shown below. There are two types of rate of allocaton, for natonwde and for prefectures or muncpaltes. As for detals of the allocaton, refer to IV 5 Dvson and ntegraton of the FIES tems to the CPI tems. 1) When there s 1 to 1 correspondence between the FIES tem and the CPI te the correspondence s mantaned. <FIES> <CPI> Tuna fsh Tuna fsh Horse mackerel Horse mackerel Sardnes Sardnes 2) When there are no CPI tems correspondng to the FIES tems, tems are allocated as follows: When there s a CPI tem that represents the FIES tems, weghts of those tems are combned to the CPI tem. 16 The stratum used for extractng the CPI muncpalty concdes wth the stratum used for extractng the FIES muncpalty. The stratum s a segment of the muncpaltes across the naton classfed accordng to the sze of populaton, geographcal locatons, and ndustral characterstcs, etc. to extract the surveyed muncpalty.

Package tours (domestc) are dvded nto hotel charges, transportaton fares, costs of meals and others usng data from other statstcs and allocated to the correspondng group and tems. 17 Weghts are allocated n proporton to expendtures already assgned to the CPI tems ncluded n the group n queston.

b) Incluson of weghts for the mputed rent Weghts for the mputed rent by muncpalty of the FIES, whch are calculated based on the Imputed rent n the NSFIE, are ncluded. As for detals of the calculaton, refer to III Appendx 3 Calculaton of the weghts for the mputed rent. (2) Calculaton of the weghts by muncpalty n the CPI Usng the weghts by the FIES muncpalty obtaned from the calculaton above (1), weghts by the CPI muncpalty are calculated as follows: a) Correspondence of the FIES muncpaltes to the CPI muncpaltes Weghts for ctes wth prefectural governments, Kawasak-sh, Sagamhara-sh, Hamamatsu-sh, Saka-sh and Ktakyushu-sh are corresponded drectly. As for other ctes, the average fgures of the dstrct and the cty group, created from the FIES for muncpaltes, to whch the muncpalty n queston belongs are corresponded. b) Correcton dependng on the actual stuaton of the CPI muncpaltes Weghts for several tems, such as publc house rent, sewerage charges and septc tank cleanng fees are corrected and redstrbuted, dependng on the actual stuaton of the muncpalty. c) Adjustment dependng on the scale of the stratum Weghts for each CPI muncpalty, as calculated above, cannot be used for the offcal ndces for Japan because the scale of the stratum where each muncpalty s sampled n the FIES s not reflected. Therefore, fnal weghts by the CPI muncpaltes are calculated by multplyng coeffcents 18 that are proportonal to the scale of each stratum (the number of two-or-more-person households). (3) Calculaton of monthly weghts for fresh food Snce monthly purchase quanttes greatly fluctuate by te the monthly weghts of fresh food are calculated wth the followng procedure. a) Calculaton of purchase quantty rato Usng purchase quanttes obtaned from the FIES, the rato of purchase quantty of each month to the yearly average of monthly purchase quantty s calculated by tem. 18 In the FIES, the number of households for tabulaton after the adjustment for each stratum (surveyed muncpaltes) s proportonal to the scale of the stratum (the number of target households). Therefore, the coeffcent used s the rato of the number of households for tabulaton after the adjustment to the total households of Japan (per 10,000).

To avod ths nconsstency, monthly adjustment ratos are calculated and multpled by tem weghts for the correspondng month, whereupon fnal monthly weghts are calculated. W w = wm, n w = 1 (w : Monthly weghts, W: Annual average weght for upper level group) 3 Calculaton of the weghts for the goods and servces classfcaton Weghts for the goods and servces classfcaton are calculated by addng weghts for ndvdual tems n the basc classfcaton by goods and servces.

4 Calculaton of the weghts for ndex based on baskets of specfc household groups Weghts for Japan are calculated by the followng categores. Total households Yearly Income Quntle Groups of Workers Households Retred Elderly Households (age 60 and over / 65 and over) By Age Groups of Household Head By Types of Tenure of Dwellng To calculate weghts, the 2015 yearly average of monthly expendtures by tem per household by each category n the FIES are used and the target households are composed of two or more persons, except for the total household weghts. The allocaton method from FIES tems to CPI tems and rates of allocaton are the same as weghts for Japan for the basc classfcaton. 19 19 The Charges for board n the FIES tems s proportonately allocated to the tems n the Eatng out group.
