Road, Kolkata 700 001 Sealed tenders on item rate basis in two bids system are invited from experienced pest, rodent control & anti termite service providing firms / contractors having IPCA / PCAI membership and providing pest, rodent control & anti-termite services to Govt., Public sector undertaking, Banks & other reputed organizations. Tender Part I should contain technical bid and tender Part II should contain Price bid only. The process dated 18.03.2016 for the tender regarding the captioned work has been cancelled on account of some technical ground. Tender documents may be collected from and submitted to the Bank s Premises Deptt., Head office 2, N.S. Road Kolkata, 700 001 as per following programme: 1 Issue of tender document From 04.04.2016 to 16.04.2016 2 Last date for Submission of On or before 18.04.2016 up to 15:00 hrs tender (Part I + Part II) 3 Opening of tender Part I On 18.04.2016 at 15:30 hrs 4 Opening of Tender (Part- To be informed by the Bank separately II) 5 Prerequisites Documentary evidence in support of VAT / Service Tax registration, EPF, ESI and experience has to be submitted along with part-i (Technical Bid) in one sealed envelope. Providing Service Tax Number & PAN is a must. Part-II (Price bid) is to be submitted in a separate sealed envelope. 6 Period of contract The contract will be valid for a minimum period of one year. If services are not found satisfactory, the contract may be terminated by the Bank giving one month notice. 7 Payment terms No advance payment will be made. The payment will be made on monthly basis after completion of work of each month. The Bank reserves the right to accept or reject any or all the tender without assigning any reason whatsoever. Road, Kolkata 700 001 GENERAL CONDITIONS/ INSTRUCTIONS TO THE CONTRACTORS. 1) Contractors are advised to visit the site and understand the nature and scope of the work and doubts of any nature should be got clarified before quoting. 2) Eligibility criteria : 1. The agency should have at least THREE years of experience in the field & should have 2 or 3 references where they have done the work. 2. The agency should have membership of Indian Pest Control Association or Pest Control Association of India. 3. The agency should have successfully executed minimum one similar contract of pest & rodent Control, anti-termite work of value not less than Rs 12,000/- per month or two works of Rs. 7,500/- per month or three works of Rs.6,000/- per month in Government, Public sector undertaking, Banks & reputed organizations during last three years. The agency should furnish the list of currently serving clients and those serviced in the past. 3) Scope of work : Scope of work includes carrying out oil based general insect/pest, rodent control & anti-termite services fortnightly in toilets area, office area & common area of ground, mezzanine floor, first and second floor and on weekly basis in canteen area (total area 48,000 sq. ft. approx.) of the Bank s Building at 2, N.S. Road, Kolkata-01 as per details given in Part II of tender (Price bid) for mosquitoes, cockroach & Ant extermination, rodent control, termites control & fly control services. The agency should bring required pesticides or chemicals mentioned in below table, spray them through a spray gun or place them if they are dry cubes or carry out such chemical treatment through insecticides spray. The contractor should attend urgent calls other than these two services per month. Chemicals to be used:- It is to be mentioned that this all chemicals used in the captioned work are oil based. No other chemicals
should be used during treatment. Proper concentration of chemicals also must be maintained as per above table. 5) The agency should strictly adhere to the Statutory Regulations viz. Minimum Wages Act, Shops & Establishment Act, PF Act, ESI Scheme and any other regulations covering labour contract where applicable. The Agency should submit copies of Registration Certificates issued to them in respect of the above wherever applicable. The certificates are prerequisite for considering the bids. 6) The agency should own latest equipment for Spray of chemicals and disinfestations. 7) The agency should submit Income Tax Certificate for the last 3 years. 8) The agency has to make sure that no banned chemicals or chemicals harmful to humans will be used during the treatment process. 9) Duration of the contract: The contract will be valid for a period of one year. However, after evaluation of the performance, if services are found satisfactory during the said period of probation, then the contract will be extended for a further period of one year. In case of any delay for release of fresh tender for the corresponding period, the rates are to be maintained the same for the extended period of contract also. If services are not found satisfactory, the contract may be terminated by the Bank giving one month notice. 10) Payment terms: 1. Payment will be made once in a month after ascertaining the satisfactory performance of contractual responsibility carried out in the previous month based on the bills submitted by the contractor and certified by the concerned officer to the effect that all the complaints recorded in the registers have been attended to and routine maintenance has been carried out. 2. No advances will be paid and no running bills will be entertained. 3. Applicable Taxes will be deducted at source. 9). PENALTY: While all contractual obligations will be strictly enforced, deductions will be made for poor services like. 1. Personnel sent by you for servicing not bringing the required chemicals or required quantity. 2. Your service personnel refusing to do duty assigned in respect of Disinfestation Services and placing the baits for Rodent control. 3. Your service personnel not turning up for service on the appointed day at the appointed time. 4. Deductions will be made for poor services like not carrying out fortnightly services, deficiency in the quality of chemicals used, and misbehavior of the staff deployed for supply and service. 5. In case of delay in attending the work in time, the Bank will be at liberty to get the work done through any other contractor and the cost may be recovered from the AMC contractor. 6. The penalty will be levied on the basis of assessment by Bank. 10) Rate should include charges for removal of debris out of premises to nearest KMC dump, removing stains, cleaning the site thoroughly and restoring it to original condition where work is undertaken. 11) Quoted rate should be workable and should include all overheads and profits. Rates should include all taxes, VAT, Service Tax, duties, octroi, levies, wages as per act, work contract tax, etc. and should be firm for the entire contract period. No variation of rates will be allowed. 12) Material used should conform to the stipulations as in the relevant I.S. Codes (Latest Edition) BIS & CPWD specification shall be followed as applicable. However, in the absence of the same, the decision of the Bank will be final.
13) The contractor should have valid license relating to his contract and the workmen employed by the contractor should also have the valid license and experience in their trade. 14) The Contractor should observe all the safety precautions for the safety of the labour and the employees of the Bank during execution of works. The contractor should arrange to obtain necessary insurance cover for its employees. He would be responsible for the safety of persons employed by him. 15) The working hours to be observed by the contractors shall generally after the office working hours i.e. before 9.30 AM & after 5.30 PM on all working days and in the weekly offs as well as in the holidays. However, in the case of emergency, work will have to be continued till the same is completed and for which no extra charges will be paid by the Bank. 16) The contractor or his supervisor should visit the site at least twice in a work or as and when required by the bank for which no extra payment will be made as they should be readily available to the Bank. 17) The contractor should provide uniforms to his workers engaged at site. The contractor should arrange to issue photo identity card, which they carry while executing their job. 18) The contractor shall be fully responsible and shall compensate the bank in the event of any damage to men or material, injury/damage or death as the case may be, caused directly or indirectly due to the negligence of the contractor or his agents and / or his employees or workmen. The decision of the bank in this regard shall be final and binding. 19) The contractor should not employ any person who is prohibited by law from being employed for fulfilling obligations under this contract. 20) Any act of indiscipline/misconduct/theft/pilferage on the part of any employee engaged by the contractor resulting in any loss to the bank in kind or cash will be viewed seriously and the bank will have the right to levy damages or fine and/or even terminate the contract forthwith. 21)In case of any default or failure on your part to comply with all/any one of the terms/conditions, the bank reserves to itself the right to take necessary steps to remedy the situation including, inter- alia, the deduction of appropriate amount/s from dues otherwise payable to you and/or by taking recourse to appropriate recovery proceedings. 22)If any dispute arises on any matter concerning this contract, the decision of the bank shall be final and binding. 23)The contractor should not at any time do, cause or permit any nuisance on the site/ do anything which shall cause unnecessary disturbances or inconvenience to the occupants/visitors at site or near the site of work. 24) The workman employed by the contractor should abide with the rules and regulations inside the Bank. 25) The contractor should obtain approvals, if any, necessary for the work from the statutory bodies on behalf of the bank. The fees, if any, will be reimbursed based on the original receipts issued by them. 26) The bank reserves the right to accept/reject any tenders either in whole or in part without assigning any reasons whatsoever. 27) The contractor shall provide everything necessary for the proper execution of the works. Bank will not supply any T&P materials or any other materials required for AMC works. The Bank will make no payment for T&P materials, etc.. However, Bank will provide power; water free of cost for works within the premises with prior permission but indiscriminate use will not be allowed. The contractor shall supply, fix
and maintain all the scaffoldings, jhulla, T& P etc. at his cost during the execution of any work and remove them as soon as the work is over. 28) The contractor shall not directly or indirectly transfer, assign and sublet the contract or any part of it.
