TENDER NOTICE Sealed tenders are invited from reputed Licensed Pest Control Operators, for rendering Pest control treatment in the branches and offices of the Bank for a period of 12 months w.e.f from 15 th October, 2015 or as notified from time to time. The work under this tender can be extended by the Bank on the basis of performance of the first year. However the Bank reserves the right to cancel the work order at any time with or without notice. The Pest Treatment is to be carried out in the branches/offices of the Bank at Quarterly intervals or as requested by the Controlling Offices. Scope of the work 1. General Insect / Pest control. 2. White Ant Treatment. 3. Rodent Treatment. 4. Any other Insect treatment. The Pest control treatment should be provided to Stationery Room, Record Room, Book Room, Vault Room and other susceptible areas of all Branches( as of now 407 branch), Regional Offices(7) and Head Office. The Technical Bid should inter alia be accompanied by self-attested photo copies of valid Licenses from the concerned authority, PAN card, Service Tax and VAT registration, Bank a/c statement for last 12 months etc, clearly. The List of Branches/Offices will be provided by the Bank. Bank Reserves the right to accept or reject any or all the offers at its sole discretion, without assigning any reason thereof. GENERAL CONDITIONS 1. All bids must be delivered/submitted at the Head Office on or before specified date and time indicated above. In case of dispute arising out of any statement in RFP being not clear or its interpretation, the bank decision will be binding and final. 2. For the convenience of bidders Bank has formed groups of Regional offices. Branches falling under these Regional offices will be allotted to successful bidder in whole or part, as may be required. So bidders are requested to quote their rate per branch of the group (Single rate for all branches of a group). A single bidder can quote rate for any number of groups. In case branches within a particular group are bifurcated among two or more different vendors the lowest rate quoted by them will be applicable. The rates for Head Office and Regional offices will be same as group rate depending upon district they are located in. Group s details are as follows. Bids will be opened in the presence of the tenderers or their authorized representatives on the specified date and time. Authorised representative is required to produce written authority letter from the firm / company or the proprietor at the time of opening of the technical/financial Bid. However, Bank may waive this requirement at its discretion. 4. Number of vendors empaneled through RFP is not fixed and it may vary as per requirements of the Bank. However the minimum number of branches that will be allotted to successful bidder is Forty (40) for first year, which may be increased or decreased as per the convenience of the Bank or on the basis of performance of the vendor. 5. If the Bank is not satisfied with technical specifications and the feasibility of the technical offers submitted by any bidder or any field is left blank or supporting document is not attached with Form A, the commercial offers of that bidder will not be opened. Technically disqualified offers will not be taken up for further process and no discussions / interface will be granted to such bidders. Technically qualified bidders will be intimated before opening Financial / Price bid. 6. Assam Gramin Vikash Bank reserves the right to accept or reject in part or full, any or all the offers without assigning any reason(s) thereof. 7. Assam Gramin Vikash Bank reserves the right to split the order among the eligible tenderers / vendors groupwise or according to its convenience and necessity. The vendors will have to work in area allotted to them by the Bank and if they refuse to work in allotted areas there empanelment will stand cancelled without notice. 8. Audited Balance sheet for the year 2012-13, 2013-14 and 2014-15 are to be submitted. In case bidder(s) do not have final audited balance for the year 2014-2015 they can submit audited balance sheet for the year 2011-12, 2012-13, 2013-2014 and a provisional balance sheet for 2014-15. Other criteria will remain same. 9. Parties having experience of working with Assam Gramin Vikash Bank on pest control treatment may be given preference. 10. The Bank may select maximum 12(Twelve) vendors out of all applicants in Technical Bids on the basis of average turnover of last three years audited balance sheet and Profit & Loss Account (í.e. 2012-13, 2013-14 and 2014-2015). The firms/companies not having audited 3

balance sheet and Profit & Loss Account for the year 2014-15 will be evaluated on the basis of audited balance sheet and Profit & Loss Account for the financial years 2011-12, 2012-13 and 2013-14. Please take note that the Bank reserves the right to select any number of parties as per its requirements. 11. In Financial bid maximum 7(seven) parties will be selected, based on lowest rate quoted. Lowest rate will be given rank1, 2 nd lowest rate rank 2 and so on. However bank may empanel another 3(three) vendors based on set criteria thereof. Here it is worth mentioning empanelment doesn t guarantee work order. The bidders in a particular group may be asked to match the price quoted by lowest bidder in that group. 12. Parties will have to deposit security money of Rs.10,000/- before work order is released to them. The work has to start within 7 days of work order release. 13. The eligible vendors both technically and financially can carry out the work till his license stands valid. In case validity of license expires during continuation of work the vendor will stop the work till his license is renewed. Only after renewal of license the vendor will be entitled to carry out the work. 14. The RFP can be downloaded from the Bank website www.agvbank.co.in from 15-09-2015. 15. Technical Bid: The Technical Bid for Empanelment of vendors for Pest Control Treatments is to be sealed in a separate Envelope superscripted on the top of the cover as AGVB/P&D-CS/ 142 / RFP-06/PT/ 2015-16 dtd.15.09.2015 Technical Bid for Pest Treatment. The Technical Bid must contain EMD of Rs.2500/- (NON REFUNDABLE). The bids submitted without EMD will be rejected. Placing of EMD in any other cover i.e. financial bid will make bid invalid and Bank shall disqualify such bids. The Technical Bid should be complete in all respects and contain all information sought for. The Technical Bid should not contain any price information. The Technical Bid should be complete to indicate that all products and services sought for are quoted. 16. Financial Bid: The Financial Bid for Empanelment of vendors for Pest Control Treatments is to be sealed in a separate envelope superscripted on the top of the cover as AGVB/P&D-CS/142/RFP- 06/PT/2015-16. dtd.15-09-2015 Financial Bid for Pest Treatment The sealed tender shall be submitted in two separate closed/sealed envelopes - one marked as Technical bid and the other Financial bid. Both these envelops shall be kept in a single separate envelop marked Tender Documents for Empanelment of vendors for Pest Control Treatments and be addressed to the: General Manager Assam Gramin Vikash Bank Head Office G S Road, Bhangagarh Guwahati-781005 (On or before 30-09-2015, Upto 2:00 PM.) 4
