Approval of minutes : FA-07-048 THAT the Grey Sauble Conservation Authority approves the Full Authority minutes of March 21, 2007, and the Arboretum Alliance minutes of April 3, 2007. 5. DeleeationslDeputations There were no delegations or deputations at this time. 6. Correspondence a) Grey Bruce Children's Water Festival The Grey Bruce Children's Water Festival is planning their 7thfestival from September 25 to 28, 2007. In past Grey Sauble Conservation Authority has donated the sum of $500.00 plus staff volunteer their time. FA-07-049 THAT the Grey Sauble Conservation Authority donate the sum of $500.00 to the 7th Annual Grey Bruce Children's Water Festival being held from September 25 to 28, 2007. b) Grey Highlands - letter re: provincial funding The Council of the Municipality of Grey Highlands passed a motion at the March 12, 2007, meeting, petitioning the Province to a) address the shortfall of funding for Conservation Authorities as part of the larger provincial Municipal Fiscal and Service Delivery Review. b) shortfalls in Conservation Authority funding be included by AMO as part of the overall Provincial Municipal Review. c) Grey Highlands supports NVCA working with Conservation Ontario, AMO, and other appropriate parties to lobby the Province and appropriate Ministers to address the fiscal imbalance and request full funding for all provincial mandated programs. In 1995 the province decided what operating funding would be mandated to Conservation Authorities and that amount is still exact!y the same in 2007.
May 9, 2007 Page 3 FA-07-050 THAT the Grey Sauble Conservation Authority endorse the resolution from the Municipality of Grey Highlands petitioning the Province for funding to Conservation Authorities, with the MPP, AMO, and member municipalities being notified of this endorsement. c) Georgian Bluffs and Township of Chatsworth - letter re: Planning Agreement Correspondence was received from two municipalities expressing concerns with clause 3 of Appendix A, Schedule 3 (A) to the agreement which provides for an automatic yearly increase in fees based on the Consumer Price Index. Doug Hill presented a summary on the current status of the Planning Services Agreement with each municipality in the watershed. (See attached.) There is concern about the lack of consistency among the agreements resulting from a variety of positions taken by municipalities over the contents of the agreement and the fee schedule. FA-07-051 THAT the 2006 Planning Services Agreement as amended in March of 2007 to provide for screening of applications, be further amended to delete reference to "rounded up to the nearest ten dollar increment" in Appendix A, Schedule 3 (A). AND FURTHER THAT, subject to clause 2 a) v) the Authority will consider a 5 year review of the agreement. 7. BusinessReauirinl! May 9, 2007 Page 4 e) CommunicationslPublic Relations 1) 50thAnniversary Program Krista McKee made a presentation to the Directors which outlined the activities and staffing schedule for the 50th Anniversary being held on Saturday, June 9. Directors were encouraged to purchase their dinner tickets as sales have been steady. 2) Clothing order As per the Personnel Policy, an order for clothing is being placed for staff. Samples were available for the Directors to review with orders being placed with Krista. f) Administration 1) Basement Rental For several years, Ningwakwe Learning Press has rented a section of the basement from Grey Sauble Conservation Authority. Six Source Water Protection Program staff were added to the upstairs. This increase has led to cramped quarters, especially during the spring, summer, and fall with the addition of seasonal staff. Source Water Protection is preparing to expand again with the addition of an administrative assistant and a committee chair. Source Water would continue to pay the same rate as Ningwakwe Learning Press ($1,124 plus GST per month), but there would be no future rent received for the upstairs space which they currently occupy. There will be some cost associated with this change for computer, telephone, carpet replacement, and loss of rent (approximately $10,000 per year). There will be no impact on municipal levy due to this change. FA-07-052 THAT the Grey Sauble Conservation Authority advise Ningwakwe Learning Press that due to expansion of our operations, that their month to month rental of the basement will terminate on July 13,2007. FA-07-053 2) Receipts and Expenses THAT the Grey Sauble Conservation Authority approve the receipts and expenditures for March and April 2007.

Business For Information a) Water Management - none at this time b) Environmental Planning - none at this time c) Property Management Presentation Chris Hachey, Lands Management Co-ordinator made a presentation which outlined his responsibilities with the Conservation Authority as well as his qualifications and expenence. left the meeting at 3:15 p.m. d) Forestry, Fish and Wildlife - none at this time e) CommunicationslPublic Relations Presentation Krista McKee, Community Relations Co-ordinator, made a presentation outlining her responsibilities in her present position and other positions she has held with the Conservation Authority. f) Administration The skylights at the Administration Centre were replaced on May 7, 2007. Entrance signs to the Administration Centre are under construction and will be completed by May 18. Lights will shine on them for a limited time each night. The barn is not wired appropriately. Hydro is preparing a plan to upgrade the wiring in the barn, for the lights at the entrance signs, and the future picnic/pavilion area. The estimated cost for the upgrade is $2,400 with the work being completed before June 9. Snow fence has been placed around the east side of the spillway at the Mill Dam due to a small hole which has appeared in the earthen embankment about 3 feet across. There is water flowing through somewhere. As a result we are going to have to expand the dam safety study and the study should be undertaken as soon as possible to look into the source of the problem. As the entire dam could be washed out at some point, the problem should be solved during this budget year. A willow tree has fallen down at the former Tara Dam location. Arran Elderslie is arranging for the equipment and chainsaw to clean up the tree. Conservation Authority will pay for the chain saw. This item is not in the budget.
May 9, 2007 Page 6 g) Source Water Protection The Source Water Protection report from Don Smith, Project Manager, outlined items under MOE Technical Studies, Water Budget, Watershed Characterization Report, Communications, and Ontario Geological Survey Project. A list of twenty-six meetings attended by Mr. Smith and his staff was also outlined. 9. In-Camera Items FA-07-054 THAT the Grey Sauble Full Authority meeting now move "In camera" to consider a proposed or pending acquisition or disposition of land by the Authority. FA-07-057 Michael Martin THAT the Grey Sauble Full Authority meeting now move to the Regular Full Authority meeting to consider the matters listed on the May 9, 2007, agenda and any other business that may be lawfully conducted. 10. Chairman's Report Chair Hibma, Jim Manicom and Krista McKee attended a Town of The Blue Mountains Council meeting for discussion on the 2007 Authority budget. The Authority presentation was well received and Council was accepting of the budget. Chair Hibma attended a workshop on behalf of Conservation Ontario at the University of British Columbia in mid April to review the issuance of governance of municipal water supplies. A meeting at North Bruce Peninsula was attended on May 8. The ground work is being established for the selection of a Source Water Protection Chairman which will probably be in early September. When the committee is functional, dual Authority meetings will occasionally be conducted - one as Source Water Protection and one as the regular Board. Dick attended a Conservation Ontario meeting on April 30thand was re-elected as Chair of Conservation Ontario. The tree sale was held at the Administration Centre on May 5 and the 50thAnniversary of the Authority will be held June 9.
