No. 15-2006 BC CRRD Dt. 25.06.2006 Attention of all Branches / Regional Offices is invited to our above circular, wherein security / margin norms for various loans and advances were communicated. In the recently held Regional Managers meeting and Branch Managers meetings, there have been representations to revise the security / margin norms in respect of certain loan schemes of the Bank so as to retain the existing customers and to attract new customers. After studying the existing security / margin norms of the Bank and also the security / margin norms being observed by other Banks in the area of operation, the proposal for revision of security / margin norms for certain loan schemes has been placed before the Board. The Board of Directors, in the meeting held on 11.09.2009, after examination of the proposal, have permitted to revise the security / margin norms in respect of certain loans and advances schemes. The comprehensive security / margin norms applicable to all the loans and advances schemes effective from 11.09.2009 by incorporating the revisions, wherever effected are furnished in the annexure enclosed. For loans and advances other than mentioned in the circular, if any, the security / margin norms stipulated in the guidelines issued on the respective loan scheme are to be followed. :: ix :: MAJOR CHANGES IN SECURITY NORMS: 1. Earlier, collateral security of land with value of 150% of the loan amount was stipulated for certain loan schemes viz., PKCC, Term (Ag.) (where movable assets are created), Farm Mechanisation, Produce loans, NFS. As per the revised security norms, other than agricultural land like buildings, house sites, our Bank deposits can be accepted as collateral security, wherever the applicants are unable to offer landed property as collateral security due to some problems like non-availability of required link documents / records to establish the title. 2. PKCC limits upto Rs.75000/- on hypothecation of crops. Earlier, PKCC limits upto Rs.50000/- were sanctioned against hypothecation of crops raised. Now, for farmers with good track record for the last 3 years, the limit has been enhanced to Rs.75000/- both under PKCC scheme and also under combined limit. 3. Farm Mechanisation: Earlier, collateral security of landed property with value of 150% was to be obtained for financing Tractors, Power tillers etc., wherever the loan amount exceeds Rs.50000/-. Now, the limit is enhanced to Rs.4.00 lakhs. In other words, loans under Farm Mechanisation upto Rs.4.00 lakhs can be sanctioned against hypothecation of the assets financed. Therefore, Branches have to identify farmers, whose track record has been very good, for financing under the scheme. Other norms like minimum land holding, minimum working hours, minimum implements to be purchased etc. shall continue to be in force. The relaxation in security norms has been considered to facilitate the Branches / Regional Offices to extend financial assistance to the genuine and the best farmer customers, who are unable to produce link documents etc., to establish the title to the landed property. Branches extending Tobacco finance, Sugarcane finance and other finance under Tie-up arrangements shall take maximum advantage of the scheme. Wherever the loan account becomes irregular, immediate steps for recovery shall be initiated. As usual the title deed book shall be obtained and kept along with the loan documents by making entry in pattadar pass book unfailingly. The loan proposals against hypothecation of assets financed under the scheme upto Rs.50,000/-can be considered at branch level and proposals of above Rs.50,000/- shall be submitted to the Regional Office for sanction. :: x :: 4. Vehicle loans (2/3/4 wheelers): Earlier, collateral security was to be obtained, wherever the loan amount exceeds Rs.3.00 lakhs. It is now enhanced upto Rs.5.00 lakhs. The relaxation is applicable to SRTO loans also. Wherever, the loan account becomes, irregular, immediate steps for recovery shall be initiated. 5. Sanctioning powers There are no changes in sanctioning powers communicated vide HO Circular No.91-2007-BC-CD dt.21.05.07 except in the case of Farm mechanization. Eventhough sanctioning powers of Rs.3.00 lakh,rs.4.00 lakh and Rs.5.00lakh were delegated to the Branch Managers of Scale I,II and III respectively under Farm mechanization, proposals of above Rs.50,000/- and upto Rs.4.00 lakh considered against hypothecation of the assets financed without collateral security shall be sent to the Regional Office for sanction. The Regional Managers are permitted to sanction such loans. However, Branch Managers can exercise sanctioning powers delegated to them vide cir.no.91-bc-cd-2007 dt.21.05.07 and consider loans under Farm mechanisation, wherever loans are sanctioned on hypothecation of assets financed besides collateral security with value of 100% of the loan amount. 6. Other aspects to be considered: All the branches and other functionaries shall follow the security norms scrupulously without any deviation while sanctioning the loans at their end. Further, the following points shall be taken into account while arriving at the per party limit. a) Limit sanctioned or outstanding balance whichever is higher in the case of short term loans (in the case of Crop loan/pragathi KCC, interest need not be taken into account till due date). b) Balance outstanding in the case of Medium Term and Long Term Loans. c) In the case of Government Sponsored loans, if the leftover balance in the loan a/c is equal to or less than the subsidy amount kept in Subsidy Reserve Fund (SRF) account, the leftover balance should not be taken into account while arriving at the per party limit. d) JLs/LDs/ODD/OSL(AS) sanctioned to a party may be excluded while arriving at the total liability/total per party limit. e) For loans/loan products other than those mentioned above, the existing margin and security/surety norms stipulated in the guidelines already shall apply. f) Agricultural loans can be considered separately to husband, wife, other family members wherever they own lands individually and possess separate pattadar pass books and title deed books, by observing security norms separately.
