OCTOBER 15, 2018 The Common Council of the City of LaPorte met in regular session in the Council Chambers on Monday, October 15, 2018 at 6:00 p.m. Pledge Councilman Galloway led the Pledge of Allegiance. Present: Scherer, Galloway, Fettinger, Stabosz and Mrozinske Absent: Feikes and Cutler Minutes Mayor Krentz stated each Council member received an advance copy of the minutes from the October 1 st Council meeting and asked if there were any corrections or additions. Councilman Galloway moved to approve the minutes as presented; motion seconded by Councilwoman Scherer and unanimously carried. Petitions & Comments Brian Kajer, 406 Niesen Street, stated he contacted the utility billing office about two weeks ago regarding the property he owns at 315 John Street and had an unpleasant experience with the person he spoke to. Mr. Kajer stated he has owned the property since February 2017 and although there is no water or sewer service to the property as there is only a garage he wanted to have trash service. He stated the person he talked to did not know that the City Ordinance specifically states trash service will be provided to all addresses within the City. He stated people should be held accountable for their jobs. Standing Committee Reports Site Review Committee: Councilman Galloway reported the Site Review Committee met on October 2 nd at which time discussion was held regarding the new mini hospital out on I Street. Mayor s Veterans Committee: Councilman Galloway reported the Mayor s Veterans Committee is meeting right now out at the Park Office. Police Department: Councilman Galloway reported the Police Merit Commission met on October 9, 2018. He stated it was a short meeting with nothing new to report. Airport Authority: Councilman Fettinger reported he misspoke at the last Council meeting. The next Airport Authority meeting will be held this Wednesday, October 17 th at 5:15 p.m. at the Airport. He stated it is normally the second Wednesday of the month, however, for this month it was changed to the third Wednesday due to scheduling conflicts. School Board Liaison: Councilman Mrozinske reported the School Board met last Monday at which time they introduced their 2019 budget and held a public hearing regarding same. He advised they will meet on October 22, 2018 to adopt the 2019 budget.
Second & Final Reading of an Ordinance for Appropriations and Tax Rates (Airport) Councilman Fettinger moved to read an Ordinance for the second and final time by title only; motion seconded by Councilman Galloway and unanimously carried. Councilman Fettinger read an Ordinance for Appropriations and Tax Rates for the Municipal Airport by title only. Mayor Krentz noted Ed Volk from the Airport was present and asked if he would like to address the Council. Mr. Volk stated he would like to say this is a whole new dynamic budget but we all know that is not true. He reported with the tax caps and maximum levies the 2019 budget is pretty much a carbon copy of the 2018 budget. Mr. Volk reported the Airport is fiscally in good shape and asked the Council to approve their 2019 budget. Councilman Stabosz read an Ordinance Approving the 2019 Budget for the City of LaPorte Wastewater Department by title only. Mayor Krentz asked if there were any questions or comments. Councilman Mrozinske stated he hopes with the passing of this budget the City will work and bring into fruition the Monroe Manor Project as well as the A Street Project. He stated he knows that those projects aren t entirely in this budget, but those are two projects he would like to see wrapped up in the upcoming year. Councilman Stabosz asked Councilman Mrozinske if that means he supports a stormwater district and guesses we will cross that bridge when we get to it.
