Sealed Tender is invited by the Head, HRDG, Council of Scientific and Industrial Research from reputed licensed Agency for providing DLY Taxis (Commercially Licensed Vehicles) at its premises located at the above address on daily rental basis. 2. The contract will be initially for a period of one year which may be extended or curtailed by the Competent Authority. 3. Travel Agency with experience of five years and annual turn over of Rs.5 lakhs and above and presently handling similar nature of work in Govt./ Autonomous Bodies may submit their tenders with following details :- i) Attested copy of certificate/license/registration of the Agency issued by the appropriate authority. ii) Proof of annual turnover. iii) Service Tax registration certificate. iv) Status : Whether Proprietor/Firm/Company. v) Experience vi) list of clients. vii)customers satisfaction proof. viii)proof of Commercial registration/service registration of Taxis (Taxi should be of yellow number plate),copy of Insurance, Road Tax, Copy of filling Income Tax & Service Tax of the last three years. 4. Tenders may be submitted in a Sealed Cover superscribed with Tender for Hiring DLY Taxis (Commercially Licensed Vehicle) addressed to Under Secretary, CSIR Complex, New Delhi upto 2.00 p.m. on 17.08.2007 along with EMD of Rs. 10,000.00 drawn in favour of Under Secretary, CSIR Complex, New Delhi-12, which will be opened on 17.08.2007 at 3.00 p.m. The Tender will be opened in the presence of the representatives, if any of the Travel Agency.
3 5. Tenders received after due date/time shall be rejected. 6. Head, HRDG, CSIR Complex, New Delhi-12 reserves the right to accept, reject or cancel any or all the offers without assigning any reasons. 7. Canvassing in any form is prohibited and the tenders submitted by the Agency who resort to canvassing is liable for rejection. 8. No Agency shall be permitted to tender for the above mentioned services in the concerned unit of C.S.I.R. in which, relative is posted in the grade between Controller of Administration and Junior Engineer (both inclusive). He shall also intimate the name of the persons who are working with him in any capacity or subsequently employed by him and who are relatives as mentioned above. 9. Note : A person shall be deemed to be relative of another if, and only if, (a) they are members of a Hindu undivided family (b) they are husband and wife (c) the one is related to the other in the following manner : father, mother (including step mother), son (including step son), Son s wife, Daughter (including step daughter), Father s father, Son s son, Son s son s wife, Son s daughter, Son s daughter s husband, Daughter s husband, Daughter s son, Daughter s son s wife, Daughter s daughter, Daughter s daughter s husband, Brother (including step brother), Brother s wife, Sister (including step sister), Sisters husband. 10. The tenderer shall quote rates both in figures and words. He shall also work out the amount for each types of duty. On check if there are difference between the rates quoted by the tenderer in words and in figures or in the amount worked out by him, the following procedure shall be followed : i) When there is difference between the rates in figures and in words, the rates, which correspond to the amount worked out by the tenderer, shall be taken as correct. ii) When the tenderer does not work out the amount of an item or it does not correspond with the rate written either in figure or in words the rate quoted by the tenderer in words shall be taken as correct. iii) When the rate quoted by the tenderer in figures and in words tallies but the amount is not worked out correctly the rate quoted by the tenderer shall be taken as correct and not the amount. 11. The tenderer should inspect the site and quote the rates after assessing the requirement.
4 12. Earnest Money will be forfeited if the Agency fails to commence the Serivce as per the award letter. Except writing rates and amount, the tenderer should not write any conditions or make any changes, additions, alterations and modifications in the printed form of tenders. Tenderers who are desirous to offer rebate the same should be brought out separately in the covering letter and submitted along with the tender. TERMS AND CONDITIONS : 13. i) The period of contract shall be initially for one year, and can be terminated by the Head, HRDG by giving one month notice to the agency. ii) The tenderer should have minimum 15 vehicles not manufactured before June 2005-2006 (alongwith proof). iii) Tenderers must attach the vehicle list declared fit by Transport Authority of Delhi. iv)100% against monthly bills supported by requisite documents. Payment will be made by cheque. 14.The vehicle to be provided should be manufactured in the year June 2005-2006 or any subsequent years and shall have clean seat covers and good looking, and should be in perfect running conditions. 15.The order for providing taxies on DAILY RENTAL BASIS may be given to the agency which has quoted the lowest rates while meeting all the terms and conditions laid by the Head,HRDG. However to safeguard against failure by this agency to provide desired number of vehicles, the Head, HRDG may empanel other tenderers who are prepared to provide the services as per same terms and conditions and contract agreement signed between the HRDG and L-I (Firm who has quoted lowest rates) tenderer. In that case the procedure for hiring taxies will be as follows: (a)contract agreement will be signed with the agency, which quotes the lowest while meeting all the terms and condition laid down by Head, HRDG. (b)panel will be drawn from the other bidders who are prepared to provide services on the same terms and conditions as that of L-l (Firm who has quoted lowest rates) tenderer. (c) In case the quality of service by the contracted agency is found wanting, the Head, HRDG may terminate the contract agreement after giving one months' notice. In case of termination, services of the agencies from the panel will be utilized.
5 16.The vehicle should be properly insured and should carry necessary permits of the Transport authority or any other concerned authority including pollution certificates. 17.The driver deputed on duty should not be involved in more than two punch or challan for negligence driving. 18. The Head, HRDG shall not be responsible for any challan, loss, damage or any accident of the vehicle or to any other vehicles or for the injury to the driver or to any other third party. The loss or damage or legal expenses on this account shall be borne by the Tenderer. 19.There is no guarantee of hiring of any specific number of vehicles. The Tenderer shall have to provide as many vehicles as may be required by the Head, HRDG. 20.The pre-receipted bill shall be submitted by the Tenderer in duplicate, duly supported by the duty slip on monthly basis. 21.The tenderer should have the PAN Number and should attach a photocopy of the same. 22.The Tenderer shall have to submit copy of latest Income Tax Clearance Certificates and service tax clearance certificate alongwith the tender. 21. The calculation of mileage shall be from the reporting point to the relieving point and will not be calculated on garage to garage basis. 22.The tenderer should submit an undertaking that he or his firm has not been blacklisted by any of the Organisation/Government Department as on the date of submission of the bid. 24. The Tenderer shall have to execute an agreement with HRDG on a non judicial stamp paper of Rs.l00/-. 25. The Tenderer shall provide the telephone number for 24 hours' contact. 26. The draft number of the EMD of Rs.10,000.00 should be clearly mentioned in the tender document. 27. The Tenderer shall also certify that he has read and understood the terms & conditions of the tender. He should sign the terms & conditions. The tenders, which are not accompanied by the requisite EMD shall be outrightly rejected. 28.The successful tenderer will have to deposit a Security money of Rs.50,000.00 in form of Demand Draft, drawn in favour of Under Secretary, CSIR Complex, New Delhi-12 within 15 days of the Work Award Letter. No interest on this security deposit will be paid by the HRDG. 29. In case of any breach of the terms and conditions of the contract, the Head HRDG
6 will forfeit the Security Deposit of the Agency, in addition to any other action which may be taken by the Competent authority. 30. The agency shall bear all costs on account of fuel, oil, spares, comprehensive insurance, repair & maintenance etc., of the vehicles. The salary and other costs of drivers shall also be borne by the agency. 31.The agency shall press into service only good quality vehicle with nice interior, noiseless drive and in perfect running condition. 32.The agency shall ensure that odometers of cars supplied are properly sealed so that no tampering is done with a view to inflate distance travelled. 33. The Authorised Officer of HRDG, CSIR Cx. may get surprise checks of odometer of the cars supplied from any authorized workshop and cost thereof will be born by the agency. 34.The agency should abide by rules laid down by any authority relevant to the deployment of vehicles. 35.The agency shall indemnify HRDG/CSIR against any liability due to noncompliance of statutory obligations by the agency or any drivers for any reason whatsoever. 36 All cars shall carry first-aid-box, stepney, toolbox etc. 37.In case of any breakdown of vehicle on duty, the agency shall make arrangement for providing another vehicle. In such a case, mileage from garage to the point of breakdown would not be paid. 38.Toll tax and parking charges shall be reimbursed by HRDG against production of documentary evidence. 39.Visit to any place outside Delhi shall be treated as local provided it does not involve night halt. 40.The driver should be well conversant with roads and routes of Delhi and it neighboring cities. The operation and functions of the Driver shall be governed as per Motor Vehicles Act and Rules. 41.The driver should always remain with the vehicle during entire period of duty. In case of any urgency, the driver may seek permission of the user. 42.The driver should carry enough cash to pay for toll tax, parking charges, fuel and other incidental expenditure. 43. Vehicle shall be made available on all days including Sundays & Holidays, in case required.
7 44. The tender form is not transferable. 45.The successful tenderer/agency shall not engage any sub-agency or transfer the contract to any other person/firm/agency in any manner. The agency shall not be permitted to transfer their rights and obligations under the contract to any other person/organization or otherwise. 46. Any person who is in Govt. Service or an employee of HRDG shall not be made partner to the contract by the tender/agency directly or indirectly in any manner whatsoever. 47.The agency shall provide names & addresses of the drivers and police verification report along with their driving license number and copies thereof while submitting acceptance of offer. 48.The agency shall provide statutory benefits to the drivers. 49.The Contract will be initially for a period of three months on trial basis which will be extended for one year including three month trial basis on satisfactory basis. 50. Bidder should sign and stamp on all pages of this tender document as a token of acceptance of all terms and conditions stated herein. 51. LPG Cylinders should not be used for running the vehicles in any case. Signature of Tenderer
