University of Missouri Fiscal Year 2009 Minority/Women Business Enterprise Narrative Report Overview The University of Missouri continues to maintain a presence among suppliers, consultants, contractors, trade associations and minority supplier councils, particularly in St. Louis and Kansas City. It has membership in the Kansas City and St. Louis regional Minority Supplier Councils and participates in major events, particularly the Business Opportunity Fairs and awards ceremonies. Due to budgetary constraints, the University reduced its participation in small, minority and women - owned business activities in the greater St. Louis and Kansas City communities during 2009. The Director of Minority Business Development promotes the University s Minority and Women Business Enterprise (M/) initiatives and encourages small businesses to bid University projects. in the University s purchasing activities by all interested suppliers ensures the acquisition of quality products and services at competitive pricing, positions the University as a good corporate citizen, reflects the University s diversity initiative and strengthens the overall economy. Further, presentations are scheduled for M/s to market their products and services to key decision makers at the University, particularly Facilities Planning & Development, Procurement and other major departments. In addition, special Outreach sessions were conducted for suppliers and contractors in the Greater St. Louis and Kansas City areas to promote participation on construction projects at the University. Lastly, the M/ Advisory Council has been established; its mission includes partnering and collaborating with the University of Missouri relative to industry best practices. The Council is comprised of M/ owners, University leaders as well as leaders and representatives from the State of Missouri Office of Administration, City of St. Louis, MidAmerica Minority Supplier Council and the St. Louis Contractors Association. Consultants - Architects/Engineers During FY2009, the total dollar amount of contracts awarded at UM decreased significantly relative to FY 2008; however, the percentage of / participation increased. Construction Conversely, during FY2009, the total dollar amount of contracts awarded by UM was higher than that awarded during FY2008; however, M percentages were lower in FY2009. Procurement During FY2009, total purchases decreased relative to FY2008 numbers; to the contrary, in FY2009, M/ participation increased. Professional Financial Services In addition to the efforts by Facilities Planning and Development and Procurement Services to include M/s in the delivery of products and services to the University, the Finance and Administration Division of the University has made significant progress in ensuring participation in financial services involving University s funds.
