REQUEST FOR PROPOSALS HISTORIC BUILDING DISPLAY SIGNS CITY OF CREVE COEUR, MISSOURI PROPOSALS DUE: 1:00 P.M., FRIDAY, MAY 18, 2018 The City of Creve Coeur seeks proposals for the fabrication and delivery of four (4) display signs for historic buildings located within the City s parks. The City also seeks proposals to add a lexan protective coating to the signs and for installation of these signs. Base Bid: Display Signs Display Sign involves the development, construction, and delivery of four (4) individual signs. Each sign shall meet the following minimum requirements: Display type: Size: Frame: Display text: Ornamental Post and Panel Item IND 24x36 2P (or approved equal) 36 inches wide by 24 inches tall Frame shall be aluminum that is powder coated black. Rectangular posts are preferred. Display Sign shall have a red background with white text. Text shall be 3 mil laminated. Display shall include the City s logo and one or more photos of the building. The City will provide the text, logo, and photo(s) for each sign. Four (4) display signs are required, each with a unique message. The Contractor shall provide a proof of each display sign s message to the City for review and approval prior to production. The Contractor shall be responsible for the shipment and delivery of the display signs to the City of Creve Coeur. Delivery shall be to a City facility of the City s choosing during normal business hours. Damaged signs will not be accepted and shall be returned to the Contractor at no cost to the City. Display Signs shall be delivered to the City of Creve Coeur no later than Friday, June 22, 2018. The Contractor s bid price for each Display Sign shall include coordination with the City, design and production of the sign, delivery of the sign to the City of Creve Coeur, and all materials, tools, equipment, and labor incidental thereto. Payment for Display Sign shall be made at the contract unit price per each sign, delivered to and accepted by the City of Creve Coeur. Page 1 of 3
Bid Alternate #1: Display Protection The Display Protection for each Display Sign shall include a protective sheet for the message surface of the Display Sign, as well as any modifications or additions to the Display Sign necessary to secure the sheet to the sign. Display Protection shall meet the following minimum requirements: Material: Thickness: Attachment: Clear Lexan or approved equal polycarbonate resin thermoplastic 1/8 minimum The City will prefer a frame that can be disassembled and reassembled so that the Lexan sheet can be replaced, if necessary. Display Protection shall be measured per each sign onto which the Display Protection is added. Payment for Display Protection shall be made at the contract unit cost per each protection, which shall include any frame or modifications necessary to secure the Display Protection to the Display Sign, as well as all costs, material, and labor incidental thereto. Bid Alternate #2: Sign Installation The Contractor shall install each Display Sign at the location designated by the City near the corresponding historic building. The four (4) Display Signs shall be located in three (3) City parks, as follows: Clester Cabin in Conway Park (12301 Conway Road) Hackman Cabin in Conway Park (12301 Conway Road) Lake School House in Lake School Park (581 Coeur de Ville Drive) Tappmeyer House in Millennium Park (2 Barnes West Drive) Each sign is located near a walking path or parking lot. Vehicular access to each site may be limited. Installation shall be made according to the Display Sign manufacturer s requirements. At a minimum, the sign posts shall be set into 12 diameter, 24 deep concrete piers. Piers shall be formed using sonotubes or approved equal for forms. The Contractor shall be responsible for protecting the surrounding area during the installation of the signs. The Contractor shall repair or restore any damages to the parks caused by his operations, to the satisfaction of the Director of Public Works for the City of Creve Coeur. Sign Installation shall be complete no later than Friday, June 29, 2018. The Prevailing Wage and Insurance requirements stated below shall apply to Sign Installation. Sign Installation shall be made at the contract unit price per each sign successfully installed on site, which shall include protection and restoration of the site, utility location, excavation, temporary materials to secure the sign, concrete piers, and all labor, materials, tools, and equipment incidental thereto. Submission of Bids Proposals shall be clearly written or typed and shall include the type of the Display Sign proposed and the unit price bid for each Display Sign (and Bid Alternates, if applicable). Unit costs for Bid Alternates should be in addition to the cost of the Display Sign and should not include the cost of the Display Sign. The attached Itemized Bid Form or similar shall be used to submit a bid. No Bid may be withdrawn for a period of sixty (60) days, subsequent to the specified time for receipt of Bids. No low Bidder shall have a business expectancy merely because his Bid is the lowest one received: until the contract has been awarded, no business expectancy exists. Bids may be withdrawn solely for demonstrated and verifiable clerical or typographical mistake, but not mistake of judgment. Bids will be considered unresponsive if they contain any material defect or deviation. Prevailing Wage Installation of the Display Signs is a prevailing wage project. Not less than the prevailing hourly rates of wages, as found by the Department of Labor and Industrial Relations of the State of Missouri, or determined by court on appeal, shall be paid to all workmen performing work under this Contract for Sign Installation, and the Contractor will indemnify and hold the City of Creve Coeur harmless therefore. Missouri Annual Wage Order Number 25 will apply to the Sign Installation portion of this project. The Contractor shall be required to provide certified payroll along with the invoices to be paid. Equal Opportunity and Non Discrimination The Contractor shall comply with all applicable Equal Employment Opportunity and Non Discrimination regulations and shall provide an affidavit to this effect with the executed contract. Insurance and Permitting Requirements The successful contractor will be required to procure and maintain insurance in the amount of $1,000,000 for workers compensation, comprehensive general liability, comprehensive automobile liability, and owner s protective bodily injury insurance for the duration of the project. I am the (title) of (Contractor) which is a contractor on the (Project), and authorized to sign this Affidavit on the Contractor s behalf. 2. I have verified the information set forth in this Affidavit for the Contractor. If any subcontractors have been retained on the Project, I have also verified the information as to any subcontractor. 3. The Contractor and its subcontractors have Workers Compensation Insurance that covers its employees working on the Project and such insurance meets or exceeds the requirements established by law. 4. The Contractor and its subcontractors have verified the U.S. citizenship or lawful status of all workers employed on the Project and do not knowingly employ any person who is an unauthorized alien in connection with the contracted services. 5. The Contractor and its subcontractors have been informed by the City of the requirements to pay prevailing wage for the Installation of Display Sign item and will pay the prevailing wages to all workers employed on the Installation of Display Sign as established by the applicable Annual Wage Order for the County where the Project occurs. These requirements include, but shall not be limited to: 5.1 Not less than the prevailing hourly rate of wages, as set out in the wage order attached to and made part of this affidavit, shall be paid to all workers performing work for the Project (Section 290.250, RSMo.). 5.2 The Contractor will forfeit a penalty to the City of Creve Coeur one-hundred dollars ($100.00) per day (or portion of a day) for each worker that is paid less than the prevailing rate for any work done for the Project by the Contractor or by its subcontractor (Section 290.250, RSMo.). 5.3 The Contractor and all subcontractors for the Project must require all on-site employees to complete the ten-hour construction ssafety training program required udner Section 292.675, RSMo, unless they have previously completed the program and have documentation of doing so. 5.4 The Contractor will forfeit a penalty to the City of Creve Coeur of two-thousand, five-hundred dollars ($2,500.00) plus an additional one-hundred dollars ($100.00) for each employee employed by the Contractor or its subcontractor, for each calendar day, or portion thereof, such employee is employed without the required training referenced in pragraph 5.3 above (Section 292.675, RSMo.).
6. The Contractor and its subcontractors are in compliance with federal law requiring an accredited apprenticeship program, if applicable. 7. The Contractor and its subcontractors are enrolled and participate in a federal work authorization program with respect to employees working in connection with the contracted services. 8. The Contractor will comply with all provisions of federal, state, and local codes, ordinances, and regulations governing the regulation of Equal Employment Opportunity and Non- Discrimination. 9.
