He raised disappointment about HTC being asked to comment on a retrospective application. His disappointment is compounded by two factors - 1. The risk to Harwich s economic lifeline, i.e. tourism, and 2. The build having taken place before approval is granted, which is taking a risk with public money. Dr Rogers quoted from the H&M Standard, that the project was funded from the Community Initiatives Fund (CiF). His question related to section 12 of the application form regarding Flood Risk, and it states that the area is not in a flood risk area; and he asked if HTC can confirm if it s not at risk of flooding. Cllr Calver said no but HTC can ask the question and draw that point to the attention of the planning authority, whatever our recommendation. Graham Richardson, General Manager of the Mayflower Project said he was aware they are in a flood risk area and would be happy to take up any error on the application with the planning authority. Regarding the funding, Mr Richardson confirmed that part came from CiF, part from a heritage trust and large part came from the project itself. Appeal Dismissed. Approval of application 16/00611/FUL - Proposed residential dwelling house, Land rear of 9 Fronks Road Refusal of application 16/00636/COUNOT - Change of use from residential care home to children s day nursery, Abbeyfields, 93 Fronks Road, Harwich. Approval of application 14/01224/FUL Conversion of existing dwelling into 4 flats with 2 storey rear extension, 25 Hill Road, Dovercourt.
