Clarification: DESIGN BUILD PARKING LOT AND MODULAR FACILITY FOR LYNX PARATRANSIT OPERATIONS (LOC EXPANSION) RFP 18-R01 ADDENDUM NUMBER ONE (1) August 3, 2018 Proposers may submit clarifying questions to answers presented in this Addendum only. No new questions will be addressed. The Original Due Date and Time remains. No Extensions have been granted. The Cone of Silence Remains in effect. All questions must be in writing and sent to Lou Emma Cromity at lcromity@golynx.com. Furniture, Fixtures, and Equipment purchase will be a part of a separate solicitation. Request For Proposal (RFP) 1. Question: Will everyone be receiving written answers to the questions from the Pre- Submittal Meeting? Response: We requested that all questions presented at the Pre-Proposal meeting be submitted in writing. Any question received in writing is included in this Addendum Number One (1). 2. Question: Section 16, "Proposal Format" on page 3 of 6 of Exhibit A shows the following breakdown for our proposal submission: Introduction of Proposer, and cover letter, 2 - Company Qualifications and Personnel and Experience, 3 - Design-Build Team Methodology/Approach to Scope of Work, 4 - Required Submittals (Forms and Exhibits), including pricing, 5 - Insurance, Bonding, W- 9, 6 - References and Project References Exhibit C, "Proposal Evaluation" states that Phase 1 Criteria will use the following as basis of award: Experience, Background and Qualifications Design-Build firm, Key Personnel, Financial Capacity, and Key Sub-Consultants - weighted factor 25 Approach and Methodology To Providing Services and Proposed Management Plan - weighted factor 40 Design Quality - weighted factor 35 1

Given that we are submitting on Phase 1, do all the items listed in Section 16 "Proposal Format" necessarily apply? Should that format be revised? Additionally, are there any specific forms or requirements for the "Experience, Background and Qualifications" or "Approach and Methodology To Providing Services," etc., in Exhibit C, or should the proposer simply use their best judgement on what to submit? Response: Please see the corrected Evaluation Criteria Information. Scope of Work 3. Question: What are the different kinds & quantities of staff positions (managers, support staff, dispatchers, etc.) for the 35 employees required per the RFP? Response: Please see the attached document that provides the Turtle top Paratransit Vehicles and the ARBOC NeighborLink Vehicles dimensions. 5. Question: Will the Bus parking spaces need to fit the larger Lynx buses also (for future?) since the parking lot structure is supposed to be designed to support those buses? Response: No 6. Question: Do the maintenance bays need to be enclosed with walls and overhead doors? Response: Yes 2

7. Question: What would the electrical power requirements be for the optional Maintenance facility? Voltage & phase? Do the lifts need certain voltage requirements? Response: 480 Volt 3 phase for major equipment including lifts and 208 Volt 3 phase for minor equipment. Lighting can be either one. 8. Question: Is a backup generator required? Response: Yes 9. Question: Is LEED Certification required, or is LYNX just interested in energy efficient design? Response: Energy efficient design required 10. Question: Is compressed natural gas being used for the vehicles? If so, are there any special provisions from TECO Gas Company? Response: These vehicles are all Unleaded gasoline 11. Question: Please confirm the perimeter fence is black vinyl coating per the RFP page 24. And not Wrought Iron as labeled in Exhibit L Response: Black vinyl. Exhibit L will be corrected. 12. Question: Please confirm concept #1 is the leasing option and Concept #2 is the modular construction option. The RFP mentions the maintenance bays under the leasing option which does not seem to match the concepts. Response: Both Modular Facility Concepts are to be leased only. 13. Question: Section 3, Current Environment, on page 18-R01, LOC Expansion explains that : "This is a twenty-four (24) hour seven (7) days per week operations. Staff volume varies as the drivers are coming in throughout the day; however, there are approximately 180-190 operators (drivers) scheduled in shifts Monday through Friday, with the majority of the operators reporting to work in the first shift, which is between 3:00 a.m. and 10:00 a.m." The RFP doesn t indicate where these operators park currently. Do we have to provide an additional 180-190 spaces for their parking in addition to the bus parking and employee parking that is specified? If so, during what phase of the project does that need to be provided? 3

Response: 194 spaces will be used for both using a Staking Concept. The Concept of Staking will be used for the operator s personal vehicles. The operator will pull the paratransit vehicle out of the assigned parking space and place their personal vehicle in that same parking space. 14. Question: If we anticipate avoiding wetland impacts based on the jurisdictional wetland line from the 2017 SJRWMD Permit is the ACOE 404 Dredge and Fill Permit still a required permit for this project? Response: Price separately. 15. Question: Is the project fully or partially funded at this time? If not, when is full funding expected? Response: Funding will depend on the final negotiated contracted price. 16. Scope of Work Item 20 requests a schedule as part of the proposal response. Is that schedule required in Phase 1 or Phase 2 and which Section of the response should it be placed in? Response: The Evaluation document will be corrected. There is only one phase. proposed schedule is required with your Proposal. Also, the 17. Question: I am not sure what the deliverable is for the Design Quality section of Phase 1 Bid. Are you able to specify what exactly is required to be turned in for Design Quality portion of the RFP in Phase 1. Response: There is only one Phase. Please see the attached Evaluation Criteria. Design Quality is how efficient is your design and quality of the design for the project. Does it accomplish the requirements of the project? The Design Quality should be submitted in your Approach and Methodology to the project section. Information Technology 18. Question: Page 15, 1st Bullet Item: Is the "IT server room" envisioned to be a true server room or is this intended to be a standard Communications Room (i.e. IDF) interconnected via fiber optic cable to the Lynx Operations Center (LOC) (i.e. MDF) located at 2500 Lynx Lane? Response: The IT server room should be considered as a true server room capable of installing 2 42U universal server racks. 19. Question: Page 19, Paragraph #16: Is the "existing network" connection point at the Lynx Operations Center (LOC) located at 2500 Lynx Lane? 4

Response: The existing network connect point is located at 2500 LYNX Lane, Building B, 2 nd Floor, Server/MDF room. Security 20. Question: What security is required for the site and buildings (cameras and where you would want them, guard gates, etc.)? Response: Small guard house and gate off of Industrial Blvd. The entire parking lot and the perimeter of the buildings should be under camera surveillance. The interior of the facility should have cameras capturing the entrance and exits of the building. Hallways and money counting rooms will be equipped with surveillance cameras. 21. Question: General: Is CCTV the only required security system? Or will other security systems, such as Intrusion Detection or Access Control on the administrative modular structure or vehicular gates with Access Control at the property's perimeter, be required? Solicitation No: 18-R01 Solicitation Name: LOC Expansion REVISED EXHIBIT C PROPOSAL EVALUATION AUGUST 3, 2018 A. Proposal Evaluation Criteria The following is the criteria by which Proposals from responsible Proposers will be evaluated and ranked for the purposes of selecting a Proposer for an award. Criteria Weighted Factor Experience, Background and Qualifications Design-Build firm, 25 Key Personnel, and Financial Capacity Approach and Methodology To Providing Services, 40 Management Plan, and Design Quality Price Proposal 35 B. Evaluation Process All Proposals shall initially be reviewed by the LYNX Senior Purchasing Agent. The Procurement Senior Purchasing Agent s review shall be limited to determining whether the Proposals comply with the requirements of the RFP. The Senior Purchasing Agent may, in his or her sole discretion, (i) reject any Proposals that are incomplete, (ii) reject any Proposals that fail to conform to the requirements of the RFP, and/or (iii) reject any Proposals that take exception to the Scope of Services. The Senior Purchasing Agent may waive any informalities or irregularities in any Proposal if he or she determines that such irregularities or informalities are not material. All Proposals that are not rejected by the Senior Purchasing Agent shall be evaluated by the SEC. The Proposals will be evaluated by the Source Evaluation Committee ( SEC ) established by LYNX. The SEC may be comprised of persons from within and outside of LYNX. The composition of the SEC shall be determined exclusively by LYNX. The SEC shall individually rank the Proposals based upon the Proposal Evaluation Criteria. Said ranking shall be posted on LYNX Website and Proposers shall be notified by email. The SEC shall recommend to LYNX Board of Directors that a Contract be awarded to the Proposer(s) having the lowest Ordinal Ranking. The SEC reserves the right in its discretion to schedule an interview with and/or presentation from one or more of the Proposers at any stage of the Proposal evaluation process. Best and Final Offer The SEC may make an award recommendation based upon the initial proposals received, request a revised proposal based upon further clarifications and/or questions or request the Procurement Department to enter into negotiations with select Proposers or to obtain a best and final offer. The Proposer with the highest total score shall be given an Ordinal Ranking of 1, the second highest firm an Ordinal Ranking of 2, and so on. Once the Ordinal Ranking of the Proposer s is complete, the members of the SEC may make the following recommendations: Exhibit C Page 1 of 2
