Subject: KENSINGTON AND CHELSEA BRANCH RETIRED MEMBERS' AGM 2014 MINUTES OF MEETING Date: 1. 25 April 2014 Time: 1 pm Attendance: 38 Members (+ guests) Attendance register available. Item Subject Action by 1. 2. OPENING REMARKS FROM THE RETIRED MEMBERS' SECRETARIES The retired members' annual lunch event has been revamped with more emphasis on it being a meeting/agm, planning activities and voting for representatives. The intention is to meet more than once a year to plan and for activities. 2. 3. APOLOGIES FOR ABSENCE Over 50 apologies. (actual figures are 75 + 2 deceased and 3 undeliverable returns) 3. 4. SPEAKER: KEN DAVISON (DEPUTY BRANCH SECRETARY) 5. The Branch is constantly busy. Two areas account for a large amount of the work: representing the workforce as a whole and representing individual members with disciplinaries, sickness absence and so forth. The membership has held up despite the restructures and redundancies and is around 1000. Additionally the density in the workforce has increased. There are many new reps and new SOGs (Self Organised Groups) including an LGBT (Lesbian, Gay, Bisexual, and Transgender) and also a Woman's Group. Bi and tri-borough has been very challenging with our members being spread across two boroughs. The collective responsibility has been extremely busy with ongoing rolling restructures and reorganisations, but we have managed to cover all such meetings. No one is safe from this - including Branch officers. Marjorie Roscoe died in June last year and Ken represented the branch at her funeral. Verena and Sue have done a great job in taking over. 4. 6. ELECTION/RATIFICATION FOR RETIRED MEMBERS' SECRETRARY Sue and Verena were formally ratified as joint retired member secretaries and are therefore automatically elected to the BRMC. The voting was unanimous 5. RETIRED MEMBERS' DRAFT CONSTITUTION - FOR DISCUSSION It was noted that the draft constitution proposed the setting up of a committee to help with the work because it s too much for just the branch secretaries to do. The draft constitution proposal was agreed unanimously 3

but will still need ratifying by UNISON centrally. Q: Where will meeting take place? A: This is flexible. The first committee meeting will be held here after the AGM. The committee will decide - maybe a pub or a room in the Town Hall. SC/VB BRMC Item Subject Action by 6. ELECTION OF MEMBERS TO THE BRANCH RETIRED MEMBERS' COMMITTEE (BRMC) 7. AOB Sue Clark and Verena Beane are automatically elected onto this committee (see point 4 above) Allen Hawley, Roger Krall, Monique Becker, Rochana Lowton, George Hulme were duly elected onto the Retired Members Committee. Members were invited to continue to think about it and still put their names forward after the meeting. They will be considered nominated by this meeting. It is planned to have activities throughout the year. The process was started by asking for members' ideas - members were invited to suggest activities. Attention was drawn to the papers on the table for comments/suggestions on outings and those wishing to attend more meetings. There was also a feedback sheet regarding the venue and style of the AGM. All member s Update on membership. In future years will mention deceased individually if we can. Minutes silence held SC/VB World Elder Abuse Day on 15 June. UNISON has activities going on around London which members could join in with. NPC: Sue Allen and Verena attend this. The NPC provides a lot of useful information about pensioner issues such as the freedom pass and the impact of the last budget. Verena/Sue always produce a report. This will be going up on the retired members' page of the branch web site eventually. Members can join the NPC for just 5 per year (forms were provided). Details about the NPC and how to join as an individual can be found on their website. Sue thanked all the members who made contributions towards the event. Financial Report - 2014/15 The Retired Members Group has no bank account of its own and so figures are not precise. Whilst some items, such as attendance at Conferences, are reimbursed from Unison/Branch funds, other items, such as Printing, Postage and Stationery, for example, are dealt with directly by Branch. The figures below are, therefore, informed estimates and are broadly in line with expectations. The major sources of expenditure for the year were for the Retired Members AGM/Lunch (approx 1400.00), Postage and Printing (approx 1300.00) and Travel and Accommodation to Conferences (approx 1000 total to NPC and Retired Members Conferences). However, we understand that, as with many financial matters, Branch funds are rather limited and the amount available for Groups such as ours is being substantially cut back for the coming financial year. This will mean that your Committee will need to seek ways of making savings. Roger Krall - Treasurer Social Secretary Report 2014/15 A number of social visits and outings were arranged for retired members over the summer. In July 2014 we met at Richmond Riverside for refreshments at the White Cross before a return trip down the Thames to Kingston. In August we met at the Morpeth Arms at Milbank before a guided tour of the 20 th century galleries at Tate Britain. In September a small group met up at the Chelsea Potter prior to a visit to the Chelsea Physic Garden. It is hoped to arrange a number of social visits and outings for this year. Vice Chair Report 2014/15 I was nominated and elected onto K&C Unison s Branch Retired Members Committee (BRMC) in 2014 and was elected for the role of Vice Chair. Last year our committee nominated me to be a male representative on the Greater London Region Retired Members Committee, who in turn voted for me to represent them at the South Eastern Regional TUC. This year I was nominated again to stand as a male representative for Greater London and had to go through an election process. I was voted in to represent Kensington & Chelsea retired members for a second term. I have represented the branch at the National Pensioners Convention, which is commonly known as the Pensioners Parliament. I also represented the branch at the Retired Members Conference in Southport in 2014. I have regularly produced reports for the branch with details of all the meetings I attended during the past year. I enjoy every aspect of being a committee member and the diverse challenges this role brings. I have been busy networking and representing everyone s interests at various forums. I would be happy to meet up with members at the AGM and answer any questions they may have about the work that I do. As a committee we have achieved a great deal in the past year to put the section on a sound footing. I am now looking forward to another busy and successful year. Allen Hawley - Vice Chair Website Report 2014/15 I was nominated and elected onto the K&C Branch Retired Member Committee in 2014. At one of the committee meetings we agreed to look into setting up a Retired Members section as part of the Branch website. The aim is to keep everyone informed and up to speed all year round, about the work done by the committee on behalf our members. I volunteered to look into this idea because I like working on computers and I feel strongly about establishing good communication links with our members. I liaised with the Branch Administrator John Marsden to put our ideas into practice. I ve had several training sessions with John at the Branch office and am learning about website design. I am making steady progress and hope to have the Annual Report on the website soon. It is a work in progress but I m committed to working hard to make the Retired Members website informative, exciting and fun, with photos, an activity calendar, reports and useful information. I have attended all the Branch Committee meetings and I m enjoying the challenges that this role brings. I find the work very rewarding and hope that members will be able to access the website to see what the committee is achieving. Monique Becker Website Design Vice chair and website reports 2014-15 6

Joint Retired Members Secretaries' Report to Branch AGM 2015 Last year we were formerly elected at the AGM as joint RM secretaries for the first time. We had a successful RM AGM in 2014 and have built on this. Currently we have been reviewing and developing the retired members sector in the branch and now we have 7 members on the Branch Retired Members Committee. We have provision in our constitution for up to 9 members. In the last year we have held 4 meetings. Posts were allocated as follows: Allen Hawley-Vice chair; Roger Krall- Treasurer; George Hulme-Social Events Organiser; Monique Becker-Venue Organiser and Website development; Rochana Lowton- Minute taker. Social events were organised and took place. We held 3 summer events (Pub lunch and trip on the Thames; Pub lunch and Tate Britain; Chelsea Physic Gardens) We have attended a number of meetings on RM's behalf which include Unison branch and regional meetings, Unison National Retired Members' Conference, National Pensioners Convention and SERTUC. We've also supported the branch on demonstrations This is in addition to the everyday support and admin tasks. Changes were made to retired members' funding rules at the National Delegates' Conference 2014. So now Retired Members' sections shall have adequate and agreed funding for retired member activity and access to other resources subject to Unison guidelines This has already been incorporated into the 2014 Unison Rulebook (Retired Members Organisation C6.4) As a result we are now required to submit an annual budget to the branch, the first of which has now been presented. Unfortunately our budget has been considerably reduced, we now only have 1,500 for all conferences and this year's AGM/lunch. Subsequently the branch committee has agreed that we may retain any donations made to our retired members' group. It was also agreed at the NDC 2014 that the Retired Members Secretaries' Handbook would be updated and reprinted. We have endeavoured to communicate as much as is feasible with all our members although money constraints mean that we are restricted in the number of paper mail outs. RESULTS OF THE SURVEYS AT THE AGM 2014 Improvements to the day/future venues analysis The following points were made: 10. Kensington and Chelsea Branch CONSTITUTION OF KENSINGTON AND CHELSEA RETIRED MEMBERS' GROUP 17. Aims and Objectives To promote the interests of retired members of Unison in Kensington and Chelsea Branch, in accordance with Unison rules and policies. To enable a continuation of trade union activity in areas of mutual concern and interest to working and retired members. To encourage retired members to support working members at branch, regional and national level in areas of mutual concern. To encourage participation in activities of the wider pensioners' movement. To promote effective communication with retired members in the branch. To assist the branch in establishing and maintaining a retired members' section in line with Unison's stated policy. To consider submitting motions or amendments for forwarding to regional committee To hold a minimum of one general meeting per year for retired members. The quorum for the AGM shall be 12. A branch retired members' committee shall be constituted and members elected annually. The Retired Members' Secretary shall be elected by the branch retired members in accordance with Unison's rules and ratified by the retired members present at the Branch Retired Members AGM. The secretary will act as chair of the retired members' committee. The Retired Members' Secretary shall attend the branch committee meetings 9

2. Branch Retired Members' Committee (BRMC) The BRMC shall consist of:- a) Up to 9 elected retired members of the branch b) At the first members' meeting following the branch AGM the following officers shall be elected to serve for one year:- - Vice Chair - Treasurer The election for these posts should be carried out in accordance with branch rules. c) There will be a minimum of 2 BRMC meetings annually. d) Proposed changes or amendments to the constitution will be circulated to all branch retired members for consultation before agreement at a quorate AGM e) A BRMC meeting shall be deemed quorate if there are 3 members present f) The BRMC will ensure that appropriate training is offered to retired members. g) Ensure that reports are submitted in an appropriate format to encourage accountability. 3. Representation in Unison a) Unison proportionality rules will apply as far as is practically possible to: i) The number of delegates sent to Retired Members' National Conference will be as prescribed in relation to the membership numbers. ii) The number of delegates sent to the Regional Retired members' Annual Delegate Meeting will be as prescribed in relation to the membership numbers b) Retired members are entitled to attend the Branch AGM and branch meetings and to vote on issues not relating to pay and conditions of members in employment. 4. Representation on Other Appropriate Bodies a) Up to 2 delegates will be sent to the National Pensioner's Convention (NPC) Parliament. This will be requested from Martin. Using this information will allow the committee to plan its expenditure. The committee will use this financial year to gauge how much needs to be budgeted for next year. Then a decision can be made if a devolved budget will be requested. Money collected for the retired members' lunch requires splitting into two streams: Money explicitly to pay for the retired members' lunch and donations over and above that amount which should be placed in a separate budget for use of the committee. This would give the group more flexibility in sending members for conferences or other activities. Martin will be asked to keep the retired members' budget/expenditure in a separate cost centre. All receipts/claims are to be forwarded to the Treasurer (Roger) who will keep a note of it in a ledger. In the event there is no receipt then simply inform the Treasurer. 3) Meetings - a. Summer is the best time to do social activities so a first meeting should be soon. b. The date of next committee meeting is Wednesday 4 June Britannia Pub 2pm (Alan Street, off Kensington High Street). (There is back up date of Thursday 12 June in case everyone is busy). 4) The quorate of the retired members' committee is 3 (based on the UNISON 1/3 rules) 5) The committee proposed thanks to Verena and Sue. 11
