VDOT requests that the MPO approve an adjustment amendment to the FY09-FY12 TIP to reflect the addition of $4,847,873 to the Safety/ITS/Operational Improvements Project Grouping. Because the ARRA funds are being allocated to a project grouping in the TIP, this action does not require a public hearing. Because new projects that will be funded with the ARRA funds are being added to the TIP project grouping, an amendment to the TIP and public hearing are required. The funding will be used on supplemental paving projects to address sections of roadway with deteriorated pavement or safety issues. VDOT has identified roadway sections along Routes 20, 29, 250 and 53 in Albemarle County and sections of Route 33 in Greene County. The adjusted new project information for the TIP is also enclosed. This TIP amendment brings the FY2009-2012 MPO Transportation Improvement Program (TIP) into alignment with the new SYIP. This TIP amendment incorporates stimulus funding applied for by the MPO s transit agencies into the FY2009-2012 MPO Transportation Improvement Program (TIP). The following table depicts the recommendations for final allocation of ARRA funds for small urban transit systems within the Charlottesville/Albemarle Metropolitan Planning Organization. (434) 979-7310 phone (434) 979-1597 fax info@tjpdc.org email TO: MPO Policy Board FROM: MPO Staff DATE: July 21, 2010 RE: Planned Transportation Improvement Program Amendment Purpose: The MPO staff is asking the MPO Policy Board to review the planned amendment to the Transportation Improving Program. Background: DRPT has finalized the FY11 funding allocation figures for the State Transportation Improvement Program (STIP) and the Six Year Improvement Program (SYIP). These funding changes are mostly minor and can be processed as administrative adjustments. One of these funding changes, because of the amount of funding, must be processed as a TIP Amendment. This amendment reduces the funding Charlottesville Area Transit has available for the replacement of rolling stock. The overall funding change, for STIP Project CTS0003 and MPO Project 9, is a decrease $1,397,000 in federal funds, a $144,000 increase state funds and a $493,000 decrease in local funds. This amendment is shown in red text on the accompanying chart. Items with blue text indicate an administrative adjustment. This chart will replace the chart that is on page 61 of the FY09-FY12 Charlottesville-Albemarle Transportation Improvement Program.
