A quorum was present. Approval of Agenda MSP: J. Bradley / J. Waddell. The agenda for 05/09/2017 meeting was passed as amended with unanimous approval. Closed Session No closed session was held. Approval of Minutes MSP: M. Yanez / J. Waddell. The minutes for 02/14/2017 were approved as amended by Barbara Harmon. 1

MSP: W. Elarton-Selig / M. Yanez. The minutes for 04/11/2017 were passed with unanimous approval. Discussion / Follow-Up Reports A. Wellness Committee Update Active & Fit RFP Update Katrelia informed the members that JLMBC authorized staff to issue a Request for Proposal (RFP) for the gym membership program and it is still in process. Active & Fit is the actual name of the program under the American Specialty Health (ASH) that is also utilized by Kaiser Permanente. She furthered informed that despite the fact she was requested to get three or four quotes, she was able to find only one company that is close to offer a direct or self-pay program for employees of a company or a corporation to use nationwide gyms. Wellness Expo Summary Katrelia noted that the results for Onsite Wellness Screenings for the diabetes and pre-diabetes testing are not ready yet. She stated that Onsite Wellness Screenings had a minimum of 60 participating employees in their proposal but LACCD did not make it 60 reaching 45-48 participating employees only for the actual glucose. Due to negotiations Katrelia had with them, Onsite Wellness Screenings reduced the minimum of 60 to 50 for LACCD. She further informed the committee that there is no fee coming from Kaiser Permanente for the Kaiser Biometrics Mobile Health Vehicle. Walking Club Challenge Summer 2017 A document entitled Health and Wellness Expo 2017 was distributed. It included the recognition of the summer walking program and participants in the top five levels as well as all participants for each worksite. Katrelia was happy to inform JLMBC that she was very pleased with the results since they get better every year. She made a review of the document and clarified numbers included. SAAM 2017 Summary Katrelia informed the committee that a request was received to make Sexual Assault Awareness Month (SAAM) an annual event during April. She noted that three college presidents and Chancellor Francisco Rodriguez, who made their speech for this event reinforced that the information provided by the Office of Diversity Districtwide Coordinator and her assistant is highly important. 2

WellCard Information A document entitled WellCard Savings was distributed. Megan Leslie informed the committee that per David Serrano s request she did research on this type of service. She made a review of the document. She noted that this is a self-pay card that will give LACCD members opportunity to get great discounts for prescriptions and doctor visits. Also, this card works in conjunction with the members current health plan. B. AJG Updates (Compliance and Benefits) Scott Morsch referenced a document, House Passes Bill to Repeal and Replace PPACA, an update on the American Health Care Act (AHCA). No immediate changes have taken place and committee will get an update in September. CalPERS Medical Plan Changes (i.e. Copays, RX, etc.) Scott Morsch informed JLMBC that a research on the change of benefits through the CalPERS occurred to institutions like LACCD has been done per Committee s request. The results are ready showing nothing has been changed. Bill Elarton respectively disagreed noting that members do have some changes in their plans. M. Leslie will introduce the only changes that occurred. a. Anthem is only Plan with Changes Megan Leslie made a review of the document entitled CalPERS Anthem Plan Changes, and clarified numbers included. The document is an update on CalPERS three different plan changes Anthem PERS Choice, Anthem PERS Select and Anthem PERS Care 2010-2017. AB-528 Recap Per committee s request, Scott provided the members with a document entitled AB-528 Summary. It is a recap document that includes the research on FAQs on AB-528 developed by the JLMBC. The research discovered under AB-528 that there is not any controlling guidance in terms of clarification, definition or administrative procedures that come to implement AB-528. It is important to note that LACCD should interpret for themselves and make a decision on how to comply within their particular benefit eligibility structures. Scott reinforced the committee that their meeting of AB-528 in terms of Gallagher Compliance is consistent with what was found in the LACCD definition of AB-528. He noted that there would be a negotiable item if LACCD decides to get an expended definition on coverage beyond the actual provision. 3

529 Plan LACCD Fiduciary Responsibilities Scott made a review of the document entitled Tuition Troubles. The document gives information on 529 Plan. This is a state program by which there is a tax saving for students future education costs. District offers a program which would be college savings accounts through payroll deductions. Scott introduced advantages and disadvantages of the program to the JLMBC. He noted that having 529 Plan gives opportunity to have a lot of investment option such as lifestyle plans or age target plan, i.e. there is one vendor but multiple different investment opportunities, also, there will be different representatives of different investment opportunities. Move forward 529 Plan RFP be served to LACCD staff. MSP: J. Waddell / V. Butler. (Unanimous) Plan Offering Discussion Megan Leslie informed JLMBC that VSP renewal is coming in the next few weeks. a. VSP Vision Plan Enhancements Megan informed the committee that she is able to have the VSP come and make a presentation for JLMBC. The document entitled Retail Frame Allowance Recommendation was analyzed by M. Leslie. She noted that the current VSP Retail Frame Allowance is $150.00. JLMBC members requested clarification in specifically regarding the frames and computer glasses stating that the price is too high. Per committee s request, she will seek clarification on these benefits under members plans and provide a detailed presentation. It was stated that some utilizations on the plans had some recommendations of enhancements to try to capture more of the population that utilizes the vision benefit. Scott noted that VSP added some retails including the largest one being Costco. He further indicated that this is an enhancement we can add at no additional cost to LACCD or employee. Velma requested to get clarification on the best deal they have as well as the coverage for computer glasses. Leslie confirmed that they will take it as a follow up and as soon as they have the renewal, they will also get this information for JLMBC. Megan informed the committee that the other benefit that was built within the VSP plan is Hearing benefit being partnered with TruHearing. This program offers discounts on hearing for anybody that is enrolled in plan. It was said that this topic will be touched in the Newsletter. 4

b. Additional Employee Benefits JLMBC was provided with a document entitled Additional Employee Benefit Offerings being an outline of additional benefits employees might be interested in. Status Updates A. RFP s HRA / FSA David noted that HRA/FSA was canceled for this meeting. It has been submitted to contracts unit. As soon as he gets the dates from them, it will be reopened. B. Labor Caucus Updates No report was provided. C. Supplementary Retirement Program (SRP) Medical, Dental & Vision No report was provided. D. ADP / WageWorks David informed the committee that ADP is rebranding its products as WageWorks. ADP handles HRA /FSA programs. It is a third party administrator. The attachment members were provided with was sent by WageWorks in order for all employees to know ADP will now be called WageWorks. Constituency Report(s): If Needed A. Communications Bill informed the committee that he is not able to give timeline as of when he will get an update on Labor Caucus. Also, he noted that Supplementary Retirement Program (SRP) will be forwarded to the Board of Trustees. Review Drafts of Active, Adjunct, Retiree Newsletter A document entitled LACCD JLMBC Fall Newsletter Topics was provided and reviewed by Megan. The draft included the topics that JLMBC requested. JLMBC requested some changes that would include more information regarding Adjunct Newsletter, particularly on Health Care Reform. 5

Zomo Health & Health Connexxtions Expos Zomo Prevention Cloud Access to Track Steps Walking Challenge Incentives Katrelia requested that the JLMBC take action on the following motion: Approve to take a Short Term Agreement with Zomo Prevention Cloud for a 12-week Summer Walking Challenge program for Board approval on June 7, 2017 meeting. MSP: W. Elarton-Selig / V. Butler (Unanimous) Lunch & Learns for Wellness Education The JLMBC took action on the following motion: Approve Lunch & Learn will bring awareness on pre-diabetes and diabetes, how to manage diabetes, how to eat healthy, how to lose weight and to stay fit. The program will be offered during lunch hour at the colleges. There is no cost for this program. MSP: W. Elarton-Selig / V. Butler (Unanimous) Discussion / New No report. Public Comments None.
