Why we need a policy The Council is getting less money from the Government This means the Council needs to make a lot of savings by 2018. About 80 million pounds in savings. This includes having a lot less money to spend on Adult Social Care. Adult social care will need to save 10.8 million pounds which is a lot of money. There are also more people coming to the Council for help with their care and support needs. 4

Last year the Council spent over 1.3 million pounds on transport to take people out and about to places like day care services The Council cannot afford to spend so much on transport. The Council must make sure we have enough money to pay for all the services we have to provide by law. So the Council needs to make changes to how we provide transport. The changes we plan to make will save us 900,000 pounds over the next 2 years. 5

Policy summary This policy tells you about the changes Enfield Council plan to make. At your needs assessment we will look at what your transport needs are. We will write in your support plan what transport you will need to use to get and about. Your support plan will say if you are able to arrange your own transport, or if you have family or friends who can help you. If you have a Motability car, then this should always be available when you need it. 6

If you cannot arrange your own transport and there is no one to help you, the Council will arrange your transport for you. The council will give you a list of transport options and you can have a chat about this in your support planning meeting If you have savings of more than 23,250 pounds you will have to pay for all your own transport. If you receive mobility benefits, you may be expected to use them for your transport costs. Even if you don t get mobility benefits you may need to pay towards your transport costs. We will talk to you about this at your support planning meeting. 7

If you have to pay more for transport than you get in mobility benefits, you can ask for your care charges to be reduced by the extra amount you spend. We call this Disability Related Expenses. We will need to see what money you spend on transport. We may ask to see receipts. The Council will make sure your income is not less than the Minimum Income Guarantee (this is your level of Income Support or benefits) plus 25%. This means the Council may pay for some of your transport to meet your assessed needs and you may pay for some of it too Council staff will talk to you about this at your financial assessment. The Council will only pay for the cheapest and most appropriate (best) transport option for you. This will be shown in your support plan 8
