What is the difference between Equity and Equality?

What is GESI? Gender equality is about transforming the distribution of opportunities, choices and resources available to women and men so that they have equal power to shape their lives and participate in the process. Gender Equity is the process of allocating resources, programs, and decision making fairly to both males and females without any discrimination on the basis of sex and addressing any imbalances in the benefits available to males and females.

WOBA Project Goal & Objectives Goal: Improved health and gender equality for lowincome, vulnerable HHs in Vietnam through sustainable and inclusive WASH; Objective: Sustainable OBA in rural water and sanitation achieved through government cofinancing and private sector engagement, targeted GESI approaches for empowering women at household and community levels mainstreamed - Funding source: Water for Women Fund, Department of Foreign Affairs and Trade (DFAT), Australian Government 10/9/2018 5

How is this different from what we have done before? Project Outcomes 1. Strengthened national and sub-national WASH systems with government able to implement and sustain inclusive output-based aid WASH approaches in rural Vietnam 2. Strengthened private sector ability to operate sustainably and reach poor and GESI communities in rural Vietnam 3. Improved access to and use of equitable WASH services, especially among marginalised community members 4. Improved gender empowerment outcomes in households and communities 5. Increased use of evidence and innovation in gender and inclusive WASH in Vietnam 10/9/2018 7

Project profile 1. Donor funding for beneficiaries and implementing partners: 31.7 billion VND 2. Co-financing committed by local government: 10.5 billion VND 3. Project duration: September 2018 October 2022 4. Project areas: Hoa Binh, Thanh Hoa, Nghe An, Ha Tinh & Ben Tre 5. Specific outputs: 8,000 poor, near poor and GESI households connect to piped water schemes; Improve access to hygienic sanitation in rural communities, with latrines constructed by 3,000 GESI households, 15,000 poor and near poor households and 2,000 non-poor households. 10/9/2018 8

Target Beneficiaries - Sanitation GESI households (3,000 HHs) Single parents, orphans, people with HIV, single elderly without pension, people with disabilities Applying Decree 136/2013/NĐ-CP issued SOCIAL SUPPORT POLICIES FOR SOCIAL PROTECTION SUBJECTS Poor & Near Poor households (15,000 HHs) Households received poor and near-poor certificate annually in accordance with Decision 59/2015/QD-TG which set multi-dimension poverty line criteria from 2016-2020 Non-poor households (2,000 HHs) Non-poor households who build hygienic latrines using Sanoba products/services SANOBA business is a self-sustaining model for sanitation mobilization by Women s Union members which will be coordinated with private suppliers 10/9/2018 10

Project Objective Water component 1. Competitive OBA Smart subsidy Fund for rural water enterprises to target GESI and poor households in their existing service areas and considerably expanding to reach them. 2. Subsidy range: 1.2-1.5 million VND/connection 3. Empower women in water supply by engaging WU s members to conduct customer satisfaction surveys, public awareness raising, demand creation and support to access to loan 4. Increased capacity of government partners to deliver OBA approaches that explicitly benefit marginalized groups 5.
