EMPLOYEE BENEFITS General Information The Mart Independent School District offers health insurance, supplemental insurance, personal and bereavement leave, extended sick leave and catastrophic leave to all employees. All employees, including the superintendent, receive the same benefits. Questions related to any of the personal benefits may be directed to the Business Manager. Health Insurance Mart ISD participates in the required State of Texas health insurance plan coordinated by the Texas Teacher Retirement System. Supplements for health insurance are available from the State and from the local district. The amounts are made available to employees in August of each school year. Employees not opting to enroll in district insurance do not receive the total stipends and in some cases no stipend dependent upon the rules established by the Texas Education Agency each fiscal year. Currently MISD pays $278.00 per the monthly cost of employee's health insurance. Supplement Benefits Mart ISD has available supplemental insurance programs for employees desiring to purchase the additional coverage. Supplemental insurance includes dental, life, disability, cancer, day care reimbursement, etc. Payroll deductions for these additions are available. Mart ISD provides a life insurance policy to all employees in the amount of $10,000. This benefit is paid for by the district. Personal Leave Each employee earns five (5) personal leave days per year. The District allows two (2) bereavement days in addition to the five days of personal leave. Other Leave In the event of a serious injury or illness warrants additional personal leave days, the superintendent may award extended leave or catastrophic leave. Mart ISD Board Policy DEC Local addresses the procedures for applying and receiving the extra leave. Cafeteria Plan The District participates in a cafeteria plan, which allows employees to reduce the amount of federal income tax paid by the individual employee. Athletic Pass Each Mart ISD employee is allowed free entrance to all MISD home athletic contests. The pass is good only for the employee for general admission.

PROFESSIONAL SALARY PLANS General Information Professional staff members are defined as those employees who are degreed from an accredited institution of higher learning and certified by the State of Texas or an acceptable certification agency. All professionals are paid on a twelve (12) month basis, once a month on the 15 th. The annual salary is divided into 12 equal payments. Extra-Duty Assignments Stipends are paid for extra duty assignments. A complete list of stipends paid is included in this section of the compensation plan. Stipends are earned for sponsorship or coaching student activities. The amount of the stipend is added to the salary prior to dividing into the twelve equal payments. The exception to this is UIL academic event sponsors listed on the UIL stipend list. Sponsors of these events are paid after completion of event resposiblites at the next normal pay cycle. For additional information concerning stipends, please see the material in this packet or consult with the Business Office. Stipends not on this list shall not be paid. Creditable Years of Service The Commissioner of Education determines the rules and definitions of creditable years of service. Credit will be given only for those years a Service Record indicates are valid years of service for compensation. Salary Modifications Administrative Staff 2016-2017 Administrative salary increases are based on a cost of living adjustment (COLA) computed on the mid-point range. This includes all Principals, Superintendent, Athletic Director, and the Business Manager. Salaries are computed on the annual salary. The salary range is based on two factors: existing salaries and the range of salaries for like positions in Region 12. Top of Range: $94,215 Mid-Point: $77,754 Entry Point: $69,220 The Superintendent determines rate of increase based on personnel evaluations and job responsibilities. This year we increase last years frozen salaries by 2%. This is about the amount of the step increases for the remaining staff. Effective 7/1/2016

Paraprofessional Wage Plans General Information Paraprofessional staff members are those employees occupying positions which do not require professional certification, including, but not limited to, aides, clerks, secretaries, and account specialists. All paraprofessional staff memebers are consider non-exempt under the provisions of the Fair Labor Standards Act. Therefore, all hourly employees subject to the provisions of this act. A copy of the Mart ISD Administrative Procedure for FLSA is located in the appendix. Paraprofessional employees must record the hours worked each workday on the district's current record keeping system. Payment of wages is based on the recorded number of hours worked. Paychecks are issued once each month on the 15th of the month. The pay check is based on the schedule to be found in the the Employee Handbook. All paraprofessional pay schedules begin on September 1, or the beginning of the new fiscal year which begins September 1 and ends twelve consecutive months later on August 31. This applies to all paraprofessionals, including those who work longer than 187 days. Questions concerning payroll may be addressed to the Business Manager.

Food Service Salary & Wage Plans General Information The District Food Service Director, who also manages the high school cafeteria, is exempt from the provisions of the Fair Labor Standards Act. This position is Level III and is compensated with an annual salary. Personnel paid under the provisions of the food service wage plans are consider non-exempt under the provisions of the Fair Labor Standards Act. Therefore, all hourly employees are subject to the provisions of this act. A copy of the Mart ISD Administrative Procedure for FLSA is located in the appendix. All food service employees must record the hours worked each workday each workday on the district's current records keeping system. Payment of wages is based on the recorded number of hours worked. Paychecks are issued once each month on the 15th of the month. The pay check is based on the schedule to be found in the the Employee Handbook. All Food Service non-exempt pay schedules begin on September 1, or the beginning of the new fiscal year which begins September 1 and ends twelve consecutive months later on August 31. This applies to all non-exempt employees including those who work longer than 180 days. Questions concerning payroll may be addressed to the Business Manager.

Long-term is defined as a substitute who will be employed more than three weeks. If absence is known to be greater than three consecutive weeks at the inception of the absence. The substitute teacher will be paid the long-term rate per day beginning with the initial day of absence. Long-term substitution for a classroom teachers must be approved by the Superintendent and/or designee. Teachers seeking log term substitution must meet the District's policy approval process. Long -term substitutes will be reviewed for qualifications in that area needed. In some instances the Superintendent may negotiate a long-term substitute on a situation by situation basis per principal's recommendation. 2. A bus route is defined as a morning and afternoon bus run. Half of a route is either the morning or afternoon bus run. 3. Substitutes will not be employed for Counselors, Teacher Aides, Librarians, Library Aides, or maintenance personnel unless an emergency long-term absence is to be expected. Retention Stipend A stipend/bonus to encourage full time employees who are offered a professional contract, letter of assurance, or continued employment to return as an employee of Mart ISD. An employee who honors their contract or job assurance will be awarded an amount according to the adopted schedule approved by the Board of Trustees each March, or the month of teacher contract renewal. The accumulative uninterrupted years of service will apply to the stipend schedule. The stipend will be included in December before the Christmas break. If an employee receives said check and then leaves the district the retention amount paid will be deducted from the employees final paycheck. The Board of Trustees will reexamine this retention stipend policy each March, or month of teacher contract renewal, to determine the continued value of the program to Mart Independent School District.
