The price quotation should be as per the format in Annexure-I. Bids without EMD or with inadequate EMD shall be summarily rejected. along with the 4. The EMD of the successful bidder is liable to be forfeited if the tenderer revokes any terms of the Tender within the validity period. 5. EMD shall not carry any interest. 6. EMD of unsuccessful bidders will be refunded after placing of work order with the successful bidder. 7. The bidder should write the organization name at the back side of the DD. 3. Bids without Tender Cost or with inadequate Tender Cost shall be summarily rejected. PERFORMANCE SECURITY: 1. The Firm awarded with the AMC shall submit Bank Guarantee/Fixed Deposit Receipt (FDR) of Rs.1,OO,OOO/- (Rupees One Lakh) only. The appropriate authority shall retain the right to encash the bank guarantee in case of any deficiency in service by the firm during the contract period. SCOPE OF WORK OF COMPREHENSIVE A.M.C. OF CCTV SYSTEMS: 1. All the 157 nos. of CCTV Cameras covered across 03 CCTV Surveillance Systems of Orissa High Court as detailed hereunder:- -D~-
a) New Building: 96 Dome + 08 PTZ + 06 IR = 110 Cameras (SAMSUNG) b) Old Building: 12 Bullet + 03 PTZ = 15 Cameras (SON ) c) Renovated Judges' Library: 24 Dome + 08 Bullet = 32 Cameras (HIKVISION) TOTAL = 157 CCTV Cameras 2. All other CCTV Accessories 1 Equipments comprising the aforementioned 03 nos. CCTV Surveillance Systems of the Court such as: 16/32 Channel DVRs/NVRs of Sony/Samsung/RaySharp-make, IBM Server Tower model with 5 TB back up, Speed Dome Controllers, 24 Port POE Switch, Online UPSs, Surveillance Hard Drives, Network & Server Racks, LED Displays, various TVLs, etc. related to the CCTV Systems shall be maintained by the contractor with Periodic Preventive Maintenance, i.e., once in every month during the contract period to ensure proper functioning of the CCTV Surveillance Systems of the Court. 3. A monthly maintenance chart should be maintained and be signed from concerned authorities. 4. The Contract shall cover Spot Breakdown Maintenance, Preventive Maintenance and Servicing, Repairing and Shifting of Machines. The efficiency of above machines shall be ensured. 5. In case of defect due to force majeure conditions needing replacement of CCTV cables, power cables and other spares (which are not covered in AMC) shall be arranged by contractor with prior approval of cost & make and actual charges shall be claimed separately by submitting proper supporting materials. TENDER RATES:- 1. Tenderers should quote the rates and amount tendered by him both in figures as well as in words. In case of conflict between words and figures, the lower amount will only be considered as correct. 2. Price Escalation:-The rates quoted shall be deemed to be free from escalation of any kind. Orissa High Court shall not accept for any reason, whatsoever, price escalations in respect of any material and or any category of labour beyond statutory limits during the whole period of operation of contract. The rates accepted by the contract agreement shall not be changed for any reason. 3. The rates quoted by the tenderer shall include all cost oflabour, materials, delivery, transportation, etc. but shall be exclusive of taxes / duties. -03-
- VALIDITY OF THE TENDER: 1. The tender shall remain valid for a period of 30 days from the date of opening of the tender. 2. The tenderer shall sign at the bottom of each page of the tender documents. TERMS AND CONDITIONS: 1. The Bidder must submit evidence of at least one similar nature of work done by him within a year. 2. Bidder should attach copy of experience of maintenance of CCTV Surveillance Systems for a minimum of 03 years in any Govt. Organisation, alongwith necessary endorsement. 3. The bidder must under-take to ensure that sufficient standby cameras/spare parts/wire etc. are kept in readiness so that there occurs no lapse in the security system of the court. 4. Bidders are advised to study all technical and commercial aspects, instructions, terms and specifications carefully in the Bid document. Failure to furnish all information required in the Bid Document or submission of a bid not substantially responsive to the Bid document in every respect will be at the bidder's risk and may result in the rejection of the bid. 5. Bidders are advised to visit High Court of Orissa campus to view the location and type of product installed with prior permission of the appropriate authority before submitting their bid documents. 6. The rate shall be quoted for maintenance of all the aforesaid 03 nos. CCTV Systems of the Court as a whole. 7. Bid document should be signed by authorized signatory of firm or by proprietor himselflherself. Certificate of authorization should also be attached. Interlineations, corrections, erasures and/or over-writings shall be valid only if initialed by the persons or persons signing the bid. 8. All payments are subject to statutory deductions as and when applicable. 9. Contract Period: The Contract is valid for one year. The Contract period may be extended further to successful bidder if performance is found satisfactory. -04 -
V\ Payment: Payment will be made on Quarterly basis on submission of bills by the Contractor after successful completion of each quarter. No sub-contractor will be engaged without written permission of the authority. The Authority reserves the right to terminate the contract at any time without notice if the work is found unsatisfactory and also get the work done through any other agency at the risk and cost of the Contractor. 11.In case of any technical snag it should be attended within 24 hours. However, all efforts should be made to attend the snag forthwith. 12.Contractor's Responsibility: The Firm should ensure that no delay should occur in responding, attending to any complaint, problem such as repairing, rectification of machine. In the event of any consistent delay or failure in attending the problem of machine for two or more occasions in a span of 7 days, the Authority shall reserve the right to cancel the contract forthwith and also to make alternative arrangement at the full risk and cost of the Firm. Such cost would be recovered from the periodic service bills in addition to imposing a penalty for each such incident of delayed reporting. Penalty will be decided by Registrar (Judicial), High Court of Orissa, Cuttack. Bids not conforming to the aforementioned requirements are liable to be rejected. The authority reserves the right to accept or reject any part of or all tenders without assigning any reason thereof.
