2015 WCIRB Quick Reference Guide 2015 A Quick Reference of Approved Changes to the Uniform Statistical Reporting Plan and Experience Rating Plan The WCIRB Quick Reference Guide (Guide) summarizes changes to the California Workers Compensation Uniform Statistical Reporting Plan 1995 (Uniform Statistical Reporting Plan) and the California Workers Compensation Experience Rating Plan 1995 (Experience Rating Plan) approved by the Insurance Commissioner to be effective January 1, 2015. This Guide was created by the WCIRB as a convenience for its members, agents and brokers, policyholders and others. It does not bear the official approval of the California Department of Insurance and is not a regulation. This Guide may not contain a full description of all approved changes to the Uniform Statistical Reporting Plan or Experience Rating Plan. Uniform Statistical Reporting Plan Effective January 1, 2015 In addition to the following changes, there were a number of changes throughout the Plan for clarity and consistency. Part 2, Policy Document Filing Requirements Amended to provide greater clarity, create effi ciencies and ensure consistency with national data reporting standards. (These changes were approved as part of the WCIRB s January 1, 2014 Pure Premium Rate Filing.) Section V, Loss Information, Rule B, Loss Data Elements, Subrule 6, Type of Settlement, was amended for consistency with national reporting standards and to provide for the submission of a statement when a noncompensable claim meets the requirements of Labor Code Section 3761. Experience Rating Plan Revisions Approved Effective January 1, 2015 Section VII, Rating Procedure Rule 8, Experience Modifi cation Formula, was amended to limit experience modifi cations for employers with only a single claim in the experience period to be no more than 25 percentage points above the experience modifi cation the employer would have received if loss free during the experience period, with the exception of experience modifi cations computed excluding unaudited payroll pursuant to Section III, Rule 3(g). (These changes were approved as part of the WCIRB s January 1, 2014 Pure Premium Rate Filing.) January 1, 2015 Pure Premium Rate Filing The WCIRB submitted a January 1, 2015 Pure Premium Rate Filing to the California Department of Insurance on August 19, 2014. The Filing contains proposed expected loss rates, credibility values, experience rating eligibility threshold, and advisory pure premium rates. Once the Insurance Commissioner has issued a decision on the Filing, the WCIRB will publish this information on its website in the Publications and Filings section and will issue a revised WCIRB Quick Reference Guide. 2014 Workers Compensation Insurance Rating Bureau of California.
