ABBOTSFORD SOCIAL DEVELOPMENT ADVISORY COMMITTEE The purpose of the Abbotsford Social Development Advisory Committee (ASDAC) is to provide advice to Council on social issues, and help to guide the City s social planning function. ASDAC will enable the City to further contribute to Abbotsford s legacy as a community that cares about all community members, including its most vulnerable and marginalized citizens. Our priorities for 2010 include: Affordable and Accessible Housing; Seniors Issues/Accessibility Issues; Youth Issues; Children s Issues; and Diversity and Multi-Cultural Issues. Santiago, that the minutes of the March 10, 2010 Abbotsford Social Development Advisory Committee meeting, be adopted. ASDAC18-2010.2 Identification of new business None. 3. BUSINESS OUT OF MINUTES.1 Social Planning at the City of Abbotsford J. Teichroeb, M. Thornton The General Manager explained that each division in his department is currently developing work plans and there will be a strong social element to the work plan to build a strong, healthy, comprehensive and sustainable community. The General Manager explained that the social planning agenda as expressed by ASDAC will be integrated into the Social Planner s work plan.

Borrows gave an overview of the Olympic Summit she attended where the results of the Measuring up and the 10 by 10 challenge committees were presented..3 ASDAC Priorities R. Koole The Social Planner advised that the working group chairs had met to discuss priorities and had come up with a short list to work on for the next year. The Social Planner advised that the committee pick items to tackle and accomplish but still be open to receive delegations, information and input from all sectors of the community. The members agreed that priorities should be limited in order to achieve the desired results. The members felt that perhaps they need to collaborate with agencies so work is not duplicated. The issue of food security was brought up by a member and discussed. It was noted that a Food Security Committee exists at Abbotsford Community Services and perhaps they could help broaden this issue, R. Santiago will report back at the next ASDAC meeting. The issue of sister city came up (2 nd bullet under c) and members noted that it did not fit and agreed to remove it from the priority list. Moved by A. Senft seconded by G. Franklin, that the ASDAC Priorities be approved with the one change and input on issue of food security. ASDAC19-2010 4. DELEGATION.1 Youth Health Centre B. Gross, S. Maassen The delegation gave a brief overview of the proposed Youth Health Centre. They explained that they were asking ASDAC for endorsement of the clinic and for support from the City of Abbotsford. A discussion followed. Moved by B. MacGregor seconded by A. Wainwright, that the delegation for the Youth Health Centre be received, that ASDAC supports this initiative in principle, and will provide a letter of support. ASDAC20-2010.2 SD 34 Developmental Asset Survey A. Senft A. Senft gave an overview of the asset survey results and how the school board is using the results. She explained that the next step is to go to the board to ask permission to do a short summary on the survey to bring forward the top concerns. A. Senft also mentioned the communities of character initiative and how they may use the asset results. A. Senft will bring the executive summary of the survey to the next meeting.

Siemens, that the delegation of the SD 34 Developmental Asset Survey be received. ASDAC21-2010.3 Integrated Community Sustainability Plan P. Andzans, T. Bettles T. Bettles explained that the City of Abbotsford has submitted a letter of intent to the Federation of Canadian Municipalities Green Municipal Fund. She explained that this funding would be used to create an Integrated Community Sustainability Plan (ICSP) as a framework document for the city encompassing all other plans and strategies. The Environmental Coordinator noted that there are three areas the city would like to focus on: Leading edge economic initiative that are environmentally related, community energy and emission plans, and wildlife issues on Sumas Mountain. P. Andzans noted that the formation of the ICSP would be dependent on funding and support from other agencies. Moved by A. Senft seconded by G. Franklin, that the delegation of the Integrated Community Sustainability Plan be received. ASDAC22-2010 5. REPORTS Item 5.1 moved to 7.1. 6. NEW BUSINESS.1 Social service funding reductions R. Van Wyk R. Van Wyk raised the concern of provincial funding cuts to various social programs and a discussion followed. The members discussed options for making the public aware of these social program cuts and decided to discuss this at the next meeting. Moved by W. Green seconded by A. Senft, that Council send a message to the Province to reconsider its recent cuts to social services given the devastating impact on its most vulnerable citizens. ASDAC23-2010

Koole The Social Planner asked if there was any interest for members of ASDAC to sit on the Economic Development Committee (EDC) and the Environmental Advisory Committee (EAC). There was interest from some of the members. The Social Planner will liaise with other committees to determine if cross representation is beneficial. 7. CORRESPONDENCE.1 Harm Reduction Letters from Fraser Health & the Hepatitis C Council of BC A copy of the letter was distributed to members and the Social Planner advised the members that this is something that the city is currently working on. 8.
