The report is based on the reported returns of establishments within various sectors of the economy of Botswana. The report is in four sections; definitions of concepts, analysis of results; statistical tables and methodology. The description of the method used is included as a section at the end of the report. Some of the pronounced quarterly movements in the estimates are because of large seasonal variations, which arise from factors or events that occur regularly mostly within fairly fixed period. The series in this publication are not adjusted for seasonal factors. Apart from the commonly known indicator for economic performance being Domestic Product (GDP), the publication contains other national accounts aggregates. These are compensation of employees by economic activity, Domestic Product by type of income, National Income, National Disposable Income, Savings, Capital Formation by type of assets and Capital Stock by type of assets. Domestic Product estimates are based on administrative records and the results from sample surveys conducted by and other institutions. First estimates are normally based on limited data and hence could not be precise and absolute. Executive Summary Actual Domestic Product (GDP) for 2015 and 2016 reached P146, 065.8 and P170, 588.9 million respectively. This represents an annual increase of 16.4 percent in nominal terms between the two periods. During 2016, Mining and quarrying remained the major contributor to GDP by 20.6 percent followed by Trade, Hotels & Restaurants, General Government and Finance and Business services by 18.2, 14.0 and 13.7 percent respectively. The contribution of other sectors was below 10.0 percent with Water and Electricity being the lowest at 0.2 percent. Figure 1: Value by Economic Activity at current prices GDP by type of expenditure is presented in Table 5 and 6, in current and constant 2006 prices. Government final consumption in nominal prices was P31, 032.9 million in 2016. This accounted for 18.2 percent of the total GDP. Private final consumption and Fixed Capital Formation stood at P80, 723.4 and P52, 985.8 million respectively. Their contributions to GDP registered 47.3 and 31.1 percent. 1.1 Introduction This publication contains Domestic Product by economic activity and components of final demand at current and constant prices for the years of 2005 to 2016. The estimates from 2015-2016 are provisional and subject to change. The accounts presented in this report adhere to the General Data Dissemination System (GDDS) of the International Monetary Fund (IMF), which sets out standards on coverage, periodicity and timeliness of data. They cover the period January to December. Botswana s national accounts statistics are compiled in accordance with international standards contained in the System of National Accounts (SNA), in particular SNA 1993. The System of National Accounts is the internationally agreed standard set of recommendations on how to compile measures of economic activity in accordance with strict accounting conventions based on economic principles. The recommendations are expressed in terms of a set of concepts, definitions, classifications and accounting rules that comprise of the internationally agreed 8 NATIONAL ACCOUNTS STATISTICS REPORT 2016 NATIONAL ACCOUNTS STATISTICS REPORT 2016 9

standard for measuring such items as Domestic Product (GDP), the most frequently quoted indicator of economic performance. The accounting framework of the SNA allows economic data to be compiled and presented in a format that is designed for purposes of economic analysis, decision-taking and policymaking. 2. Annual Domestic Product 2.1 Revisions in this release Revisions have been made to the 2016 annual national accounts estimates published in March 2017. The changes were due to the updated source data and affected the industries as indicated in the table below. During 2016, diamond prices remained relatively stable and therefore the diamond industry had not been significantly impacted by the commodity price downturn. A decrease of 3.5 percent in the real value added of the Mining sector was mainly due to Copper and Coal value added which declined by 21.2 and 9.4 percent respectively. Copper/Nickel production decreased by 22.4 percent in 2016. BCL copper mine was placed under provisional liquidation in October 2016. Coal production went down by 9.4 percent in the year under review. Diamond production increased slightly by 0.3 percent in 2016. The increase in real GDP was mainly attributed to Water & Electricity, Trade, Hotels & Restaurants and Transport & communications industries which recorded an increase in value added of 95.2, 13.5, and 6.6 percent respectively. (See table 4). Water and Electricity value added at constant 2006 prices for the year 2016 was P623.5 million compared to P319.4 million registered in the previous year, recording an increase of 95.2 percent. The sector recorded the highest growth but it is the lowest in terms of contributions to Domestic Product. The significant increase realized in 2016 was from Water Supply. In 2016, the water sector registered a highest growth of 57.4 percent because water consumption in kilolitres went up by 48.1 percent. The water sector showed some improvements in all the four quarters of 2016. In January 2016, Water Utilities Corporation introduced dual billing system. Consumers were charged for both portable water and waste water. Electricity recorded a negative value added of P183.1 million compared to a negative value added of P195.5 million registered in the previous year, recording an increase of 6.3 percent. The improvement in the Electricity real value added is attributed to an increase in local electricity production by 8.4 percent and a decrease of 0.7 percent in electricity imports in 2016. 10 NATIONAL ACCOUNTS STATISTICS REPORT 2016 NATIONAL ACCOUNTS STATISTICS REPORT 2016 11

2.2. Domestic Expenditure Real Domestic Expenditure decreased by 0.5 percent in 2016 compared to 9.3 percent increase recorded in 2015. Total final demand increased by 2.2 percent compared to 3.5 percent realised in the previous year. Fixed Capital Formation rose by 3.6 percent. There are three main components of compensation of employees; being wages & salaries in cash, wages & salaries in kind, and employer s social contributions (consists of social contributions payable by the employer for the benefit of their employees). Compensation of employees increased by 10.1 percent from P31, 410.3 million in 2015 to P34, 589.7 million in 2016 (See table 7). 2.4. GDP by Income approach GDP by income approach is the sum of primary incomes distributed by resident producer units. This is calculated as the sum of compensation of employees by economic activity plus taxes on production plus consumption of fixed capital and operating surplus which is calculated as a residual. 2.5 National Income (GNI) Figure 5: Relations between GNI, GNDI and Savings Domestic Product is an aggregate measure of production; it refers to production of all resident units within the borders of a country, which is not exactly the same as the production of all productive activities of residents. Some of the productive activities of residents may take place abroad. The contribution of labour is accounted for through the compensation of employees paid to non-residents and received by the economy. In addition, some primary income generated within the country may go to non-residents. GNI is derived as Domestic Product plus net primary incomes from abroad (net compensation of employees from abroad plus net property income from abroad). Net compensation of employees is income earned by Botswana residents abroad minus income earned by non-residents in Botswana. Net property income is Botswana Investment abroad minus foreign investment in Botswana. National Income increased by 16.8 percent in 2016 while Domestic Product at current prices also increased by the same percentage during the same year. In 2016, GNI was estimated at P167, 820.9 million while GDP was P170, 588.9 million (See table 9). 2.6 National Disposable Income (GNDI) National Disposable Income measures income available to the total economy for final consumption and gross saving. GNDI is derived as National Income plus inflow of current transfers minus outflows of current transfers. Current transfers inflows include SACU receipts. GNDI increased by 11.8 percent to an amount of P179, 229.9 million in 2016 (See table 9). 2.7 Savings (GS) Saving represents excess of current income over current expenditure. It is derived as National Disposable Income minus final consumption expenditure which comprises of government consumption expenditure, household consumption expenditure and Non Profit Institutions Serving Households (NPISH) expenditure. In 2016 gross savings of the nation increased by 24.5 percent from P54, 181.9 million realized in 2015 to P67, 473.6 million (See table 9). 2.8 Consumption of Fixed Capital (CFC) CFC is the decline, during the course of the accounting period, in the current value of the stock of fixed assets owned and used by a producer as a result of physical deterioration, normal obsolesce or normal accidental damage. In 2016, Consumption of fixed capital was P34, 258.0 million compared to P29, 800.1 million registered in 2015, recording an increase of 15.0 percent (See table 10). 2.9 Capital Stock It is generally accepted that the level of gross fixed capital formation, and hence the growth in fixed capital stock, has a material influence on an economy s labour productivity, business competitiveness and ultimately the rate of increase in the standard of living. Estimates of capital formation and the stock of physical capital are therefore key indicators for assessing macro-economic performance. An estimate of the capital stock refers to a value that is attached to the total physical capital in existence at a specific point in time in an economy. In addition, the estimates of the value of capital stock reflect the actual physical capacity available for repeated use in the production of other goods and services. In practice, it is usually calculated as gross or net capital stock in real terms and the perpetual inventory method (PIM) was used to produce estimates of the stock of tangible reproducible assets. At current prices, capital stock was estimated at P330, 071.0 million in 2016 compared to P282, 248. 9 registered in the previous year (See table 11). 3.0 Diamond Mining Fixed Capital Formation At current prices, diamond capital formation was estimated at P4, 970.2 million in 2016 compared to P5, 453.5 million registered in the previous year (See table 44). Diamond capital formation at constant prices decreased by 1.9 percent in the year under review to P3, 541.1 million from P3, 608.0 million recorded in the previous (See table 45). This was partly due to the fact that ad hoc changes have been made more regularly to some of these components. The revisions were based on the data obtained from the Government accounts and imports & exports sourced from the Bank of Botswana.
